ROLL CALL: Committee Members Present: Lockyer*, McCoy, Rotman, Vice -Chair Cassady and Chair Song Committee Members Excused: None. Planning Commissioner Present: Commissioner Hudson Staff Present: Planning Director Fagg, AICP, Assistant Planner Kikuchi, Associate Planner Newell REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 5:00 pm on September 14, 2017. ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented. PUBLIC COMMENTS: None. CONSENT CALENDAR: None. UNFINISHED BUSINESS: 1. BLACKHAUS HOTELS, LLC TO CONSTRUCT A SIXTEEN ROOM HOTEL ON A 0.63-ACRE SITE LOCATED ON THE WEST SIDE OF CALLE ENCILIA, APPROXIMATELY 250 FEET SOUTH OF SATURNINO ROAD (421 SOUTH CALLS ENCILIA), ZONE LSC OF THE SECTION 14 SPECIFIC PLAN (CASE 5.1424 CUP AND 3.4047 MAJ). (DN) Associate Planner Newell presented the proposed revisions to the project as outlined in the staff memorandum. CHRIS PARDO, Chris Pardo Design, provided detail on the architectural elements and was available for questions. Architectural Advisory Committee Minutes City of Palm Springs September 18, 2017 Public Comment: None. Member Lockyer had questions regarding: the roof vents, fence details, mechanical screening on roof and fire pit details. Member Rotman verified the use of the laser -cut gate. Member McCoy commented that the landscape should be fine if maintained properly. Chair Song verified the roof gutter details and questioned if the fireplace flues would be necessary. Ms. Song asked if the HVAC equipment could installed on the ground surface instead of roof mounted. She questioned if the spa is necessary; and noted that the property could use several more trees. Member Lockyer verified the HVAC details. Member Rotman also questioned the HVAC equipment details. Comments: Chair Song said she is concerned about the flow of rainwater from roofs; strength of design is rooflines; and would like HVAC equipment installed on ground. Member Lockyer asked if the vent pipes need to vent through the roof (use horizontal vent pipe to keep roof details simple and clean). ACTION: Recommend approval with changes as submitted. MOTION: Vice Chair Cassady, seconded by Member Lockyer, and carried on a roll call vote. YES: Lockyer, McCoy, Rotman, Vice Chair Cassady, Chair Song NOES: None. NEW BUSINESS: 2. OPTIMA ASSET MANAGEMENT SERVICES, INC., ON BEHALF OF SUNRISE SQUARE PARTNERS, FOR MINOR ARCHITECTURAL REVIEW APPROVAL FOR A 45,167-SQUARE-FOOT LANDSCAPE REHABILITATION PROJECT FOR SUNRISE SQUARE, A MULTI -TENANT SHOPPING CENTER, LOCATED AT 1751 NORTH SUNRISE WAY, ZONE CDN (CASE NO. 5.0646). (NK) Assistant Planner Kikuchi presented the proposed landscape renovation as outlined in ra Architectural Advisory Committee Minutes City of Palm Springs September 18, 2017 the staff memorandum. Chair Song verified the scope of work; and questioned if the applicant is interested in removing the turf. TIM WHIPSHAW, Landscape Concepts, (on behalf of property owner), said he will encourage property owner to pursue turf rebates. Member McCoy asked if Landscape Concepts will be doing the maintenance. (no) He agrees with issues identified by staff. He said the plan meets stated goals. However, the plan is not interesting but is much better than the existing. He advised not to over prune the Quercus Virginians Trees. Member Rotman verified the status of the undeveloped building pads. Member Lockyer said there is lack of planting in parking aisles on Albertson's side of parking lot (Ficus is Phase 1 - perimeter landscape, parking lot islands will come back later). Some areas are under planted such as Vista Chino frontage, species/groupings looks un-interesting. Chair Song questioned if additional oak trees could be added along Vista Chino frontage; and questioned plantings behind the wall instead of along the frontage. She verified the depth and type of DG groundcover. Chair Song said a closer look needs to be taken at the street frontage, spacing and sizes. She questioned if it could be approved with conditions. ACTION: Recommend approval with conditions, subject to further review by staff. AAC Comments: 1. Continuation of the Oak trees on the Vista Chino frontage (west) - 2 trees. 2. Replace all dead trees (2 trees behind parking wall; 2 trees heading west on the frontage -future pad area; 1 tree - east by the main entry on Vista Chino. 3. Sheet 1-6-0: Create a screen beautification - add light to tree on the corner. Behind the monument sign: 4 trees at minimum near the corner are needed and 2 more as you go further on. 4. Layering - area between the parking and sidewalk with dwarf oleander (lower in front/higher in back). MOTION: Vice Chair Cassady, seconded by Member Lockyer, and carried on a roll call vote. STAFF MEMBER COMMENTS: Planning Director Fagg reminded the Committee Members of the upcoming Joint Planning Commission Meeting with the AAC and HSPB on September 27, 2017 @ 11:00 am. ADJOURNMENT: The Architectural Advisory Committee adjourned 3:55 pm to the next regular meeting at 3:00 pm on Monday, October 2, 2017, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
