ROLL CALL: Committee Members Present: Doczi, Lockyer, Mc Coy, Rotman, Vice Chair Jakway, Acting Chair Cassady Committee Members Excused: Chair Song Planning Commission Present: Michael Hirschbein Staff Present: Planning Director Fagg, Associate Planner Mlaker, Principal Planner Robertson REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 4:00 pm on Thursday, July 12, 2018. ACCEPTANCE OF THE AGENDA: Jakway, seconded by Lockyer to accept the agenda as presented. AYES: Doczi, Lockyer, McCoy, Rotman, Jakway, Cassady ABSENT: Song PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: JUNE 18, 2018 (No quorum due to a lack of voting members.) Tabled to next meeting. UNFINISHED BUSINESS: 2. WOODBRIDGE PACIFIC GROUP, FOR THE APPROVAL OF AN INTERIM LANDSCAPE PLAN FOR THE CAMERON DEVELOPMENT LOCATED AT Architectural Advisory Committee Minutes July 16, 2018 City of Palm Springs 850-990 SOUTH PALM CANYON DRIVE (CASE 5.1056-PDD 314). (ER) Principal Planner Robertson provided background information and an overview on the proposed changes as recommended by the AAC. Member Lockyer verified the schedule for the interim landscaping to be in place - (construction to begin by Sept. 1st). Member Jakway verified if 24 inch boxes would be installed- (yes). He verified landscaping along the fence at the Tahquitz Creek. Member Lockyer verified the quantity of 24 inch box trees- (a mixture of both 15 gallon and 24 inch box would provide a greater variety; staff recommends a minimum of 50% in 24 in box trees). TODD CUNNINGHAM, Woodbridge Pacific Group, manager of project, provided details on the status of the property. Mr. Cunningham described the landscape materials and does not think 24 inch box trees are necessary since they are temporary and will be taken out. No public comments. Member Doczi questioned if the interim landscaping could be retained- (no). Acting Chair Cassady questioned if the landscaping could be incorporated on the interior of the site- (the type of the plantings that will used for screening the exterior are not the same type as approved for the interior). Member Lockyer questioned why the final landscape materials were not used to screen- (the approved plant material (palm trees) is not designed to screen visually from Palm Canyon and Mesquite). Acting Chair Cassady pointed out a public comment about flooding at the southeast corner- (it's been corrected). Member Doczi suggested locating trees to avoid future driveways; 50% of shrubs in 5 gallon size and two or more variety of shrubs. Member McCoy supports adding varieties of shrubs or eliminating the Bird of Paradise; and supports a minimum of 50% in 24" box trees. Vice Chair Jakway said the applicant has accommodated most of the AAC comments; and recommended two types of shrub material with a minimum of 50% in 24 inch box trees. Architectural Advisory Committee Minutes July 16, 2018 City of Palm Springs Cassady, seconded by Rotman to approve subject to: • A minimum of 50% in 24 inch box trees. • A minimum of 50% in 5 gallon shrubs. • Two varieties of shrubs. AYES: Doczi, Lockyer, McCoy, Rotman, Vice Chair Jakway, Cassady ABSENT: Song Acting Chair Cassady suggested rather than throwing out temporary plants if anyone else is interested they could remove them at their own cost. 3. PINNACLE PALM SPRINGS, LLC, FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A 3,378-SQUARE FOOT HOUSE ON A HILLSIDE LOT LOCATED AT 1721 PINNACLE POINT (LOT 2), ZONE PDD 79 (CASE 3.4090 MAJ). (GM) Members McCoy and Doczi noted their abstention and would not be participating in the discussion or vote. Associate Planner Mlaker provided details on the revisions made to the landscaping, setbacks, paint colors and architectural design. Member Rotman verified the front elevations and accuracy of drawings. BRYAN FOSTER, applicant, provided details on the color, roof pitch and elevations. Public Comment: MARK MATTHEWS, neighbor, appreciates the changes that have been made; and his only concern is getting palette color agreed on and that it fits with the hillside. LYNN LASKIRA, neighbor, said the current colors do not blend in with environment and would like to see darker tones and solar incorporated into project. JOHN MC COY, (speaking as a private citizen) neighbor, said the colors are the objection; and the white rock in landscape is not appropriate. He recommended fully shielded lights in the rear yard. Member Jakway requested information on pad elevations of adjacent properties. He verified if a retaining wall would be required- (3' retaining wall on east side). He thinks the street elevation has improved; and suggested the sliding glass door be inset. Member Lockyer verified the material selections; and questioned if they would adhere to HOA color requirement. Architectural Advisory Committee Minutes July 16, 2018 City of Palm Springs Member Jakway said drawings are inconsistent and the AAC can't approve an inconsistent drawing package. Member Rotman said color should be a warmer tone not a cooler tone and lighting in eave should be shielded properly. Vice Chair Jakway said sliding door and garage door should have setback or eyebrow. Cassady, seconded by Rotman to continue to incorporate comments provided by the AAC; and 1. Provide final color approval by HOA. 2. Revise drawings to reflect changes. AYES: Doczi, Lockyer, McCoy, Rotman, Vice Chair Jakway, Cassady ABSENT: Song 4. RADIO PS PROPERTIES, LLC FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A TWO-STORY, 10,504- SQUARE FOOT CANNABIS CULTIVATION FACILITY LOCATED AT 3573 NORTH ANZA ROAD, ZONE M-1, SECTION 34 (CASE 3.4073 MAJ). (GM) Associate Planner Mlaker recapped the AAC's comments and suggestions from the initial review on June 4th. Vice Chair Jakway verified if the bay parking complies with code- (yes). LAWRENCE GORDON, applicant, spoke about the changes to the project based on the comments provided by the AAC. Public Comment: ROBERT HIMBAUGH, said the aroma from the cultivation of cannabis impacts the residents and business owners; and would like this issue addressed. PAUL HENRICKSON, Upper West Side Neighborhood, chair, said cannabis odor is already an issue in the north end; and it's imperative to consider how their ventilation systems trap off the gassings. Member Jakway supports the building in proposed location based on adjacent elevations. Member Rotman asked verified that the roll -up door is commercial- (yes). Vice Chair Jakway questioned why the parking spaces are in excess of the code- (for 4 Architectural Advisory Committee Minutes July 16, 2018 City of Palm Springs flexibility in future uses). The applicant responded to the concerns about the cannabis odors. AAC Comments: Member McCoy said the landscape plan has greatly improved and integrates with other facilities in area. He thinks the plantings should be adjusted relative to the site lighting. Member Rotman thinks the changes made to the overall project have been very positive. Member Doczi requested the trees be shown of the actual diameter (20') on the landscape plan; center tree trunks with the parking spaces so that the trunks fall in between cars rather than in front of the bumper of the car; and down size the Deer Grass from 15 gallon to 5 gallon because it's a fast growing plant. Member Lockyer said project is in harmony with adjacent development. Vice Chair Jakway said that the soffit on the south side should be the same as on east side and the five Italian Cypress look odd and could be eliminated. Jakway, seconded by Doczi to approve with conditions: 1. Overhang on south to match overhang on the east. 2. Remove Italian Cypress and replace with wider canopy trees (not 1 for 1). 3. Trees be aligned with park lot striping. AYES: Doczi, Lockyer, McCoy, Rotman, Vice Chair Jakway, Cassady ABSENT: Song 5. WOODBRIDGE PACIFIC GROUP, LLC, REQUESTING APPROVAL OF FINAL DEVELOPMENT PLANS FOR 44 SINGLE-FAMILY RESIDENTIAL UNITS FROM A PREVIOUSLY APPROVED PRELIMINARY PLANNED DEVELOPMENT DISTRICT (PDD 290) 1N PHASE 1 OF THE MIRALON DEVELOPMENT LOCATED AT 801 SUNRISE WAY, ZONE PDD 290, SECTION 35 (CASE 5.0982-PD 2901 TTM 31848-1). (ER) Principal Planner Robertson provided an overview on the revisions to the proposed development. TODD CUNNINGHAM, provided details on the revisions to the elevation designations and colors. Member Doczi requested additional information on typical landscape plans and verified Architectural Advisory Committee Minutes July 16, 2018 City of Palm Springs if boulders or mounding will be included- (can be incorporated). Member Jakway verified details of shade structures and drainage from roof- (sloped to a scupper). Member Rotman verified details of reglets- (wrap 18" around side of elevation). Vice Chair Cassady questioned landscaping shown in elevations versus landscape plan. Member Rotman said he liked the direction they've taken with addressing the variety on the street. He noted concern with the wall that separates the garage from entries- it should carry back to entry. Mr. Rotman also noted concern with the use of reglets- omit reglets and simplify with color. Member Jakway concurred with Member Rotman to eliminate the reglets (it makes it too busy) and simplify through different color. Member Lockyer said the elevations of block walls look busy and questioned how they relate to another. Acting Chair Cassady said the block wall should be disconnected from the elevation so that the variation is not so chaotic. Member Doczi expressed concern with the different landscape themes (formal and informal) and how they transition. Cassady, seconded by Rotman to approve with changes: 1. Block walls and driveway patterns that relate to landscape to return for review with final landscape plans. 2. Simplify reglets pattern. 3. Elevation "A" should be part of garage wall; and not offset from the side wall and carry material back to entry. AYES: Doczi, Lockyer, McCoy, Rotman, Vice Chair Jakway, Cassady ABSENT: Song COMMITTEE MEMBER COMMENTS: None.
