CALL TO ORDER: Chair Song called the meeting to order at 3:00 pm.
ROLL CALL:

3. SUNLIGHT PEAK LLC. (DBA "EPIC HOTEL"), FOR A MAJOR
ARCHITECTURAL APPLICATION FOR THE RENOVATION OF AN EXISTING
APARTMENT BUILDING TO AN EIGHT (8) UNIT BOUTIQUE HOTEL WITH
KITCHENS LOCATED AT 275 EAST TAMARISK ROAD, ZONE R-3 (CASE
NO.3.2374 MAJ) (GM)
Associate Planner Mlaker presented the project.
JIM CIOFFI, project architect, provided details and was available for questions.
Technical Questions:
Member Fredricks questioned the color/material of interior privacy walls and suggested
changing the Ligustrum to a more drought tolerant material.
Member Secoy-Jensen questioned if the windows are metal - (yes) and verified parking
requirement.
Member Rotman asked if the front fascia will be maintained the same - (yes).
Member Secoy-Jensen spoke in support of the project.
Member Fredricks suggested Thevetia as an alternative to Lisgustrum.

4. GLENWOOD MANAGEMENT GROUP, LLC, FOR A MAJOR
ARCHITECTURAL APPROVAL TO CONSTRUCT A 16-UNIT APARTMENT
COMPLEX ON A 1.08-ACRE UNDEVELOPED PARCEL LOCATED AT 2166
NORTH INDIAN CANYON DRIVE, ZONE R-2 (CASE 3.3989-MAJ). (ER)

Principal Planner Robertson presented the proposed apartment construction.
Technical uestions:
Member Rotman verified the dimensions of parallel parking spaces and questioned if
there is a design for the carports - (yes, included in the packet).
Chair Song verified if the site conforms to the parking.
Member Fredricks verified the number of parking spaces.
FENTON BOOTH, Glenwood Management Group, provided an overview of the project.
Member Fredricks asked if the trees could be increased to 36" box size.
Chair Song commented and/or requested clarification on:
• Configuration of rear parking area.
• Spacing of parallel parking spaces. (Tree is in grate and level with pavement.)
• Public amenities are adjacent to Indian Canyon Drive. (A wall will help buffer
traffic noise.)
• Configuration of common area.
• Exterior details of buildings. (control joint lines in stucco)
Member Secoy-Jensen expressed concern with the swimming pool location.
Member Miller questioned the rents. (2 bedrooms @ $1900/mo.)
Chair Song questioned putting parking on Indian Canyon with swimming pool at the
center of the site.
Member Secoy-Jensen asked what the texture of the stucco is and if a material board is
available. (smooth)
Comments:
Member Fredricks -
• Require trees at 36" box size.
• Send re -design of recreation amenities to subcommittee.
Member Purnel -
• Space Planning studies would be adequate for pool/bbq amenity areas.
• Good effort on landscaping and lighting.
• Prefers to see more division between units in the common area.

Member Secoy-Jensen would like to see alternative for the amenities.
Member Rotman commented that it is a nice design but there are some site plan issues
that need to be worked out - the amenities on Indian Canyon Drive are not ideal.
Member Miller thinks an alternative site plan needs to be explored and further define
the public and private space.

to address the following items:
1. Increase trees to 36" box size.
2. Reconfigure amenities - pool, patio and parking.
5. NORTH PALM CANYON DRIVE, LLC FOR A MAJOR ARCHITECTURAL AND
PLANNED DEVELOPMENT DISTRICT APPLICATION FOR "THE ZINQUE
RESORT", A MIXED USE HOTEL DEVELOPMENT LOCATED AT 350 NORTH
PALM CANYON DRIVE, ZONE CBD, DOWNTOWN PARKING COMBINING
ZONE, DOWNTOWN URBAN DESIGN GUIDELINES, RESORT OVERLAY
ZONE) (CASE 5.1393 PDD 3821 CASE 3.3964 MAJ). (KL)
Associate Planner Lyon presented the project.
Member Secoy-Jensen verified the location of the children's area.
RICK STOKES, applicant, provided details and addressed questions.
Public Comment:
RON MARSHALL, suggested keeping the facade of Cork & Bottle and noted that the
Greyhound bus terminal was designed by Howard Lapham - this is an opportunity to
save it.
Member Rotman verified the arrival sequence for guests - (valet @ Palm Canyon or
parking in garage). He questioned the function of the green space on the south side of
Cork & Bottle and discontinuous urban edge on Palm Canyon Drive.
Member Secoy-Jensen clarified the function of "street edge" - (activate Indian Canyon);
what is the justification for the location of the children's area. She questioned if any
thought was given to integrating the bus terminal building - (no).
Member Rotman requested clarification on the green roof and sundeck - (yoga deck)
Member Fredricks likes the wood elements but is concerned about weathering.

Chair Song commented that the setback along Indian Canyon Ave. is insufficient;
planters are over podium deck and expressed concern with a green roof in desert
climate.
Member Fredricks questioned if 36" box trees can be used and would like to see a
more detailed landscape plan.
Member Purnel requested clarification on the design of the planters over the podium
deck and green roof.
Member Rotman commented that there's a lot to like about this project; however, there
are other items that need more thought, such as:
• Arrival sequence does not work.
• The green space - south of Cork & Bottle does not work.
• Move restaurant forward to Palm Canyon Drive.
• Wood will not hold-up in desert climate.
Member Secoy-Jensen said the Greyhound building should be integrated and adjacent
spaces need to be studied.
Chair Song said there's great potential but local conditions need to be considered
regarding:
• The planter design in podium deck - provide construction details.
• The rooftop garden needs more thought.
• Need more elevation details.
• Project should be studied further.
MISIC (Fredricks/Rotman, 6-0-2 absent Cassady/Lockyer) Continue to allow the
applicant to address the Committee's concerns.
Chair Song left the meeting at 4:45 pm.
6. NEXUS DEVELOPMENT CORPORATION FOR A PLANNED DEVELOPMENT
DISTRICT, A MAJOR ARCHITECTURAL APPLICATION AND TENTATIVE
TRACT MAP FOR A TWO PHASE DEVELOPMENT CONSISTING OF (1)
REPURPOSING CLASS 1 HISTORIC BUILDINGS ON 3.1-ACRES AT THE
NORTHEAST CORNER OF NORTH CALLE EL SEGUNDO AND EAST
TAHOUITZ CANYON WAY AND (2) FIFTY-ONE ATTACHED RESIDENTIAL
UNITS ON 5.6 ACRES LOCATED AT THE SOUTHEAST CORNER OF NORTH
CALLE EL SEGUNDO AND EAST ANDREAS ROAD, ZONE RA AND REO,
SECTION 14 (CASE NOS. 5.1399 PD-385, 3.3983 MAJ AND TTM 36876). (DN)
Associate Planner Newell presented the project as outlined in the staff report.

CORY ALDER, Nexus Development, president, gave an overview of the project. He
provided information on the changes made to the project since submittal.
CHRIS TEXTER, KTGY GROUP, principal, discussed the design and rhythm of the
project.
PUBLIC COMMENT.
TIM CASH, Plaza Villas HOA, expressed concern on the alignment of the driveway
entry and constant headlights. Also, he expressed concern about the closure of
Alvarado. He hopes there are gates for each unit to reduce the use of main entry.
Pleased about non -gated project and new pedestrian access to Tahquitz Canyon.
BARBARA MARSHALL, thanked the Committee for contributing to saving the Tahquitz
Plaza, and also thanked Cory Alder for the rehabilitation of the Kaptur Buildings.
Member Rotman asked about the possibility of adding 2 story units to replace some of
the 3 story units to break up the massing. (The applicant explained the need to
maintain 2nd story adjacent to Tahquitz Plaza).
Member Purnel asked about the landscape design and its integration with the buildings.
(The architect explained the landscape proposed throughout the project.) Member
Purnel asked if a more complete, definitive landscape plan is going to be presented.
He has concerns with massing - landscape can mitigate setback and height of building.
Member Fredricks said landscape is still sketchy and needs a detailed plan with sizes
and quantities. He asked the following questions:
• Have you taken into account the size of buffers and increasing setbacks?
• Have you considered stepping the 3 story buildings back more?
• What local architecture did you use as an inspiration for the project?
• How does it respond to the context?
Member Rotman expressed concern about the number of garages viewed up and down
the street.
Member Fredricks believes there are quite a few unresolved issues and will need to see
the project again. He said the landscape buffer along the streets is inadequate - the
biggest problem. The massing needs to be revisited - does not look like Palm Springs.
Member Rotman commented that the elevations are a little fussy and need to be
simplified. The stone veneer elements need to be reconsidered.
MISIC (Fredricks/Rotman, 4-1-3 abstained Secoy-Jensen, absent Cassady, Lockyer,
Song) Continue to allow the applicant to address the comments made by the
Committee.

ADJOURNMENT: There being no further comments the Architectural Advisory
