CALL TO ORDER: Chair Song called the meeting to order at 3:02 pm
ROLL CALL:
Committee Members Present: Lockyer, Purnel, Rotman, Secoy-Jensen, Vice -Chair

Committee Members Excused: Fredricks, Miller
Planning Commissioner Present: None.
Staff Present: Planning Director Fagg, Associate Planner Newell,
Principal Planner Robertson
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Thursday, June 1, 2017.
ACCEPTANCE OF THE AGENDA:

DOWNTOWN PALM SPRINGS SPECIFIC PLAN AT 175 NORTH PALM
CANYON DRIVE, SUITE 145, ZONE CBD (CASE 3.3606 MAA). (DN)
MISIC (Lockyer/Song, 6-0-2 absent Fredricks, Miller) Approve Item 5 as part of the
Consent Calendar.
NEW BUSINESS:
2. DTPS B-2, LLC FOR ARCHITECTURAL REVIEW OF A STOREFRONT
DESIGN FOR A PROPOSED RETAIL TENANT (JOHNNY WAS) LOCATED
WITHIN BLOCK B OF THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN
AT 175 NORTH PALM CANYON DRIVE, ZONE CBD (CASE 3.3606 MAA).

Associate Planner Newell presented the proposed storefront design and provided
additional exhibits.
Member Secoy-Jensen noted the supplemental exhibits; staff answered her questions
relative to the location of the store in the building.
Chair Song verified that signage is not included. (no)
CHRIS PARDO and MICHAEL BRAUN provided details on the architectural elements
and were available for questions.
Member Rotman verified the details of the mullion pattern, and transom glass. (film
inside window); he questioned if the canopy has changed. (no, it remains the same)
MICHAEL BRAUN noted that the doors are centered on the storefront and the transom
windows may change color at different times during the year.
MISIC (Cassady/Secoy-Jensen, 6-0-2 absent Fredricks, Miller) Approve as presented.
3. PALM SPRINGS SAFE ACCESS INC. FOR A MAJOR ARCHITECTURAL
APPROVAL FOR THE INSTALLATION OF A 36,000-SQUARE FOOT
PREFABRICATED GREENHOUSE FOR A MEDICAL CANNABIS
CULTIVATION FACILITY AND A 1,440-SQUARE FOOT MODULAR OFFICE
BUILDING LOCATED ALONG THE WEST SIDE OF MELISSA LANE AND
SOUTH OF 16TH AVENUE, ZONE E-1 (CASE 3.4013-MAJ). (ER)
Principal Planner Robertson presented the proposed facility and modular office as
outlined in the staff memorandum.

Member Lockyer questioned if the facility is visible from 1-10. (not very visible)
ROBERT VAN ROO, applicant, provided further details and was available for questions.
Member Secoy-Jensen asked what the design intent of the office is_ (modular
structure)
Chair Song asked the following questions:
• What is the orientation of the modular office? (due to wind)
• Did you consider shipping container for office to reduce the number of
components? (needed ADA bathrooms and conditioned space)
• Did you consider rocks and boulders in place of landscape?
• Verified the pedestrian circulation on the site.
Member Secoy-Jensen questioned if security is needed around the property. (The
property is gated and a security guard will be on premises.)
Member Purnel questioned if security cameras will be utilized. (Police will review the
security plan.)
Comments:
Member Purnel said he does not have a concern with the landscape; however, he
noted that the inert materials will not last.
Vice -Chair Cassady questioned if they should add existing natural materials.
Chair Song noted the following concerns:
• Need additional information on sidewalks and pedestrian circulation.
• Pre -fabricated buildings are acceptable.
• Fence details are needed.
• Should inert materials be added?
Member Secoy-Jensen said she is okay with the greenhouse but concerned about the
modular office and the entry sequence into building.
Member Lockyer commented that the landscape materials should be fairly minimal; and
the modular office building could be improved.
Member Purnel commented that nicely -arranged boulders and site contours might help.
Vice -Chair Cassady said he leans more toward architectural enhancement rather than
the landscape.
Member Purnel concurred with Vice -Chair Cassady.

Member Secoy-Jensen said she'd like to see the details of the security fence.
Member Rotman questioned the access from the office to the greenhouse.
M/S/C (Rotman/Purnel, 6-0-2 absent Fredricks, Miller) Approve greenhouse as
presented and return for final review of:
1. Site plan/circulation (pedestrian circulation)
2. Modular office details
4. FARUK & PAULA TAYSI FOR A MAJOR ARCHITECTURAL APPROVAL FOR
THE CONSTRUCTION OF A 3,496-SQUARE FOOT SINGLE-FAMILY
RESIDENCE ON A 13,160-SQUARE FOOT HILLSIDE PARCEL LOCATED AT
678 LA MIRADA ROAD, ZONE R-1-A (CASE 3.4017-MAJ). (ER)
Principal PIanner Robertson presented the proposed single-family hillside residence as
outlined in the staff memorandum.
Chair Song verified if this was the same design as before. (similar to previous)
JIM MC EACHERN, applicant, provided details on the architectural elements of the
house and was available for questions.
Chair Song pointed out the 8" overhang at the roof and questioned why a deeper
overhang was not proposed. She verified the fascia height, perimeter wall materials,
entry on La Mirada and window materials.
Member Secoy-Jensen verified the entry sequence, lack of landscaping and side
property line.
Chair Song verified the location of the pool equipment and A/C units.
Member Purnel verified the proposed wall is on the east boundary - (no, horse trail) and
if the equipment would require screening. (yes)
Vice -Chair Cassady said he's supportive of the application but suggests additional
landscaping.
Member Lockyer said they need to see a realistic landscape plan.
MISIC (Song/Cassady, 6-0-2 absent Fredricks, Miller) Approve subject to final review by
subcommittee (Lockyer and PurneI):

6. DTPS C-15, LLC FOR AN ARCHITECTURAL REVISION TO THE BLOCK C
BUILDING WITHIN THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN, TO
INSTALL ACCESS LADDERS ON THE BUILDING LOCATED AT 111 NORTH
PALM CANYON DRIVE, ZONE CBD (CASE 3.3607 MAA). (DN)
Associate Planner Newell presented the project and provided photos of the existing
building conditions.
Vice -Chair Cassady verified staffs recommendation.
MICHAEL BRAUN, applicant, provided background information on the need for the
access ladders.
CHRIS PARDO, project architect, discussed each ladder location.
Member Secoy-Jensen asked for further information on why there is a need for ladders,
as opposed to internal access. (lease issues, lack of space, 7 different roof levels)
Member Purnel believes that the landscape will screen most of the ladders. He is
happy to see that they will be painted to match and is comfortable with what has been
presented.
Member Lockyer said he's not too concerned with the ladders; they could be screened
with a panel if necessary.
Vice -Chair Cassady agrees the ladders will not be very visible and will be disguised by
landscaping.
Member Purnel recalled a tree will be located at Main St. and Palm Canyon Drive; this
will help screen from view.
Member Secoy-Jensen noted concerns with not having enough information to make a
decision.
Member Lockyer suggested using 3-D rendering for a better understanding.
Vice -Chair Cassady commented that it's difficult for him to recommend without knowing
what the options are.
MISIC (Lockyer/Secoy-Jensen, 6-0-2 absent Fredricks, Miller) Continue to a date
uncertain to allow the applicant to provide additional plans (possibly 3-D) and include
floor plans.

STAFF MEMBER COMMENTS:
Planning Director Fagg provided an update on portable open signs.
ADJOURNMENT:
The Architectural Advisory Committee adjourned at 5:05 pm to their next regular
meeting at 3:00 pm on Monday, June 19, 2017, Palm Springs Convention Center,
Primrose C, 277 N. Avenida Caballeros, Palm Springs, California.
