ROLL CALL: Committee Members Present: Tom Doczi, Tom Jakway, Sean Lockyer, John McCoy, Robert Rotman, Steve Poehlein, Vice Chair Cassady, Chair Song Committee Members Absent: None. Planning Commissioner Present: Kathy Weremiuk Staff Present: Flinn Fagg, AICP, Director of Planning Services, Ken Lyon, Associate Planner REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 4:00 pm on October 12, 2017. ACCEPTANCE OF THE AGENDA: Member Rotman, seconded by Member Lockyer to accept the agenda as presented. AYES: Doczi, Jakway, Lockyer, McCoy, Rotman, Vice Chair Cassady, Chair Song PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: SEPTEMBER 5. 2017: Member Rotman, seconded by Member McCoy, to approve minutes of September 5, Architectural Advisory Committee Minutes City of Palm Springs October 16, 2017 2017, as presented. AYES: Lockyer, McCoy, Rotman, Vice Chair Cassady, Chair Song ABSTAINED: Doczi, Jakway SEPTEMBER 18, 2017: Member Rotman, seconded by Member Lockyer, to approve minutes of September 18, 2017, as presented. AYES: Lockyer, McCoy, Rotman, Vice Chair Cassady, Chair Song ABSTAINED: Doczi, Jakway NEW BUSINESS: 2. MARK WALTERS AND RICK CASSAR, OWNERS, FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 7,211 SQUARE FOOT SINGLE FAMILY RESIDENCE ON A HILLSIDE LOT LOCATED AT 1610 HILLVIEW COVE, ZONE R-1-C (CASE 3.4035 MAJ 17.1527 AMM). (KL) Planning Director Fagg reported that Member Lockyer will be recusing himself from participation and vote on this Item. However, as a representative for the applicant he may offer explanation on the case. Alternate Member Poehlein will be stepping in to fill his seat. Associate Planner Lyon presented the proposed single-family house on a hillside lot as outlined in the staff memorandum. Member Jakway questioned if the wall in the back has been revised to show two walls. (yes) He verified if fill dirt is being added to the pad. Member Doczi verified the pad elevation meets approved map. (yes) AMANDA WOO, Studio AR&D Architects, provided details on the site plan and elevations. Public Comments: BILL BRAUN, resides property to the west, said the building pad height is 2 112 ft. higher than the tract map. Mr. Braun said height is too aggressive and urged the AAC not to approve the additional 2 112 ft. to the original pad height. ROLAND LEWIS, resides on the property to the north, said they are looking forward to see an architecturally significant home developed on the site. RICK CASSAR, property owner, said they want to develop a house that will be a welcome addition. He spoke about sensitivity to neighbors and wants to work with them. Questions: Member Jakway verified the eve details and screening of solar panels. Member Doczi discussed the low retaining walls in the front yard to bring fagade architecture into the site and to mitigate height. He said the placement of the palm and olive trees could be adjusted to avoid the impacts to the house on the north. Member McCoy verified if the solar easement exists. (no) He supports the boulders in the front yard for the retaining. He questioned if there are perimeter walls on the property line. (1" off property line). He recommends staggering the height. RICK MINJARES, Engineering Dept., clarified that lot 10 pad height is 601 feet. Member Rotman requested information on the roof plan and heights/parapets; placement of wall on the west property line and height. (8' 6") Member Poehlein said it's a nice design; however his concerned is about the solar screening. He suggested a mitigation strategy for the wall could be used on the west property line. Vice Chair Cassady verified the materials of the front elevation. Chair Song verified the need for a solid wall. Comments: Member Jakway verified if the height of the hedges could be conditioned to be maintained at a certain height. Member Doczi commented that the plant palette reflect the Agaves in 5 - 15 gallon size and proposed palm trees be reduced in height. The 24" box height should be eliminated and actual heights proposed be added to the plant palette (a variation of height from 8' -18'). Member McCoy concurred with Member Doczi. Member Rotman thinks the issues raised by the neighbors to the north and west need to be addressed. He thinks screening of the solar panels on the east side should be looked at as well. 3 Architectural Advisory Committee Minutes City of Palm Springs October 16, 2017 Member Poehlein agrees the solar screening on the east is important Vice Chair Cassady thinks it's an attractive design and appreciates the concerns of the neighbors. He said it sounds like the applicant has taken the concerns into consideration and looks like it will not intrude into the houses around it. He spoke in favor of the design with the comments previously expressed. Chair Song said the modern architecture fits into the neighborhood. Ms. Song said overall renewable sustainability is something that is coming very soon. She thinks that renewable energy should be more welcomed than hidden. She said the applicant respects all the setbacks; however, she believes there is more work that needs to be done on the perimeter walls. Ms. Song said when it comes to the site walls the applicant needs to go back to the drawing board (matching what is on the site plan) and lower the site wall and match what is on the landscape plan to what was presented today; add more landscape to soften the slope. Chair Song, seconded by Vice Chair Cassady, to approve subject to: 1. Applicant shall redesign the wall on west and north side. 2. Rework the placement of the landscape on the north side. AYES: Doczi, Jakway, McCoy, Rotman, Vice Chair Cassady, Chair Song RECUSED: Lockyer COMMITTEE MEMBER COMMENTS: • Review of projects prior to meeting.
