ROLL CALL: Committee Members Present: Fredricks, Purnel, Rotman, Chair Song Committee Members Excused: Lockyer, Miller, Secoy-Jensen, Vice -Chair Cassady Planning Commissioner Present: Commissioner Lowe Staff Present: Planning Director Fagg, Assistant Planner Kikuchi, Associate Planner Lyon, Associate Planner Newell REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 5:00 pm on Thursday, May 11, 2017. ACCEPTANCE OF THE AGENDA: MISIC (Fredricks/Rotman, 4-0-4 absent, Cassady, Lockyer, Miller, Secoy-Jensen) Agenda was accepted, as presented. PUBLIC COMMENTS: Chair Song opened public comments; with no speakers coming forward public comments was closed. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: MINUTES OF APRIL 1, 2017 MISIC (Rotman/Fredricks, 4-0-4 absent, Cassady, Lockyer, Miller, Secoy-Jensen) Approve, as submitted. NEW BUSINESS: (This Item was moved to the beginning of the agenda.) Architectural Advisory Committee Minutes May 15, 2017 City of Palm Springs 6. ROSIAN V, LLC FOR A PLANNED DEVELOPMENT DISTRICT (PDD) AND A MINOR ARCHITECTURAL APPLICATION TO CONSTRUCT A SOUND STAGE AND OUTDOOR MUSIC VENUE AT THE MONROE HOTEL (AKA INFUSION BEACH HOTEL) LOCATED AT 1900 NORTH PALM CANYON DRIVE (CASE 6.1409 PDD 387 13.864 MAA). (KL) Associate Planner Lyon presented an overview of the proposed outdoor music venue as outlined in the staff memorandum. Member Rotman verified the height of the wall; height of platform; and height of proposed buildings. Member Fredricks requested a comparison of existing and proposed setbacks. Chair Song questioned if the building height could be stepped up. DONALD SANDERS, applicant, addressed the height of the walls and setbacks. No Public Comment was given. Member Fredricks verified the location of the wall in front; noted concern about lack of landscaping at perimeter. (Applicant is open to additional landscaping.) Member Purnel said he is also confused about the wall location based on the submitted plans. Chair Song questioned the entry sequence for patrons. Member Purnel questioned if the awning or canopy will be provided over the stage. How far does it extend above the wall? (2') He questioned the type of material (structure of the canopy) - (powder -coated aluminum) Chair Song questioned if the entry to the performance space should be moved towards Palm Canyon. She asked if the mechanical units could be placed on the ground to reduce the roof height; and questioned if modifications could be made to the color scheme. Member Purnel commented that the kitchen elevation is plain. (Billy Reed's requested a simple wall). He questioned if the landscape will screen the building. (yes) Comments: Member Fredricks said he understands the issues with the setbacks. He said that a new landscape plan is needed that includes all the new material and taller plant materials to screen the wall. 2 Architectural Advisory Committee Minutes May 15, 2017 City of Palm Springs Member Purnel commented that the landscape would help the project; he has concern about exposure to Palm Canyon and the lack of details on the elevations. He noted that not much thought was given to the architectural style - it needs to be defined as architecture instead of walls. He agrees the mechanical equipment should be on the ground. Member Rotman said he is struggling with the over -simplistic architecture; landscape will help tremendously - it needs to enliven the Palm Canyon frontage and additional details are needed on the hardscape in the pool area. Chair Song said she is not against having a wall on property line; but doesn't support the lack of detail on the wall - it is not a harmonious relationship to the start of the downtown urban fabric. She is in favor of the project but it needs work on the street front composition and needs comprehensive landscape. MISIC (Song/Fredricks, 4-0-4 absent Cassady, Lockyer, Miller, Secoy-Jensen) Resubmit with revised plan to include more details on the street frontage and a comprehensive landscape plan. 2. RACQUETCLUB CENTER REQUESTS AN AMENDMENT TO AN EXISTING SIGN PROGRAM FOR A MULTI -TENANT COMMERCIAL BUILDING LOCATED AT 2600 NORTH PALM CANYON DRIVE (CASE SP 17-001). (NK) Assistant Planner Kikuchi presented an overview of the proposed sign program amendment as outlined in the staff memorandum. Member Rotman questioned the average width of tenant space and if 10 ft. separation can be provided between the signs. Member Purnel verified the letter height required. MD MCLEAN, Mclean Company, applicant, provided details on the letter height and monument sign. Member Purnel questioned if the tenant names will be on both sides of the 2 monument signs. (no) Chair Song questioned if the applicant is in agreement with staff conditions. (wants the height and width as proposed) Member Rotman agreed with the reduced height; and prefers a simple monument sign with only the name of the center and address. He would like to see the monument sign incorporate details of the center or contemporary. He agrees that the max. letter height needs to be specified and a 10 ft. separation. (yes) Member Purnel supports Member Rotman's comments; noting that the poles on the sign are okay; but should match the architecture of the building. He has mixed feelings about the directory. Member Fredricks noted concern about the size of the monument signs - he thinks it should be more contemporary rather than Mid -Century Modern. He supports the directory sign. Chair Song said she is sensitive to the need for exposure; should be 2' lower in agreement with other comments. Member Purnel said sign should not be in Spanish design; he thinks contemporary and simple would be better. MISIC (Rotman/Fredricks, 4-0-4 absent Cassady, Lockyer, Miller, Secoy-Jensen) Approve with conditions subject to: 1. Monument sign be reduced in height and size. 2. 10' spacing between tenant signs. 3. Remove poles from sign - design to be more contemporary and simple. 4. Establish maximum text height of 18". A recess was taken at 4:34 pm. The meeting resumed at 4:42 pm. 3. BEST SIGNS INC ON BEHALF OF DTPS B-2, LLC TO ESTABLISH A SIGN PROGRAM THAT DEFINES SIGNAGE CRITERIA FOR TENANTS WITHIN THE TWO- STORY BUILDING LOCATED ON BLOCK B OF THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN, 175 NORTH PALM CANYON DRIVE (CASE SP 17-002). (DN) Associate Planner Newell presented the proposed sign program for the Block B building as outlined in the staff memorandum. Member Rotman verified the height of canopies and wall panels; color of wall panel - he questioned if it can be changed. (yes) JIM CROSS, Best Signs, provided details and was available for questions. Member Purnel verified the square footage of the signs. Chair Song questioned the multiple signs on the same frontage for a single tenant. Member Fredricks questioned the lack of ornamentation of blade sign frame and staffs recommendation. 4 Architectural Advisory Committee Minutes May 15, 2017 City of Palm Springs Chair Song asked about dimensions and thinks it is too large for the pedestrian environment. (The applicant agreed it could be reduced.) Member Purnel questioned what signage will be used at the lobby areas. Member Fredricks questioned having multiple signs for one tenant on the same elevation. Comments: Member Rotman said the blade sign bottom above the sidewalk should be uniform - consistent height; and sign background should not be changed. Member Purnel concurred about the blade sign height - the blade bracket and style should be uniform and size should be reduced. Member Fredricks is concerned with the big blocky letter for the main sign but likes the thin cursive letters of "Free People". Chair Song agrees with Member Fredricks' concerns and thinks the blade signs should be 24"x36" in size. Member Fredricks suggested signs are specific to the tenants and any other signs should come before them for review. M/S/C (Song/Fredricks, 4-0-4 absent Cassady, Lockyer, Miller, Secoy-Jensen) Approve with conditions subject to: 1. Tenant signage as shown. 2. Background to be consistent. 3. Future tenants shall be required to return to the AAC and Planning Commission for review. 4. Blade signs design to return to staff for final review: • Size 24"x36" • Sign bottom to be uniform above sidewalk 9' -10' • One sign per street front. 4. BEST SIGNS INC ON BEHALF OF DTPS C-15, LLC TO ESTABLISH A SIGN PROGRAM THAT DEFINES SIGNAGE CRITERIA FOR TENANTS WITHIN THE ONE - AND TWO-STORY BUILDING LOCATED ON BLOCK C OF THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN, 111 NORTH PALM CANYON DRIVE (CASE SP 17-003). (DN) Associate Planner Newell provided an overview of the proposed sign program for Block C of the Downtown project as outlined in the staff memorandum. 5 Architectural Advisory Committee Minutes May 15, 2017 City of Palm Springs Chair Song asked to carry forward the blade sign recommendations from Block B sign program. Member Rotman verified all signage for H&M and Tommy Bahama. He questioned how the blade signs are mounted on the north elevation. JIM CROSS, Best Signs, applicant, provided details on the proposed sign program Chair Song commented that sign #6 is oversized and signs #18 and #19 should be only one sign per building elevation per tenant (H&M). Member Rotman made the following comments: o H&M sign #6 is too big. o Sign #23 is too large - it should be consistent with the other blade signs. o Too many signs for Tommy Bahama. MISIC (Song/Rotman, 4-0-4 absent Cassady, Lockyer, Miller, Secoy-Jensen) Approve with conditions subject to: 1. East elevation - Sign #6 shall be same size as blade sign, 24"x36". 2. North elevation - Sign #11 shall be a blade sign. 3. No duplicate signs for tenants on same frontage. 4. West elevation - signs #18 and #19 shall have no duplicate signs. 5. Sign #23 shall match sign #4 in size. 6. Sign mounted details to match architecture. 7. Square footage to be consistent with sizes shown except secondary signs. 8. Blade signs design to return to staff for final review: • Size 24"x36" • Sign bottom to be uniform above sidewalk 9' - 10' • One sign per street front. COMMITTEE MEMBER COMMENTS: None.
