CALL TO ORDER: Chair Song called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Thursday, June 15, 2017.

4. GEORGE YOUSSEF REQUEST FOR A MAJOR ARCHITECTURAL
APPLICATION TO CONSTRUCT A ONE-STORY 4-UNIT APARTMENT

Associate Planner Newell presented an overview on the project revisions as outlined in
the staff memorandum.
WILLIAM AZZALINO, applicant, discussed some changes and was available for
questions.

TOM DOCZI, TKD & Associates, landscape architect, provided details pertaining to the
proposed landscape and was available for questions.
Member Secoy-Jensen asked about the project circulation. (Applicant noted the
pedestrian circulation still occurs through the center.)
Chair Song questioned if they expect visitors to use parking structure or other means.
(They expect both.) Ms. Song asked about ceiling heights and the minimum needed by
tenants.
Vice -Chair Cassady asked if there would be a mezzanine. (The applicant responded
no.) Mr. Cassady asked about the water feature design. (Applicant responded that it
would be low water use with a cascading design.)
Chair Song verified if there is outdoor seating in the corridor to center of plaza. (yes)
Member Purnel asked where in -ground lighting will be installed. (The applicant clarified
that the LED strips are on walkways from parking garage.) Mr. Purnel commented that
the landscape does not help to "scale" the building - it needs to help soften the
architecture. (Madagascar Palms used at corner of the building.)
Member Secoy-Jensen asked about the details of the water feature at the center of the
courtyard. (Mr. Azzalino responded that this is a place -holder until the owner contracts
with an artist on the design.)
Member Purnel asked if the color and finishes of fascia will remain as previously
submitted. (yes)
Chair Song asked about the curved roof design; and if this is a necessity. (Owner
wants a roofline that draws attention.)
Vice -Chair Cassady believes the project has improved and it will bring life to the center.
He appreciates the reduction in height; the design decisions are practical and logical
although the board may support different design choices.
Member Secoy-Jensen said she is appreciative of the simplification and is supportive of
the revitalization of the complex. She recommended the applicant continue to respond
to the Wexler architecture and speak more to Palm Springs rather than Rancho
Mirage/Palm Desert.
Member Purnel concurs with the others and is looking forward to adding life to the
center. However, he does not think it fits with the architecture of Palm Springs. He
suggested the applicant consider less in design; some elements are overstated.

2. Soft layer of landscape against buildings.
3. Look at massive fascia below clerestory.
4. Look at columns/chimney stacks. Too tall for pedestrian.
5. Distance between adjacent buildings.
6. Architectural character should be timeless not trendy (Palm Springs context).
7. Central courtyard (where water feature is located) needs to be softened with
landscape and less of a pass-thru space. Should return to AAC.
8. Busyness of architecture. Too many materials, shapes, rhythms and forms.

5. PALM SPRINGS SAFE ACCESS INC. FOR A MAJOR
ARCHITECTURAL APPROVAL FOR THE INSTALLATION OF A 36,000-
SQUARE FOOT PREFABRICATED GREENHOUSE FOR A MEDICAL
CANNABIS CULTIVATION FACILITY AND A 1,440-SQUARE FOOT
MODULAR OFFICE BUILDING LOCATED ALONG THE WEST SIDE OF
MELISSA LANE AND SOUTH OF 16TH AVENUE, ZONE E-1 (CASE
3.4013-MAJ). (ER)

Member Secoy-Jensen clarified if the motion could include a requirement for the office
building to come back to the AAC.
ACTION: Approve subject to the following condition:
1. Permanent office building to return to the AAC and Planning Commission for
review.

6. WOODBRIDGE PACIFIC GROUP, FOR AN AMENDMENT TO ALLOW
MINOR CHANGES TO DESIGN, COLOR, MATERIALS, REDUCTION
OF MASSING AND HEIGHTS IN CERTAIN UNITS TO THE
PREVIOUSLY APPROVED FINAL PDD PLANS FOR THE CAMERON
PROJECT LOCATED AT 850-990 SOUTH PALM CANYON DRIVE
(CASE 5.1056-PDD 314). (ER)
Principal Planner Robertson provided an overview on the proposed project.
Vice -Chair Cassady verified the scope of review. (elevations, colors and material
changes)
TODD CUNNINGHAM, applicant, JAY REYNOLDS, provided details and the proposed
changes and answered questions.
Public Comment:
PAUL CRIPPEN, said he's impressed with the developer and noted that this project will
bring vibrancy to the neighborhood.
Chair Song verified the change to garage doors, and questioned canopy on Unit D at
ground and side elevation. She discussed changes to the Unit C elevation.
Vice -Chair Cassady is supportive of the proposed changes.
Member Secoy-Jensen supports the lighter color palette and non-descript garage
doors. She is supportive of the proposed changes.
ACTION: Approve changes as proposed.
MOTION: Cassady, seconded by Secoy-Jensen, and carried on a 4-0-4 roll call vote.
