Minutes of March 7, 2016
CALL TO ORDER: Chair Fredricks called the meeting to order at 3:02 pm.
ROLL CALL:
Committee Members Present: Fauber, Purnel, Secoy-Jensen, Song, Chair Fredricks
Committee Members Excused: Lockyer, Vice -Chair Cassady
Planning Commissioner Present: Doug Donenfeld
Also Present: Flinn Fagg, David Newell, Edward Robertson
REPORT OF POSTING OF AGENDA: The agenda was posted at the City Hall bulletin
board (west side of Council Chamber) and the Planning Department counter by 6:00 pm
on Wednesday, March 2, 2016.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.
PUBLIC COMMENTS:
FRANK TYSEN, on behalf of the Tennis Club Neighborhood Organization, spoke in
support of Item 4.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: FEBRUARY 16, 2016
Tabled - due to a lack of voting quorum.
UNFINISHED BUSINESS:
2 BIARRITZ HOA REQUESTING APPROVAL FOR A MINOR ARCHITECTURAL
APPLICATION TO REMOVE FIVE PINE TREES AND CONVERT
APPROXIMATELY 13,900-SQUARE FEET OF EXISTING TURF TO DROUGHT
TOLERANT LANDSCAPING AT 450 SOUTH CALLE ENCILIA, ZONE HR
(CASE 3.1408-MAA). (ER)
Principal Planner Robertson presented the turf conversion proposal.

Member Song asked if an arborist report was done on the health of the pine trees along
Ramon Road.
Chair Fredricks noted that they are obviously diseased.
JEFF SANCHEZ, Sanchez Landscaping, provided details on the declining trees and
proposed landscaping.
Member Song asked if a separate irrigation was provided for the trees on Calle Encilia and
El Segundo. She expressed concern about the size of the replacement trees and
questioned the balance of Agaves and Red Yucca.
Member Fauber verified that the hedges will remain and noted crowding of plant material.
Member Purnel verified the quantities of plant material; questioned the colors of
decomposed granite and boulders. He recommended earth tones vs. red or pink colors
and supports larger size Palo Verdes.
Member Song supports Member Purnel's comments and would like the Palo Verdes in 36"
box size.
Member Secoy-Jensen suggested a condition be added to show the location of the
hedges and infill on the exhibits.
Chair Fredricks supports the comments of the other board members and would request
two additional trees (Palo Verde) on either side of the tennis courts.
MISIC (Fredricks/Fauber, 5-0-2 absent Cassady/Lockyer) Approve subject to changes with
final review by staff.
• Four (4) Palo Verde trees in the center - in 36" box size.
• Four (4) additional Palo Verde trees are added in 24" box size on either side of the
center (2 trees on each side).
• Desert compatible groundcover colors.
• Existing shrub material is spaced accordingly and shown on plan.
3. PALM SPRINGS PROMENADE, LLC PROPOSING TENANT STOREFRONT
DESIGN FOR A FOOD SERVICE TENANT ("JUICE SERVED HERE") WITHIN
BLOCK A OF THE MUSEUM MARKET PLAZA SPECIFIC PLAN LOCATED AT
THE NORTHWEST CORNER OF PALM CANYON DRIVE AND ANDREAS ROAD,
ZONE CBD (CASE 3.3605 MAJ). (DN)
Associate Planner Newell presented the changes for the storefront design as outlined in
the staff memorandum.
CHRIS PARDO, project designer, provided additional details on the green wall element,

awning (misters, heaters & fans) and landscaping.
Member Fauber verified the position of the living wall.
Member Purnel verified the details of the living wall (soil and plant configuration) and
expressed concern about dripping water and concealment of irrigation.
Member Secoy-Jensen recommended the planter on the south wall catch the excess
water of the living wall.
Chair Fredricks had maintenance concerns with the living wall and noted that plant
materials are ambitious. He thought it would be a good idea to re -study the plant
materials for more succulents, shade resistant and less maintenance.
Member Song supports the changes and recommends a planter at the base of the living
wall. She recommended bringing back the living wall to the AAC for review.
Chair Fredricks said he needs to see details on how the excess water is captured.
Member Fauber spoke in support of bringing back the living wall design and drainage for
review.
Member Purnel noted concern with the faux plants matching the living plants; he supports
refining the plant selection and more detailing.
Member Secoy-Jensen expressed concern with containment of water on the side of the
living wall and questioned if this could be solved by review of a subcommittee.

final review by subcommittee (Fredricks, Purnel and Song):
1. Living wall revisions:
a. Alternate plant materials.
b. Visualization of overflow drainage.
c. Manufacturer information for boxes (that hold plants).
4. CAHUILLA CHURCH, LLC FOR A CONDITIONAL USE PERMIT AND MINOR
ARCHITECTURAL APPLICATION TO RENOVATE AND ADAPTIVELY RE -USE A
FORMER CHURCH SITE (CLASS 1 HISTORIC SITE NO. 23 — COMMUNITY
CHURCH) AS A HOTEL, SPA AND RESTAURANT LOCATED AT 284 S.
CAHUILLA ROAD, ZONE R-3 (CASE 5.1345 CUP & 3.3932 MAA). (DN)
Associate Planner Newell presented the proposed project as outlined in the staff report.

RICHARD WEINTRAUB, representing Cahuilla Church, LLC, (applicant) introduced the
proposal and noted availability to answer questions.
MIKE GUERRA, nearby resident, spoke in support of the project.
Member Secoy-Jensen questioned details of the new entry on the north elevation and the
proportion of the 2"d story windows in the lobby above the entry.
Member Fauber noted issues with uniformity of window details and commented that the
windows should be in -filled within the existing openings.
Member Song discussed the parking treatment for the bay spaces on Baristo and
suggested that the hardscape materials of spaces should be similar to the stone used
elsewhere.
Chair Fredricks supports the project and recommends the use of taller palm trees to
enhance the architecture.
Member Song commented that the 2"d floor east elevation is harmonious and supports the
proposed modifications and preservation aspects. She said there is a fine balance
between the new use and preservation.
Member Purnel said he would like to see the final landscape plan with taller palms and the
transition of landscape with the adjacent property. He also needs to see a lighting plan.
Member Secoy-Jensen said she would like to see a hardscape plan and is not satisfied
with the north elevation (the entry feature, 2"d story window).
Member Song would like to see the final wall details, glazing materials, and gate details at
the treatment rooms; the landscape plan, lighting plan and hardscape plan. She
confirmed that the new roof tile will match existing tile, the garden wall along Cahuilla will
be CMU matching adjacent building (glazing to be opaque) and pedestrian gates to be
metal frame with frosted (opaque) glazing.
Chair Fredricks suggested that the applicant investigate an alternative for the ADA
parking spaces other than on Baristo Road.
MISIC (Song/Secoy-Jensen, 5-0-2 absent Cassady/Lockyer) Approve, subject to the
following based on comments above:
1. Submittal of revised landscape plan and lighting plan for review and approval of
AAC prior to the issuance of a building permit. Landscape plan shall show
treatment of abutting property and transition of landscape materials between the

two properties. (Comment: would like to see variation in the height of the palm
trees, taller palm trees to enhance the architecture).
2. Submittal of revised details for the entry porch on the north facade of the building
for review and approval of AAC prior to issuance of a building permit.
3. Submittal of hardscape design.
4. Submittal of garden enclosure design (including block wall material/details, glazing
details, and mate rialldetails of gates).
5. Submittal of details for the infill materials of windows on the 2°d story of the north
and east elevations.
6. Evaluate the relocation of ADA park spaces from Baristo frontage to another
acceptable location on site.
COMMITTEE MEMBER COMMENTS:
The Board made comments regarding:
• Develop guidelines/standards for irrigation systems
existing or new trees.
• Follow-up with Code Enforcement on the irrigation
development on Sunrise Way and Alejo Road.

next regular meeting at 3:00 pm on Monday, March 21, 2016, Council Chamber, City Hall,
