ROLL CALL: Committee Members Present: Song, Secoy-Jensen, Purnel, Lockyer, Fauber, Vice - Chair Cassady, Chair Fredricks Committee Members Absent: None Planning Commissioner Present: Randy Lowe Also Present: Ken Lyon, Glenn Mlaker, David Newell, Edward Robertson REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 4:00 pm on March 31, 2016. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: No comments. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: FEBRUARY 16, 2016, MARCH 7, 2016 AND MARCH 21, 2016 MISIC (Cassady/Fauber, 5-0-2 absent Purnel/Fredricks) Approve minutes of February 16, 2016, as submitted. MISIC (Fredricks/Secoy-Jensen, 5-0-2 absent Lockyer/Cassady) Approve minutes of Architectural Advisory Committee Minutes April 4, 2016 March 7, 2016, as submitted. MISIC (Fredricks/Secoy-Jensen, 4-0-3 absent Lockyer/Purnel/Song) Approve minutes of March 21, 2016, as amended. NEW BUSINESS: 2. PAUL BRAZEAU TO REPAINT THE PATENCIO BUILDING (AKA NOIA BUILDING) A MULTI -TENANT BUILDING LOCATED AT 471 EAST TAHQUITZ CANYON WAY, ZONE RA (RESORT ATTRACTION) SECTION 14 SPECIFIC PLAN (CASE 3.0898 MAA). (KL) Associate Planner Lyon presented the proposed building repaint as outlined in the staff memorandum. STEVE CHEROSKE, Steven Cheroske Design, provided details of the paint scheme and was available for questions. Member Song questioned if the awning above the stairs will be changed and requested clarification on the paint scheme/selection of colors. (Yes, the awning will be removed.) Member Fauber questioned if the signage will remain. (Yes, the existing signage will remain except for the interior sign.) He suggested opening up the south facade columns where they intercept with the roof (metal plate). Member Purnel asked if there would be changes to the patio wall at Sherman's Restaurant. Member Lockyer requested clarification on: • Will the top cap of the patio wall be painted? • What are the materials for the spandrel panels? • Why change the color on the underside of the eave? Chair Fredricks asked the applicant if they would be willing to change the color of the staircase at the bottom of the columns and spandrel panels to black in color. Member Fauber said he would prefer to see the fascia and soffit in one color (Swiss Coffee) and painting of the reveal should be darker in color that works in this climate - separation from the structure to the roof (a flat plate). Member Song concurred with Member Fauber that using a darker color for the bottom of the columns will create a floating appearance. 2 Architectural Advisory Committee Minutes April 4, 2016 Vice -Chair Cassady suggested painting the bottom of the columns in silver because they are adjacent to the window frame. Member Secoy-Jensen suggested the base of the column could be a charcoal or aluminum color to look to make it more subtle. She agrees with the comments regarding the fascia and soffit. Member Purnel thinks the eave painted in color Swiss Coffee would improve the colors. He expressed concern that the bold colors will fade quickly. Member Lockyer does not like the colors and suggested a different color selection. Chair Fredricks expressed some concern with the colors and would feel more comfortable seeing the entire building in the plans. MISIC (Fred(cks/Cassady, 6-1 opposed/Fauber) Resubmittal with the following changes: • The stairway and soffit to match the color of the body of the building (Swiss Coffee). • Base and top of stairway to be Industrial Gray or similar color. • Submit Photoshop versions of the entire building. • Submit two (2) alternate paint schemes (one with different colors and the other with different intensity. • Provide pictures of the interior colors. • Explore removing paint from the concrete cap on the wall by Sherman's. • Explore removal of the metal cap at the top of the columns. 3. FIREBIRD ESTATES HOMEOWNERS ASSOCIATION FOR A TURF REMOVAL PROJECT 1N THE COMMON AREAS AT 2033 EAST RAMON ROAD, ZONE RGA-8 (CASE 3.0748 MAA). (KL) Associate Planner Lyon provided an overview on the proposed turf removal project. JUAN ALVARADO, landscape designer, provided details on the landscape plants and materials. Chair Fredricks asked about the spacing for the natal plum and if the client is open to upsizing the Palo Verdes and Washingtonias. Member Song suggested instead of having the rock groundcover next to the curb incorporating a stronger plant material design on this corner. 3 Architectural Advisory Committee Minutes April 4, 2016 Member Purnel noted concern with the meandering cobblestone and suggested simplifying the arrangement with less variety of plants and more massing. Char Fredricks likes the different height of plant materials and suggested moving the rubble away from the sidewalk; he would like to see larger size palm trees also. Member Lockyer agreed with moving some of the rubble and plants because it appears sparse and under -planted. He suggested adding walls to screen the A/C units and noted that the corner area is too narrow for boulders. Chair Fredricks suggested using smaller plant material to provide more coverage. Member Purnel suggested the inner landscape should be continuous to the sidewalk with a simple palette to screen the A/C units. MISIC (Fredricks/Purnel, 7-0) Approve subject to subcommittee review (Purnel, Song and Fredricks): • A suggestion that the street side of the parkway on Cerritos Drive have the cobble and boulders removed. • Replace the Aloe Vera plants with more continuous plantings from the other side. • Move more of the cobble to the interior and use different size boulders. • Increase the Palo Verdes to 36" box size. • Increase the Washingtonia Palm trunks from 8 ft. to 10 ft. and add 3 more Palms to the Cerritos side (with an equal amount of palms on Ramon Road). • Increase quantity of Tecoma Stan to screen the A/C units. 4. DEVELOP GOOD: CHRIS PARDO DESIGN ON BEHALF OF JOHN WESSMAN (LESSEE) FOR THE CONSTRUCTION OF A 66-ROOM, THREE- STORY HOTEL BUILDING WITHIN THE PLAZA DEL SOL SHOPPING COMPLEX LOCATED AT 1555 SOUTH PALM CANYON DRIVE (CASE 3.3937 MAJ AND 5.0177 PD-131 AMEND). (DN) Associate Planner Newell presented the proposed hotel as outlined in the staff memorandum. Member Lockyer requested clarification on the overall density of the site. CHRIS PARDO, project designer, provided background history and described the schematic plan including the architecture, shading and parking. He was available for questions. 4 Architectural Advisory Committee Minutes April 4, 2016 Public Comments: JUDY DEERTRACK, resides at Tahquitz Mesa Villas, disagrees with the concept and indicated that no community meetings were held. She expressed concern that the floor area ratio (FAR) is calculated for the entire site. FRANK TYSEN, referred to the staff report regarding the Spanish architectural style on the site and questioned if this design fits in. CHRIS PARDO, applicant rebuttal, addressed the open -space requirements and noted the mid-century and modern architectural buildings surrounding the project. Member Song requested clarification on the exterior angles of the facade. Member Lockyer commented that it appears that this project is dense in this location. Member Secoy-Jensen requested clarification on how privacy is proposed for the first floors. She commented that the color and materials board is not adequate and would like to see the glass and storefront. Member Lockyer noted that he likes the building facade and suggested eliminating the stucco box to open up the stairwell. Chair Fredricks said that although he likes the building and design it seems to pop -out of the parking lot and would like to see mature palm trees to soften it. He suggested a more dramatic landscape for the existing wall on South Palm Canyon and adding shade trees to the parking lot. Member Secoy-Jensen said that she would like to see the proposed hotel in context with the existing shopping center. Chair Fredricks would like to see it in context with the restaurant and maybe softening the impact with a contextual rendering of the entire site. Vice -Chair Cassady said a combination of landscape and paint color would make this project work. He likes the building and thinks the 3-story building might help buffer noise to the adjacent neighborhoods. Member Fauber said he likes the project but there is not enough information. Member Purnel said he likes the integration of the new project with the existing. He reiterated the importance of having a well -designed landscape plan that integrates the architectural styles and creates spaces. He suggested improving the frontage at the service area on Morongo Road and feathering out the landscape. 5 Architectural Advisory Committee Minutes April 4, 2016 Member Song suggested looking at the colors of the restaurant building. MISIC (Fredricks/Fauber, 7-0) Resubmittal with the following changes: Project in context with the existing shopping center. Color and material samples including the restaurant building. Pedestrian and vehicle circulation. COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: None.
