ROLL CALL: Committee Members Present: Committee Members Excused: Committee Members Absent: Fredricks, Miller, Rotman, Chair Song Vice -Chair Cassady, Purnel Lockyer Planning Commissioner Present: None Secoy-Jensen, Staff Present: Planning Director Fagg, AICP, Assistant Planner Kikuchi, Associate Planner Newell, Principal Planner Robertson REPORT OF POSTING OF AGENDA: The agenda was posted at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 12:00 pm on 4:00 pm on December 29, 2016. ACCEPTANCE OF THE AGENDA: Member Fredricks noted his abstention on Item 5. Chair Song requested moving Item 3 to the Consent Calendar. MISIC (Song/Fredricks, 5-0-3 absent Cassady, Lockyer, Purnel) Approve the agenda, as amended. PUBLIC COMMENTS: FRANK TYSEN, spoke on Item 3, removal of one unit will help the project due to less density, and the need to blend the retaining wall with hillside (minimize appearance of retaining wall). Architectural Advisory Committee Minutes Tuesday, January 3, 2017 CONSENT CALENDAR: MIS/C. (Secoy-Jensen/Fredricks, 5-0-3 absent/CassadylLockyer, Pumel) Approve Items 1 and 3 as part of the Consent Calendar. 1. APPROVAL OF MINUTES: DECEMBER 5, 2016. Approved, as presented (noting Member Rotman's abstention.) 3. DTPS A-14, LLC FOR A MINOR ARCHITECTURAL APPLICATION TO INSTALL A DECORATIVE COVERING ON A PORTION OF THE EAST ELEVATION OF THE BUILDING LOCATED AT 201 NORTH PALM CANYON DRIVE, BLOCK A OF THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN, ZONE CBD, SECTION 15. (CASE 3.3605 MAA). (DN) Approved, as presented. UNFINISHED BUSINESS: 2. PALM SPRINGS PROMENADE, LLC FOR AN AMENDMENT TO THE APPROVED LANDSCAPE AND HARDSCAPE PLANS FOR DEVELOPMENT PROJECTS WITHIN THE DOWNTOWN PALM SPRINGS SPECIFIC PLAN LOCATED GENERALLY AT THE NORTHWEST CORNER OF PALM CANYON DRIVE AND TAHQUITZ CANYON WAY, ZONE CBD (CASE NOS. 5.1290 PD-361, 3.3605 MAJ, 3.3606 MAJ, 3.3607 MAJ, 3.3785 MAJ, 3.3908 MAJ AND 3.3948 MAJ). (DN) Associate Planner Newell provided an overview of the proposed landscape and hardscape plans as outlined in the staff memorandum. Member Secoy-Jensen asked if a sample of the colored concrete is available. Member Fredricks had questions pertaining to the cost of pavers vs. colored concrete. (The City's preference is for the colored concrete). Member Miller questioned if the bar on the bench prevents sleeping on them. Member Fredricks asked if spec. sheets are available for the benches. MICHAEL BRAUN, responded that they prefer to use benches without the bar - the bar can be added later. Chair Song verified the tree count on Belardo Road, shade tree count and questioned what the thoughts are for the specimen tree. (Palo Verde @ Main Street and Palm Canyon) 2 Architectural Advisory Committee Minutes Tuesday, January 3, 2017 Member Fredricks noted concern with the symmetrical treatment on the palm tree configuration @ Belardo Road and Main Street. Member Secoy-Jensen requested a sample of the colored concrete. Member Fredricks supports the changes except the specimen tree. MISIC (Rotman/Secoy-Jensen, 5-0-3 absent Cassady, Lockyer, Pumel) Approve subject to review by Subcommittee (Fredricks, Rotman and Secoy-Jensen): 1. Specimen Tree - change from Palo Verde to another type of shade tree. 2. Submit sample of colored concrete. 3. 2 lengths for benches - spec. must include center bar detail (to be added later, as necessary). NEW BUSINESS: 4. SANCHEZ LANDSCAPE, INC., ON BEHALF OF SUNRISE RACQUET CLUB HOA, FOR A MINOR ARCHITECTURAL REVIEW APPLICATION FOR THE REPLACEMENT OF SEVENTEEN (17) DECAYING JACARANDA TREES WITH PALO VERDE `DESERT MUSEUM' ON THE SUNRISE WAY FRONTAGE AT 1200 NORTH SUNRISE WAY, ZONE PAD-27 (CASE NO. 3.1060). (NC) Assistant Planner Kikuchi provided an overview on the proposed landscape plan as outlined in the staff memorandum. Chair Song asked if the applicant submitted the application or was it requested by staff. (submitted by applicant) JEFF SANCHEZ, Sanchez Landscaping, applicant, provided details on the proposed request to remove the decaying Jacaranda trees. Member Fredricks wondered if the decline of the Jacarandas was due to inadequate irrigation; and questioned if the new system will be sufficient. He noted concern with the small 24" box size - would prefer a larger box size. Member Secoy-Jensen asked if other types of trees were considered for variety. Chair Song questioned if other drought tolerant trees were looked at. Member Fredricks preferred consistency of original Jacaranda trees; and supports the consistent treatment with Palo Verde trees. 3 Architectural Advisory Committee Minutes Tuesday, January 3, 2017 Chair Song suggested varying the sizes of trees. Member Fredricks suggested alternating 24" and 36" box sizes. Member Secoy-Jensen supports the replacement of 6 additional trees as recommended by staff. MSC (Fredricks/Rotman, 5-0-3 Cassady, Lockyer, Purnel) Approve with conditions: 1. Additional trees as recommended by staff. 2. All Palo Verde trees - Half shall be 36" box size, alternate 24" and 36" box size, 5. CREATIVE DESIGN LANDSCAPE, ON BEHALF OF MESQUITE COUNTRY CLUB HOA, FOR A MINOR ARCHITECTURAL REVIEW APPLICATION FOR THE REMOVAL OF 42,325 SQUARE FEET OF TURF FOR DROUGHT - TOLERANT LANDSCAPE ON THE RAMON ROAD AND FARRELL DRIVE FRONTAGES AT 505 SOUTH FARRELL DRIVE, ZONE PD-153 (CASE NO. 5.0173). (NK) Chair Song suggested a continuance until the next meeting due to the fact that the landscape architect is absent (Fredricks is abstaining) and is not available for this meeting. MISIC (Secoy-Jensen/Rotman, 5-0-3 absent Cassady, Lockyer, Pumel) Continue to the meeting of January 17, 2017. A recess was taken at 3:47 pm. The meeting resumed at 3:52 pm. 6. DAKOTA PS, LLC REQUESTING AN AMENDMENT TO AN APPROVED PLANNED DEVELOPMENT DISTRICT TO ELIMINATE ONE UNIT AND INSTALL A TRAILHEAD AT THE SOUTH END OF THE 6.37-ACRE DEVELOPMENT KNOWN AS "DAKOTA" AND LOCATED AT 1501 SOUTH BELARDO ROAD, ZONE PD-365, SECTION 22 (CASE 5.1310 PD-365 AMEND). (DN) Associate Planner Newell provided an overview of the proposed amendment to eliminate one unit and install a trailhead as outlined in the staff memorandum. Member Song verified the location of the trailhead. Member Fredricks questioned the location of the retaining wall and height. MICHAEL BRAUN, Wessman Development, and CHRIS PARDO, project designer, provided further details on the trailhead and retaining wall. Architectural Advisory Committee Minutes Tuesday, January 3, 2017 Member Secoy-Jensen questioned if the retaining wall could be further reduced and become more organic in nature. Chair Song questioned the location of swale relative to the retaining wall. Member Fredricks asked if the plantings could be placed along the wall. Member Rotman verified the details of the trailhead; and noted that the gate for units 37 & 38 is closer to the road - concerned with setbacks. Member Miller questioned if the trailhead is going to be usable. Chair Song prefers the revised layout, concerned with setback at street and street side facade of unit #38. (Mr. Braun responded the landscape solution to cover up.) Member Fredricks suggested planting denser trees on street side. He understands the concern with retaining wall, but is not sure it will be visible from street. He supports reduction from 9' to 6'. Member Secoy-Jensen shares the same concerns; retaining wall should be mitigated with landscape. Chair Song supports less density and revise location of the units. She said unit #38 needs more landscape and street side articulation and supports lowering the retaining wall - may need additional landscaping. Lowering of retaining wall and mitigated with landscape. 2. Unit #38 - more landscape on street side 7. FREEHOLD COMMUNITIES, LLC, REQUESTING APPROVAL OF FINAL DEVELOPMENT PLANS FOR AN AMENITY CENTER 1 CLUBHOUSE FOR MIRALON; A RESIDENTIAL DEVELOPMENT OF 1,150 UNITS LOCATED ALONG THE NORTH SIDE OF SAN RAFAEL DRIVE, EAST OF NORTH INDIAN CANYON DRIVE, SOUTH OF THE WHITEWATER RIVER AND WEST OF SUNRISE WAY, ZONE PDD 290, SECTION 35 (CASE 5.0982-PD 2901 TTM 31848)(ER). Principal Planner Robertson provided an overview on the proposed residential development as outlined in the staff memorandum. Member Rotman verified the location of project relative to the Palermo project. 5 Architectural Advisory Committee Minutes Tuesday, January 3, 2017 Member Fredricks questioned if landscaping is to be approved today. BRAD SHUCKHART, Freehold Communities LLC, representing the applicant, provided details on the changes to the project. Member Fredricks had questions regarding the groundcover - decomposed granite? (crushed stone and decomposed granite) Member Rotman verified the details of the development of Miralon. Member Miller questioned if there will be features for children. (Not trying to exclude segments of the market.) Who are the likely buyers? (pre -retirees, 2nd home buyers and retirees) Chair Song requested clarification and commented on: • Shaded walkway locations. • Grade changes throughout the site. • Building overhangs on outbuildings. • Was solar study done? (yes) • Will profile details (thickness of overhangs) remain the same when construction documents are completed? • Fence design is not as elegant as building design. • 5' sidewalks are not wide enough. Member Secoy-Jenson requested clarification and commented on following: • Yoga space needs shade trees. • Photovoltaic only on breezeway? (Roof plan shows panels on buildings with parapet.) • Verified the location of building with concrete roof slabs and roofing materials. • Any insulation on concrete slab roof? • Location of mechanical equipment? (None on concrete roof decks.) Member Fredricks questioned if fences and walls with a landscape plan will come back for review. He commented that they need to see more details - in the pool deck area it is not the best idea to use decomposed granite near the pool. Member Secoy-Jensen commented there is a great sense of order but there are a lot of details that need to be presented. Landscape, gates and fencing shall be brought back to the AAC. COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: Director Fagg notified the Members that a website photo will be taken on the Tuesday, January 17th meeting.
