CALL TO ORDER: Chair Song called the meeting to order at 3:02 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Wednesday, November 1, 2017.

4. CANTINA WAY INC., FOR A MAJOR ARCHITECTURAL APPLICATION FOR
THE CONSTRUCTION OF A 3,758-SQUARE FOOT HOUSE ON A HILLSIDE
LOT LOCATED AT 2301 WEST CANTINA WAY, ZONE R-1-A. (CASE NO.
3.4048 MAJ). (GM)
Approved as presented. (Noting Member Jakway's recusai.)
UNFINISHED BUSINESS:
2. LEGACY PALM SPRINGS, LLC, OWNER, PROPOSING DEVELOPMENT OF
A 114-BED ASSISTED LIVING FACILITY WITH ACCESSORY COMMERCIAL
USES ON A 1.43-ACRE LOT LOCATED AT 1000 NORTH PALM CANYON
DRIVE, ZONE PDD 357 (CASE NO. 5.1237 MAJ). (KL)
Associate Planner Lyon presented the proposed assisted living facility as outlined in the
staff memorandum.
Member Rotman asked if color/material sample board is available.
CHRIS SAHLIN, CSA, project architect, said the project designer would like to proceed
with the project as it was previously approved by the AAC, Planning Commission and
City Council.
Member Jakway questioned if the privacy screen (separates this project from the
adjacent small hotel) is freestanding. He thinks it would be stronger if it had a return of
several feet in length.
Member Rotman would like to see a sample of the stone and compare it to the stucco
colors.
Chair Song said there has been no consideration for the issues from the AAC and
thinks the project needs additional work.
ACTION: Member Rotman, seconded by Song to deny the design based on the AAC

concerns from the September 5, 2017 meeting:
1. Revisit the vehicular access to and through the site.
2. Revisit aspects of the building's details.
3. Landscape seems somewhat barren, provide more plant material, or clarify
landscape design. Provide more detail. Clarify sidewalk width.
4. Clarify are residents 'long term or short term".
5. Could fitness center and bistro have "more presence", connectivity to Palm
Canyon?
6. The 3-story metal privacy screen on the side property line seems massive,
clarify. Could this be broken down into segments and slightly adjusted in
alignment so it appears less flat.
7. The varied heights of the stacked stone columns / pilasters seem unresolved,
clarify.
8. Regarding the railings, (clarified as 4: x 12" box steel), comment made that
they seem to "visually compete" with the fascia, consider varying the vertical
dimension.
9. Consider shifting the building further east (noted the earlier design reviews
requested the building be shifted further west to give more openness to the
street edge, also as located reinforces the "pedestrian edge" along Palm Canyon
Drive.)

NEW BUSINESS:
3. GASTODORA, LLC FOR THE CONSTRUCTION OF "PALM SPRINGS
NORTHERN LIGHTS" — A PLANNED INDUSTRIAL PARK CONSISTING OF
FOUR BUILDINGS TOTALING 37,874 SQUARE FEET ON 1.75-ACRES OF
VACANT LAND LOCATED ON THE EAST SIDE OF RUPPERT STREET
BETWEEN 19TH AND 20 AVENUES, ZONE M-2 (CASE NO. 3.4051 MAJ).

Associate Planner Newell presented the proposed industrial park as outlined in the staff
memorandum.
Member Jakway verified the elevation difference of the building (parcel 33 & 34) and
how that impacts the architecture.
GABRIEL LUJAN, Gabriel Lujan & Associates, representing Gastadora LLC, responded
that they are working with the civil engineer to determine the best place to create that
break in the elevation inside of the building.

Member Rotman questioned if these will be single tenant buildings. (The units will be
either single or multi -tenant.)
Member Jakway said it's an attractive layout and design and he agrees with staffs
recommendation.
Member Poehlein asked for clarification on the greenhouse design.
Chair Song request clarification and/or commented on:
• The greenhouse appears as seamless glass. (The greenhouse is optional and
final details will return if they became cultivation facilities.)
• Signage at the driveway entries. (No signs are proposed at this time.)
• The two pad building and elevations; and questioned if the corner element could
stand alone from the rest of the building. (yes)
• Building spacing and palm tree heights. Can the palm trees heights be 10'-15'.
(yes)
• Could awnings be placed over the glazing areas to soften entries/tower and
provide solar control? (They would consider it.)
Discussion:
Member Poehlein agrees with most of the other comments and suggested adding
horizontal elements at the entries to break them up; and noted that the greenhouse
needs to be addressed.
Member Jakway clarified that the entire tower should project 2' away from the wall
plane.
Member Rotman thinks the dark colors on the building are too ominous and should be
lighter. He said the main building color has too much of a pink hue and should be more
yellow; and the accent colors should be lightened, as well.
Chair Song noted the windows recess 4' from the corner tower, which offsets from the
rest of the building 2'.
Member Jakway prefers to have the greenhouse come back as a separate approval.
ACTION: Member Rotman, seconded by Chair Song to approve subject to conditions:
1. Applicant to work with staff to address AAC concerns/comments.
2. Greenhouse elements to return to AAC for separate review.
3. Building color changes for final approval by subcommittee (Jakway, Poehlein,
Rotman).

5. JAMES SCHMIDT, OWNER, FOR A MAJOR ARCHITECTURAL APPLICATION
FOR THE CONSTRUCTION OF A 1,952-SQUARE FOOT HOUSE ON A
HILLSIDE LOT LOCATED AT 775 CABRILLO DRIVE, ZONE R-1-C. (CASE
NOS. 3.4063 MAJ & 7.1336 AMM). (GM)
Associate Planner Newell presented the proposed single-family hillside house as
outlined in the staff report.
Chair Song verified the request for setback reductions, height and building separation.
JIM SCHMIDT, applicant, discussed issues with the lot size. He is in agreement with
adding planting on the street frontage.
The Committee discussed variations of the garage/casita design.
Chair Song questioned the offset of the garage/casita.
Member McCoy verified the height of the garage (interior).
Member Rotman verified the ceiling height of the casita. (9'6" on interior).
Member Lockyer questioned if the height of the casita could be lowered.
Member Jakway questioned the grading issues at the street.
Member Poehlein verified if additional landscaping would be installed on Girasol.
Member McCoy agreed that the landscaping needs to be added on Girasol side to
soften it. He appreciates the additional setback for the garage. However, he is
concerned with any mechanical equipment on the roof of the casita.
Member Jakway noted concern with the flat garage elevation. He thinks recessing the
garage 2' would help. He thinks the setback on Girasol is appropriate since the street
will never be widened to the full width. Member Jakway expressed concern with the
mechanical equipment next to the bed in the bedroom.
Members Poehlein, Rotman and Lockyer concurred with the comments of the AAC
members.
ACTION: Member Jakway, seconded by Lockyer, to recommend approval to the
Planning Commission subject to:
1. Increase landscape on streets (at least 2 trees; preferably 3).
2. Garage recessed at least 2' from casita face.
3. Garage material (on street frontage) to match main house.

6. TOLL BROTHERS, INC. FOR ARCHITECTURAL REVIEW OF ADDITIONAL
FRONT YARD LANDSCAPE OPTIONS FOR THE FINAL DEVELOPMENT
PLANS APPROVED FOR PLANNING AREA 5 WITHIN ESCENA LOCATED AT
1000 NORTH GENE AUTRY TRAIL, ZONE PD-231 AND M-1-P, SECTION 7
(CASE NO. 5.0666 PD-231). (DN)
Associate Planner Newell presented the proposed additional front yard landscape
options as outlined in the staff memorandum.
Member Jakway verified if this approval would be for the entire community. (yes)
Member McCoy verified if staff recommends no more than 50% of the front yard.
RENE ANACKER, landscape & pool designer, said gray and white tones are the new
trend for buyers, She was available for questions from the AAC.
Member Lockyer questioned why they think the white rock is a good idea. (Ms. Anacker
responded that buyers are requesting it and it is consistent with mid-century modem;
she indicated research shows it was used in Alta Verde.)
The Members discussed the changes by homeowners and approved colors.
Chair Song verified if the "cool" schemes would be adjacent to the "warm" landscape
schemes.
Member Lockyer questioned how you resolve the "warm" scheme adjacent to a
neighbor that has a "cool" landscape scheme. (bender board to separate.) He thinks
there's a better way to separate between the warmer and cooler designs.
Member Rotman concurred with Member Lockyer noting that typically planned
developments have uniformity within guidelines approved by the HOA. The proposed
white is a big contrast to the existing homes in the development.
Chair Song said a proper separation is needed to break-up the cooler front yards from
the warmer color front yards. She reiterated that the landscape needs to look uniform
in the front yard areas.
Member McCoy agrees with having consistency in the front yards. He expressed
concem with too much white rock in the front yards (20 - 30% is more appropriate). He
said the white rock does not hold up in the long run and does not have a problem with

the white rock in the rear yard.
Member Jakway agrees with most of the comments; noting that the decomposed
granite needs to be the consistent element and reducing the area of the white rock
would be the appropriate solution.
Member Poehlein concurred with Member Jakway.
ACTION: Member Rotman, seconded by Member Locker to continue to a date
uncertain and direct the applicant to provide additional information pertaining to:
1. Limit the pewter gray rock or graphite to 20% accent.
2. Decomposed granite to be consistent.
3. Gradual transition instead bender board.
4. Show the adjacent property when reviewing the landscape plan.
5. Blending between brimstone.
6. Gray inert as option.

7. HAUS OF POKE FOR ARCHITECTURAL REVIEW OF AN OUTDOOR DINING
AREA FOR A RESTAURANT LOCATED IN BLOCK C OF THE DOWNTOWN
PALM SPRINGS SPECIFIC PLAN AT 111 NORTH PALM CANYON DRIVE,
SUITE 165, ZONE CBD, SECTION 15 (CASE NO. 3.4061 MAA). (DN)
Associate Planner Newell provided an overview on the proposed outdoor dining area as
outlined in the staff memorandum.
BEN JONES, designer, Holt Architects, was available for questions.
Member Poehlein asked about the function of the sofas.
Member Rotman asked about the spacing on the railings; and verified the bar top
materials; and questioned the use of the sofas.
Member Jakway asked about the hardiness of the wood guardrail. (Mr. Jones said the
material is used elsewhere in the desert and it is a composite.)
Chair Song suggested incorporating "breaks" in the guardrail design.
Member Jakway questioned if the upper story guardrail design should be incorporated
on the 1 st floor.

Member Rotman thinks the use of a bench instead of the sofas would be more
appropriate.
Member Lockyer commented that the sofas appear odd in this location. He suggested
considering matching the rail with the building elements.
Member Rotman agrees that the bench design may be appropriate versus the sofa as a
waiting area.
Member McCoy said he appreciates the light shade; however shade should be dimmer.
Member Poehlein thinks breaking up the sofas with club chairs and a break line in the
railing (and express structure) is needed.
ACTION: Member Jakway, seconded by Member Rotman to approve subject to final
subcommittee (McCoy, Lockyer) review on:
1. Either (1) match upper floor guardrail or (2) consider breaking up material
2. Re -work social space on west side.
COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS: Planning Director Fagg provided an update on
miscellaneous items.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:13 pm to the next regular meeting at 3:00 pm on Monday, December 4,
2017, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
