CALL TO ORDER: Chair Song called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA:
The Agenda was available for public access at the City Hall bulletin board (west side of
Council Chamber) and the Planning Department counter by 6:00 pm on Wednesday,
February 15, 2017.
ACCEPTANCE OF THE AGENDA:
Planning Director Fagg reported staff is requesting Item 2 be continued.
MISIC (Cassady/Purnel, 5-0-2 absent Fredricks, Lockyer, Secoy-Jensen) Accept
agenda as amended.
PUBLIC COMMENTS: No comments.
CONSENT CALENDAR:
1. APPROVAL OF MINUTES: FEBRUARY 6, 2017
Due to a lack of voting quorum the minutes were continued to the meeting of March 6,
2017.

2. NEXUS DEVELOPMENT CORPORATION FOR A PLANNED DEVELOPMENT
DISTRICT, A MAJOR ARCHITECTURAL APPLICATION AND TENTATIVE
TRACT MAP FOR A TWO PHASE DEVELOPMENT CONSISTING OF (1)
REPURPOSING CLASS 1 HISTORIC BUILDINGS ON 3.1 ACRES AT THE
NORTHEAST CORNER OF NORTH CALLE EL SEGUNDO AND EAST
TAHOUITZ CANYON WAY AND (2) FORTY-EIGHT ATTACHED RESIDENTIAL

NEW BUSINESS:
3. JMN SERVICES FOR A MAJOR ARCHITECTURAL APPLICATION TO
CONSTRUCT OFFICE 1 WAREHOUSE 1 AND RETAIL GARDEN CENTER ON
A 1.37-ACRE PARCEL LOCATED AT 710 RESEARCH DRIVE (CASE 3.3999
MAJ). (KL)
Associate Planner Mlaker provided an overview of the proposed project.
Vice -Chair Cassady asked if there are any other examples of shipping containers
utilized in town. (There is a casita that has been approved.)
LANCE O'DONNELL, architect, provided details of the architectural design and was
available for questions.
Member Purnel requested clarification on:
• Future pad sites on west side of site versus container locations.
• What is being stored in containers versus what materials are stored outside?
• Will there be evening functions?
MATTHEW NAYLOR, applicant, explained the daytime/nighttime functions.
Member Miller asked if there are any swimming pools being put in. (Reflecting pool
only.) What is the function of the interior showroom?
Chair Song expressed concern that the project did not have a street presence as was
applied to the pedestrian arrival.

Vice -Chair Cassady commented that the entry sequence/presence on Research Drive
needs greater attention but overall the project is successful.
MISIC (Fredricks/Purnel, 6-0-2 absent Lockyer, Secoy-Jensen) Approve with AAC
comments.
4. TRIO RESTAURANT FOR AN ART MURAL APPLICATION ON A
COMMERCIAL RESTAURANT BUILDING LOCATED AT 707 NORTH PALM
CANYON DRIVE, ZONE C-1 (CASE 17-001 MUR). (GM)
Associate Planner Mlaker provided an overview of the proposed art mural.
Member Fredricks questioned how the mural was installed prior to approval. He
expressed satisfaction regarding the paint quality but concern with future projects being
installed without approval.
Member Purnel verified the noticing requirements and if any comments were received
from the neighborhood regarding the mural. (none)
Member Miller requested information on the approval process for murals.
TONY MARCHESE, applicant, was available for questions.
MISIC (Fredricks/Cassady, 6-0-2 absent Lockyer/Secoy-Jensen) Approve, as
submitted.
5. WELLS FARGO BANK FOR A LANDSCAPE PLAN REVIEW AS A
CONDITION OF APPROVAL FOR AN ART MURAL ON THE COMMERCIAL
BANK BUILDING LOCATED AT 543 SOUTH PALM CANYON DRIVE (CASE
16-001 MUR). (GM)
Associate Planner Mlaker provided an overview of the landscape plan for the art mural.
Member Fredricks commented the increased plant size should be 15 gallon size.
Member Purnel verified if the Mediterranean fan palm has been removed. (not yet - will
be part of the installation)
Chair Song expressed concern about the edge between the lawn and decomposed
granite - it needs edging strip.

Member Purnel questioned if the flowering plants are appropriate with the drought
tolerant requirement.
Member Purnel noted some inconsistency in style of landscape; and south wall needs
some vertical plantings.
Chair Song commented and/or questioned:
• Should the Golden Barrel Cactus be in the front rather than the back of the
boulders?
• Flower beds around the signage should match desert landscaping.
• Height of materials on south wall.
• Needs edging between landscape bed and lawn.
Member Fredricks noted concern about the width of landscape bed and questioned if it
can it be increased 1 foot in width? He indicated the height for the plantings on the
south side needs to be stipulated on the plans.
Member Purnel commented that the plant palette looks busy and may distract from the
art mural.
Chair Song suggested subtracting one plant variety from the composition.
Member Purnel noted that the diameter of the Golden Barrel Cactus needs to be
specified.
Member Fredricks suggested removing the agave from in front of the art mural (to
reduce the number of different plant materials).
Member Purnel said decomposed granite should coordinate with the color of the
building. He recommended Palm Springs Gold and brown -toned boulders.
MISIC (Purnel/Fredricks, 6-0-2 absent Lockyer/Secoy-Jensen) Approve with Conditions
subject to review by Subcommittee (Fredricks, Purnel and Rotman):
• Flower beds around the monument sign and to the left of the entry door to be
removed and replaced with similar desert landscaping. This will provide a
consistent "look".
• In the south planter bed add a tall plant element like 2 Ocotillo, a palm, or a
shade tree.
• Label broader element between the turf and decomposed granite. What is it?
• Widen new desert planter bed by a foot to 6 feet. This will allow for the plants to
grow.

• New boulders to be brown color and use Palm Springs Gold Decomposed
Granite. Plan shows a dark DG and gray boulders.
• Height of plants at back shall be 4' - 6'.
• Simplify the number of plants species under the mural: Golden Barrel Cactus, or
Agave (to focus the attention on the mural).
• Replace Dwarf Century Plant with a smaller shorter plant.
• Golden Barrel Cactus to be at least 18" wide at time of planting.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: Planning Director Fagg reminded the AAC of the
upcoming Joint Study Session with the Planning Commission.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:27 pm to a
Joint Meeting with the Planning Commission at 1:30 pm on Wednesday, February 22,
2017, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
