ROLL CALL: Committee Members Present: Doczi, Mc Coy, Rotman, Vice Chair Jakway, Chair Song Committee Members Excused: Cassady, Lockyer Planning Commission Present: Dennis Woods Staff Present: Planning Director Fagg, Assistant Planner Kikuchi, Associate Planner Mlaker, Principal Planner Robertson REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 1:00 pm on Thursday, August 30, 2018. CONSENT CALENDAR: Rotman, seconded by Doczi to approve minutes of July 16, 2018 and Item 2 as part of the Consent Calendar. (Minutes of June 18, 2018 and July 2, 2018 tabled due to a lack of voting quorum.) Architectural Advisory Committee Minutes City of Palm Springs September 4, 2018 AYES: Doczi, Mc Coy, Rotman, Jakway, Song ABSENT: Cassady, Lockyer 1. APPROVAL OF MINUTES: JUNE 18, 2018, JULY 2, 2018 AND JULY 16, 2018 Minutes of July 16, 2018 approved as presented. (Minutes of June 18, 2018 and July 2, 2018 tabled.) 2. DAN SPENCER, ON BEHALF OF JAMES BURBA AND ROBERT HAYES, FOR MAJOR ARCHITECTURAL REVIEW APPROVAL FOR THE CONSTRUCTION OF 1,236 SQUARE -FOOT ADDITIONS TO AN EXISTING HILLSIDE SINGLE-FAMILY RESIDENCE AT 282 WEST CAMINO CARMELITA, ZONE R-1-13 (CASE 3.529 MAJ). (NK) Approved, as presented. NEW BUSINESS: 3. 3 X 5 PALM SPRINGS, LLC, REQUEST FOR A CONDITIONAL USE PERMIT (CUP) AND A MAJOR ARCHITECTURAL APPLICATION (MAJ) TO CONSTRUCT A 36-UNIT HOTEL WITH KITCHENS IN EACH UNIT, A COMMON BUILDING WITH CAFE/BAR, AND AN EVENT SPACE, ON AN UNDEVELOPED 1.8-ACRE PARCEL LOCATED AT 244-282 SOUTH INDIAN CANYON DRIVE, ZONE LSCIC-1AA & C-2, SECTION 14 (CASE 5.1396-CUP & 3.3965-MAJ). (ER) Principal Planner Robertson provided a presentation on the proposed construction of a 36-unit hotel as outlined in the staff memorandum. Vice Chair Jakway verified if there is a specific parking requirement for hotels- (yes, configuration of multi -bedroom units). Member Rotman questioned the parking lot shading. LANCE O'DONNELL, applicant, provided details pertaining to the need for this hotel versus vacation rentals, parking and building architecture. No public comments were made. Member Doczi verified the hardscape materials; use of area east of the lobby building and verified the east/west slope of the site. Vice Chair Jakway questioned if consideration was given to put the parking on the south side. Mr. Jakway verified the check -in process and how the trash service will occur. Chair Song questioned if traffic calming will be used on the driveway- (enhanced paving will assist). She verified if shade trees could be added on the south side of the driveway. WILLIAM KOPELK, landscape architect, reviewed the landscape scheme and suggested shade trees could be incorporated along the driveway. Chair Song asked if palm trees could be added along the pool area and questioned the landscape along the Indian Canyon frontage. She asked if it will include boulders or stone. Member Doczi verified the hardscape at ground floor adjacent to units. Member Rotman asked what the rationale is behind the location of the event area. Chair Song questioned the design of the metal screens on the north elevation; and verified materials of railings and screens. Vice Chair Jakway verified the details of the screens on the north sided and attachment of facade. He asked if the screen could be brought to the front elevation for continuity. Member Doczi verified the width of the driveway at the east end- (for the Fire Dept.). Comments: Member McCoy noted concern regarding the parking lot shading. He suggested adding trees on the south side of the driveway and more shade to the public spaces. Member Doczi would like to see landscape clarification of the: pool area, areas adjacent to the residential units, south of the lawn area and the area at the east end of the project. He'd like to see delineation of the hardscape materials especially in the drive aisle. Vice Chair Jakway disagreed with staff on the placement of the storage room- the massing is a perfect fit into the elevation. He suggested on the east side of the massing the wall be offset back so that the doors are away from the wall instead of being chiseled into the stone. He likes how the overhang wraps down at the first level of the Porte Cohere but then comes around Indian Canyon and wraps around the second floor. He thinks the balcony rail on the 2nd floor (west elevation) needs to be restudied. The north elevation needs variation between the balconies and screen elements. He noted concern about the parking issues; but overall he thinks it is a beautiful building. 3 Architectural Advisory Committee Minutes City of Palm Springs September 4, 2018 Chair Song thinks the hardscape and landscape designs need to be refined. Doczi, seconded by McCoy to recommend approval to Planning Commission with conditions: 1. Enhanced landscape- additional boulders on the west to create more of a separation between the bar and Indian Canyon; and add more palm trees to enhance the layout in courtyards. Hardscape outside bar: landscape break between the pool and bar and landscape on Calle Encilia. 2. Screens-- if lighted more details are needed. 3. Add drop-off space for taxis/uber. 4. North screen details. 5. Items 1 - 4 to be reviewed/approved by AAC prior to building permit. AYES: Doczi, Mc Coy, Rotman, Jakway, Song ABSENT: Cassady, Lockyer 4. SIGN DEVELOPMENT INC, ON BEHALF OF MICHAEL HOFFMAN, OWNER, FOR A DETERMINATION ON CANOPY SIGNAGE AT THE SHELL AUTOMOBILE SERVICE STATION LOCATED AT 4875 EAST RAMON ROAD (CASE 3.3072 MAA, ZONE M-1). (KL) Associate Planner Mlaker presented the proposed request for a determination on canopy signage as outlined in the staff memorandum. Chair Song verified the signage and illuminated band on the canopy. NINA BRENTHAM, Sign Development Inc., representing the applicant, provided clarification on the canopy signage. No public comments. Member McCoy questioned what the current illumination is and what type is proposed. Member Doczi said color is integral to the logo and brand; he reads this as a part of the sign. Vice Chair Jakway said the night time image defines it as a sign. Member McCoy agrees it is a sign; based on the branding. Song, seconded by McCoy to define as signage.
