CALL TO ORDER: Chair Song called the meeting to order at 3:04 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA:
The agenda was available for public access at the City Hall bulletin board (west side of
Council Chamber) and the Planning Department counter by 12:00 pm on Thursday,
March 16, 2017.
ACCEPTANCE OF THE AGENDA:
Staff reported that the applicant for Item 4. North Palm Canyon LLC (Zinque Resort)
has requested a continuance for additional work on the project.
The applicant for Item #2. Nexus Development has requested to be heard at the end of
the agenda.

NEW BUSINESS:
3. FREEHOLD COMMUNITIES, LLC, REQUESTING APPROVAL OF FINAL
DEVELOPMENT PLANS FOR COMPLETE LANDSCAPING AT THE MIRALON
DEVELOPMENT LOCATED ALONG THE NORTH SIDE OF SAN RAFAEL
DRIVE, EAST OF NORTH INDIAN CANYON DRIVE, SOUTH OF THE
WHITEWATER RIVER AND WEST OF SUNRISE WAY, ZONE PDD 290,
SECTION 35 (CASE 5.0982-PD 290 / TTM 31848). (ER)
Principal Planner Robertson provided an overview on the final development plans for
complete landscaping.
BRAD SHUCKHART, Freehold Communities, LLC, applicant, introduced the landscape
architect - who will be providing the presentation.
MARK LINEY, C2 Collaborative, landscape architect, described the detailed
landscaping plan.
Member Fredricks said he likes the selection and placement of the plant materials. He
verified plant sizes and inert groundcover materials.
Member Lockyer verified: the cart path location and materials and public access to trail.
Chair Song verified the slope for private yards to common space; edge detail for
decomposed granite path through the orchard - (the applicant indicated that they might
use larger rock material to edge of path). She requested information on the lighting
design (fixture on LP-0.01 is the decorative fixture on spine road).
Member Fredricks said the plans need a percentage of plant sizes broken down so the
AAC understands the range. He suggested that the aloe and agave sizes should be

reversed (5 ga. vs. 15 ga.) He said information is needed on the type of crushed stone
(not specified) and needs to match the decomposed granite color. He questioned if the
decomposed granite color could be controlled for individual homes. (Yes, it will come
back to the AAC.)
Member Secoy-Jensen said she likes the concept and presentation throughout. She
will defer the size of materials to Member Fredricks.

comments coming back to Subcommittee (Fredricks and Lockyer) review.
4. NORTH PALM CANYON DRIVE, LLC, FOR A PLANNED DEVELOPMENT
DISTRICT (PDD) AND MAJOR ARCHITECTURAL APPLICATION (MAJ) FOR
"THE ZINQUE RESORT"; A MIXED -USE HOTEL DEVELOPMENT LOCATED
AT 350 NORTH PALM CANYON DRIVE, ZONE CBD, DOWNTOWN PARKING
ZONE, DOWNTOWN DESIGN GUIDELINES, RESORT OVERLAY (CASE
5.1393 PDD 382). (KL)

UNFINISHED BUSINESS:
2. NEXUS DEVELOPMENT CORPORATION FOR A PLANNED DEVELOPMENT
DISTRICT, A MAJOR ARCHITECTURAL APPLICATION AND TENTATIVE
TRACT MAP FOR A TWO PHASE DEVELOPMENT CONSISTING OF (1)
REPURPOSING CLASS 1 HISTORIC BUILDINGS ON 3.1-ACRES AT THE
NORTHEAST CORNER OF NORTH CALLE EL SEGUNDO AND EAST
TAHQUITZ CANYON WAY AND (2) FORTY-EIGHT ATTACHED RESIDENTIAL
UNITS ON 5.6-ACRES LOCATED AT THE SOUTHEAST CORNER OF NORTH
CALLE EL SEGUNDO AND EAST ANDREAS ROAD, ZONE RA AND REO,
SECTION 14 (CASE NOS. 6.1399 PD-385, 3.3983 MAJ AND TTM 36876). (DN)
Member Secoy-Jensen noted her abstention on this project and would not be
participating in the discussion and vote.
Associate Planner Newell provided an overview on the modifications made to the
proposed project.
ROB ERES, Nexus Development, explained the project changes and gave an overview
of specific landscape changes. He discussed massing as it relates to the surrounding
development.

CHRIS TEXTER, project architect of KTGY Group, described the changes to the
buildings, including materials, colors, overhangs, voids, etc.
Member Lockyer verified the color/materials of the perimeter walls (block wall & dark
brown metal) and questioned the railing materials (railings will be dark brown tube steel)
window frames (dark brown aluminum). He verified the use and placement of stone on
the exterior of units. Mr. Lockyer verified the size of the tree planter areas and
questioned the separation distance. He asked if there is a certain amount of buildings
on Andreas that could be reduced from 3 stories and if all the buildings would meet the
1 5' separation requirement. (Cory Alder suggested reducing the units on the west side
of the main entry to a 2-story unit.)
Chair Song verified the proposal by applicant to reduce height of 2 units and increase
separation.
Member Rotman asked if the 2-story units on the south could be redistributed.
Chair Song commented that the El Segundo frontage should be the residential edge
and massing should be reduced.
Member Rotman verified the use of wood materials on the exterior (will be used on
ceilings of balcony spaces).
Chair Song requested clarification on:
• Details on the landscape and wall at the Andreas and El Segundo intersection.
(Wall should be at a 45% angle for corner visibility);
• Use of parallel parking for landscaping, privacy in side yards - will windows
align? (Windows will be staggered and higher/smaller);
• Could additional 2' of landscaping be added on El Segundo? (If interior street
width is reduced.);
• Verified the perimeter wall height (6);
Member Fredricks verified:
• Depth of the planter beds - (3' is minimum);
• Is it important to have 28' wide interior streets?
• Can windows indent rather than extrude? (to allow for additional sun protection)
• Massing of cluster 2 models: - (2-story high vertical element is overbearing)
Chair Song questioned if driveways could be shortened to increase the landscape
buffer on El Segundo and Andreas.
Comments:
Member Fredricks said the project has come a long way, but work is still needed. He
agrees that additional landscape is needed for the project, extruded windows (recessed

instead) and vertical elements mentioned earlier would help massing.
Member Lockyer questioned if landscape plan has enough details; he noted that some
concessions are necessary such as reducing units 41 and 42 to 2-stories, more
landscape buffer area and building separation.
Chair Song prefers 2-story units on El Segundo and Andreas to address context;
composition of buildings is too repetitive - 2-stories will make it softer at the edges;
need additional details on aspects that can come back later.
Member Fredricks said more massing at corner is preferable; however, big changes still
need to be made.
Vice -Chair Cassady supports reducing to 2-stories at perimeter, if square footage can
be moved to the middle units.
MIS/C. (CassadylFredricks, 5-0, 1 abstainedlSecoy-Jensen, 1 absentlPurnel) Deny as
proposed, noting findings of inconsistency:
Finding 1: Larger landscape area needed along Andreas & Calle El
Segundo.
Finding 2: Structure relationship with surroundings is problematic.
Finding 3: Massing and 15' separation requirement should be
maintained.
Finding 5: Design needs to be more developed in terms of massing (in
both 3 and 2-story building). Building separation needs to
be increased and architectural detailing improved to lessen
massive feel of buildings.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:23 pm to the next regular meeting at 3:00 pm on Monday, April 3, 2017,
