CALL TO ORDER: Vice -Chair Cassady called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA:
The Agenda was available for public access at the City Hall bulletin board (west side of
Council Chamber) and the Planning Department counter by 2:00 pm on March 30,
2017.
ACCEPTANCE OF THE AGENDA:

UNFINISHED BUSINESS:
2. TAHQUITZ CANYON INVESTORS, LLC FOR A PROPOSAL TO REMODEL
THE COURTYARD, INCLUDING THE DEMOLITION OF THREE BUILDINGS,
CONSTRUCTION OF TWO MULTI -TENANT COMMERCIAL RESTAURANT
BUILDINGS AND IMPROVEMENT OF OTHER FACADES AND LANDSCAPE
AREAS, TO CREATE "THE SCENE IN PALM SPRINGS" AT 601-789 EAST
TAHQUITZ CANYON WAY, ZONE REO OF SECTION 14 SPECIFIC PLAN
(CASE 5.1407 CUP AND 3.4002 MAJ). (DN)
Associate Planner Newell presented the modifications made to the proposed project.
Member Lockyer verified the reduction in height and height of existing buildings.
Vice -Chair Cassady confirmed the height measurement is taken from new sidewalk.

WILLIAM AZZALINO, architect, provided a presentation on the project.
TOM DOZCI, landscape architect, gave an overview of the revisions to the landscape
and hardscape plans.
Member Purnel verified:
• Existing palm trees along Tahquitz Canyon Road; (existing Robustas)
• Choice of Date Palms @ interior of site;
• Programming of pedestrian areas/courtyards;
• Clarification of softscape @ interior courtyard area;
Member Rotman verified:
• Questioned the sidewalk width on Tahquitz;
• Location of service areas for restauranttretail;
• Verified materials and how they relate to existing buildings;
• Verified height.
Member Secoy-Jensen asked about section or plan view to understand height. She
requested information on the existing occupancy and integration of support uses. (Sam
Rasmussen noted about 90% occupancy except the entire ground floor.)
Discussion:
Vice -Chair Cassady said he's excited to see proposal for the complex (much needed)
and likes the walkability of the project. He questioned if the project would be more
successful with a drop-off along Tahquitz. He noted concern about theater access and

about success of architecture.
Member Secoy-Jensen agrees that revitalization of this area is needed and appreciates
the simplified hardscape design. She commented that the complexity of forms is too
ambiguous for this area and the mass is too large. She is concerned with the scale of
the project.
Member Purnel said this project is over -scaled and the landscape is under -stated as
shown - it needs to relate to the pedestrian use. He does not understand the use of
Cypress trees or fire pits along Tahquitz. He noted concern with the water feature and
its proposed size. Also, noted concern with the conceptual signage.
Member Lockyer thinks the project has some great qualities with community space, but
is concerned with the scale. He commented that under -stated elegance would work
better for new buildings and does not have the "village feel' of Palm Springs.
Member Purnel said he agrees with the previous comments. He said plan wise, it
activates the street; but the scale is inappropriate and is also concerned with the
materials (stone veneer).

NEW BUSINESS:
3. PHILIP J. PRIETO, OWNER, FOR A MAJOR ARCHITECTURAL
APPLICATION, AN ADMINISTRATIVE MINOR MODIFICATION, AND A
TENTATIVE TRACT MAP FOR THE CONSTRUCTION OF A THIRTY (30) UNIT
CONDOMINIUM PROJECT LOCATED AT THE NORTHWEST CORNER OF
BARISTO ROAD AND HERMOSA DRIVE, ZONE HDR, SECTION 14. (CASES
3.4007 MAJ; 7.1519 AMM; 37245 TTM). (GM)
Associate Planner Mlaker provided an overview on the proposed condominium project.
Member Rotman verified retention basin details and reason for increases in height.
JESSICA PEAT, applicant, provided details and was available to answer questions.
Member Secoy-Jensen verified materials of exteriors.
Vice -Chair Cassady verified the choice of metal panels and location on elevations.
Comments:
Member Purnel said the landscape sizes and species are all in line; however noted a

concern with the metal element (looks faux).
Member Secoy-Jensen also expressed concern with the metal choices; and wondered
about other options. She is also concerned about the materials but supports the
project.
Member Rotman verified the list of staff concerns: walls @ streets need more variation.
MISIC (Rotman/Secoy-Jensen, 5-0-2 absent Fredricks, Song) Approve with the
following conditions:
1. Comeback with alternative to stone and metal
2. Wall needs more variation in stepbacks and materials.
3. Building Height - to be reviewed by subcommittee (Rotman, Lockyer and Secoy-
Jensen)
4. MG2 FOR ARCHITECTURAL REVIEW OF A STOREFRONT DESIGN AND
OUTDOOR SEATING SPACE FOR A PROPOSED TOMMY BAHAMA
RESTAURANT LOCATED WITHIN BLOCK C OF THE DOWNTOWN PALM
SPRINGS SPECIFIC PLAN AT 111 NORTH PALM CANYON DRIVE, SUITE
150, ZONE CBD (CASE 3.4014 MAA & LUP 17-017). (DN)
Associate Planner Newell presented the proposed restaurant as outlined in the staff
report.
Member Secoy-Jensen verified the tree species at the corner.
Member Purnel questioned what portion of the sidewalk is public vs. private; details of
how lighting is attached to the post.
FRANK KENNARD, Tommy Bahama, explained the concept of the project and
business model
CHERYL HUSNIK, MG2, addressed issues with damaged pavers being replaced
should the tenant vacate.
Member Lockyer asked for clarification on the proposed materials.
Vice -Chair Cassady left the meeting at 5:00 pm and Member Secoy-Jensen took over
as Acting Chair.
Member Rotman asked about the pavers and structural supports.
Acting Chair Secoy-Jensen stated the corner element appears unresolved and

questioned what the intent is. (outdoor seating would extend to planter)
Member Purnel questioned if furniture could be used instead of permanent bar counter
(possibly) and questioned the height of poles for lighting. (8')
Discussion:
Member Purnel agrees with staff recommendations and is open to redesign of area
around the tree to blend the public/private areas. He likes the railing and finishes.
Acting -Chair Secoy-Jensen commented that she likes 112 public, 112 private seating
area and supports sleeve detail on railing. She has no opinion on bar top.
Member Lockyer likes the current design with the seating layout. He indicated that he
is not necessarily in favor of staffs recommendations either.
Member Rotman suggested introducing an additional bench or seating on Main Street.
He likes the shared public/private area around the tree.
Acting Chair Secoy-Jensen expressed concern with the barrier detail of the planter - not
enough information. She is acceptable with penetrations to pavers, as they can be
easily replaced.
Member Purnel said the tree designates a sense of entry but is pushed aside in the
design.
MISIC (PurneI/Rotman, 4-0-3 absent Cassady, Fredricks, Song) Approve subject to the
following items returning to the AAC:
1. Seating layout and barrier detailing at raised planter.
2. Construction detailing of railing sleeve.
3. Alternate proposal for permanent bar top seating near entryway.
5. GLASSMAN PLANNING ASSOCIATES, INC FOR ARCHITECTURAL REVIEW
OF A STOREFRONT DESIGN AND OUTDOOR SEATING SPACE FOR A
PROPOSED STARBUCKS COFFEE LOCATED WITHIN BLOCK C OF THE
DOWNTOWN PALM SPRINGS SPECIFIC PLAN AT 111 NORTH PALM
CANYON DRIVE, SUITE 110, ZONE CBD (CASE 3.4010 AND LUP 17-010).

Associate Planner Newell presented the proposed project as outlined in the staff report.
Member Lockyer verified the approved landscape plan adjacent to the outdoor dining.

SPENCER REGNERY, applicant, provided a presentation on the project.
Member Purnel asked for additional details on the planter construction. He expressed
concern with the Dwarf Ruellia and questioned if reconsideration would be made for this
species and the Marigold. He commented that decomposed granite should be
reconsidered and suggested cobble stone may be better.
Member Lockyer questioned the width of the planter and proposed plant materials.
Acting Chair Secoy-Jensen agrees that more refinement of the planter is needed.
MIS/C. (Lockyer/Purnel, 4-0-3 absent Cassady, Fredricks, Song) Continue to a date
certain of April 17, 2017, to allow the applicant to:
1. Provide alternate plant species and more details on planter.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:45 pm to the next regular meeting at 3:00 pm on Monday, April 17,
