ROLL CALL: Committee Members Present: Jakway, Poehlein, Vice Chair Cassady, Chair Song Committee Members Excused: Doczi, Lockyer, McCoy, Rotman Planning Commission Present: Doug Donenfeld Staff Present: Planning Director Fagg, Engineering Associate Minjares, Principal Planner Robertson REPORT OF THE POSTING OF AGENDA: Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 12:00 pm on Thursday, June 14, 2018. ACCEPTANCE OF THE AGENDA: Cassady, seconded by Jakway to accept the agenda as presented. PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: JUNE 4, 2018 Tabled to the next meeting. NEW BUSINESS: 2. WOODBRIDGE PACIFIC GROUP, FOR THE APPROVAL OF AN INTERIM LANDSCAPE PLAN FOR THE CAMERON DEVELOPMENT LOCATED AT 850-990 SOUTH PALM CANYON DRIVE (CASE 5.1056-PDD 314). (ER) Principal Planner Robertson provided background information on the proposed interim landscape plan for the Cameron Development. Architectural Advisory Committee Minutes June 18, 2018 City of Palm springs Vice Chair Cassady questioned why a 5-foot fence instead of a 6-foot fence- (the applicant will need to answer.) Member Jakway verified if the South Palm Canyon improvements were included in the review- (no). Member Song asked if the landscape will be removed when project restarts- (yes). TODD CUNNINGHAM, applicant, stated that they were okay with a 6-foot high fence, and will consider additional plant materials along the trail/creek. Member Poehlein questioned if the permanent screening is complex to install and if there was substantial construction debris on site- (they will remove and clean site). Mr. Poehlein asked about lighting on South Palm Canyon- (uplighting will be provided with the new palm trees). Member Jakway questioned if there will be a sidewalk along Mesquite Avenue- (yes, in future.) ULRICH SAUERBREY, on behalf of the applicant, discussed the proposed sidewalk improvements. Member Jakway questioned if the existing boulders on the site could be used in the perimeter landscape treatment- (yes). Vice Chair Cassady requested information on the color of fence- (black). Chair Song asked about the cost of building a permanent wall (the wall is discontinuous). Ms. Song verified if the curb and gutter could be put in place on Mesquite and South Palm Canyon Drive- (new curb and gutter will be installed on South Palm Canyon and a portion of Mesquite). She questioned if they've considered a variety of tree types at the perimeter. Jack Norton, on behalf of the applicant, responded that they haven't looked at alternatives. Ms. Song verified what type landscaping might be installed on the north side of the site- (the applicant suggested Bougainvillea). Member Jakway questioned if flooding could be controlled, and suggested that the applicant meet with owners to review the stormwater management issues. Chair Song asked about the amount of area for landscaping along trail and questioned if it was feasible to build the permanent wall on north side. TODD CUNNINGHAM, responded that the landscaping will be installed in September. FA Architectural Advisory Committee Minutes June 18, 2018 City of Palm Springs PUBLIC COMMENTS: ERIC BORSUM, Tahquitz River Estates Neighborhood Organization, president, requested that landscaping be required on the north side to obscure the view. LARRY BONGORT, supports staff recommendation on variety of trees and adding shrubs. He said the fence is actually tubular steel, not wrought iron. MICHAEL GREEN, owns two properties adjacent to site, stated that he has been flooded and had issues with blow sand. He requested that the project include berms to prevent flooding. PAUL CRIPPAN, stated that the project is dated, interim landscaping will become permanent, berms are needed and ensure the site is maintained. BRENDA SCOTT, Christian Science Church, noted concerns about the landscape at the northeast corner so that views of the construction site are obscured. SCOTT CHAFFIN, requested that the landscaping be installed as soon as possible; he noted issues with dust and graffiti and encouraged the AAC to get the plan approved. JACOB AZAR, said he is tired of delays and looking at the unfinished site. He requested the landscape be installed to make the site look decent. MONALINDA VANDUSEN, expressed concern about the "interim" condition and noted the need for safety lighting attached to fence. WILLIAM MILLER, First Presbyterian Church, noted concern about the upkeep and maintenance of the landscaping and with adequate lighting to provide safety. JEAN MARTIN, Tahquitz Creels Yacht Club, noted concern about landscaping on the north side of the site. He stated that homeless are camping on the site and the interior needs to be maintained. There being no further speakers public comments was closed. AAC Comments: Member Poehlein agrees with the staffs recommendation: landscaping is needed along the wash, bougainvillea is needed along the north fence, need mitigation for flooding issues and the lighting on South Palm Canyon should be sufficient. Member Jakway recommended another tree variety in addition to the Palo Verde, as 3 Architectural Advisory Committee Minutes June 18, 2018 City of Palm Springs well as a variety of sizes. He thinks the wall on north side should be permanent and uplights are needed on every 4th and 5th tree along Mesquite and Random for safety. Vice Chair Cassady suggested using boulders from the site on the perimeter and noted that perhaps the trees used as part of the interim landscape plan could be used later on interior of the project. Chair Song said that the project is moving in the right direction; however, some information on the landscaping is missing, the boulder placement needs to be specified, and additional information on planting materials needs to be provided. Song, seconded by Cassady to continue to allow the applicant to revise the plans and provide additional details. AYES: Jakway, Poehlein, Cassady, Song ABSENT: Doczi, Lockyer, McCoy, Rotman COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: • Planning Commission to extend the AAC Members whose terms where set to expire on June 30th similar to City Council action. • A joint Planning Commission/AAC Study Session is planned for June 27, 2018, to discuss the 50% design development drawings for the Downtown Park. ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:12 pm to the next regular meeting at 3:00 pm on Monday, July 2, 2018, City Hall, Large Conference Room, 3200 E.
