CALL TO ORDER: Chair Song called the meeting to order at 3:03 pm_

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 1:00 pm on Thursday, April 13, 2017.
ACCEPTANCE OF THE AGENDA: Item #2 was moved to the Consent Calendar.
PUBLIC COMMENTS: None.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: APRIL 3, 2017 (Tabled to next meeting.)
2. GLASSMAN PLANNING ASSOCIATES, INC FOR ARCHITECTURAL REVIEW
OF A STOREFRONT DESIGN AND OUTDOOR SEATING SPACE FOR A
PROPOSED STARBUCKS COFFEE LOCATED WITHIN BLOCK C OF THE
DOWNTOWN PALM SPRINGS SPECIFIC PLAN AT 111 NORTH PALM
CANYON DRIVE, SUITE 110, ZONE CBD (CASE 3.4010 AND LUP 17-010).

NEW BUSINESS:
3. KIM AND MARK DEMPSTER REQUESTING A MAJOR ARCHITECTURAL
REVIEW FOR A NEW 2,287-SQUARE FOOT HOUSE ON A HILLSIDE LOT
LOCATED AT 1900 SOUTH CAMINO MONTE, ZONE R-1-B, SECTION 27
(CASE 3.3957). (GM)
Associate Planner Mlaker presented the proposed hillside house.
Member Purnel verified the street alignment and vacation.
Member Fredricks verified whether the pool fence was necessary.
JIM SCHMIDT, Schmidt Architecture, provided details on the architectural elements and
was available for questions.
Member Purnel questioned if grading was occurring offsite and if the landscape plan
would address these improvements.
Member Fredricks asked for verification of the number of plant materials shown on the
plan.
Chair Song asked the reason for the use of Deer Grass.
Member Fredricks questioned if the ground cover has been determined. (The applicant
responded no - considering Chamois Beige or Palm Springs Gold.)
Member Secoy-Jensen verified that solar was only being placed on roof and that there
were no ground mounted panels.
Member Song asked what the rationale is for wrapping the roof around the chimney,
(The applicant responded that it helps reduce the scale.)
Comments:
Member Secoy-Jensen commented that the house will be nestled in to the site and
supports the project.
Member Purnel said the landscape plan is fabulous and it is a great project.
MISIC (Purnel/Fredricks, 5-0-2 absent Cassady, Lockyer) Approve subject to
clarification of decomposed granite or gravel.

4. BILL TRAINOR REQUESTS A MINOR ARCHITECTURAL APPLICATION TO
INSTALL A GROUND MOUNTED 15.12 KW PHOTOVOLTAIC SOLAR
SYSTEM CONSISTING OF 42 SUN POWER SOLAR PANELS ON A HILLSIDE
LOT LOCATED AT 295 WEST CAMINO CARMELITA, ZONE ER (CASE
3.2172- MAA). (ER)
Member Purnel noted a conflict of interest and would not be participating in the
discussion or vote on this item. He left the chamber.
Principal Planner Robertson provided an overview on the proposed ground -mounted
solar system.
Member Secoy-Jensen asked if the law allows them to review solar panels. (Planning
Director Fagg responded that only because ground -mounted is in a hillside area.)
Member Rotman questioned if there is any evidence that the installation will impact the
flood channel. (no)
Member Fredricks verified if any ground work (removal of vegetation and boulders) will
be necessary to install the panels.
NATE OTTO, applicant, described the proposed ground -mounted solar panels and was
available for questions. He explained that the glare is physically impossible based on
the angles.
Chair Song said she does not understand how this will be installed - needs to see the
site sections and how landscaping will be impacted.
NATE OTTO responded that the black panels will have a non -glare finish.
Member Secoy-Jensen questioned why they choose ground -mounted versus roof
mounted panels. (owner's choice)
Member Fredricks asked the following questions:
• How much trimming will be necessary to install the panels? (They will trim
Greasewoods and several shrubs will be removed.)
• Will re -trimming will be done from time to time. (yes)
• Have installations been done in different forms instead of a big rectangle?
(selected one group due to topography)
Member Song verified the dimensions to the adjacent properties and questioned if a
mock-up could be put in place for neighbors to review.

Comments:
Member Secoy-Jensen recommended that a mock-up be produced to have neighbors
review solar panels.
Member Fredricks supports a mock-up.
Member Rotman said his only concern is the impact to the neighbors.
MISIC (Song/Secoy-Jensen, 4-1-2 abstained Purnel, absent Cassady, Lockyer)
Continue to the May 1, 2017 meeting with direction to the applicant to provide a mock-
up on the site.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:08 pm to the
next regular meeting at 3:00 pm on Monday, May 1, 2017, Convention Center, Primrose
C, 277 N. Avenida Caballeros, Palm Springs.
