CALL TO ORDER: Chair Song called the meeting to order at 3:00 pm.
ROLL CALL:

Committee Members Excused: None.
Planning Commissioner Present: Dennis Woods
Staff Present: Planning Director Fagg, Associate Planner Mlaker
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Thursday, April 12, 2018.
ACCEPTANCE OF THE AGENDA:

2. HUFF CIELO, LP (OWNER), CIELO APARTMENTS SEEKING APPROVAL OF
A MINOR ARCHITECTURAL APPLICATION TO REPAINT ALL BUILDINGS
PER PRESENTED COLOR SCHEME LOCATED AT 1333 SOUTH BELARDO
ROAD, ZONE R-3 (CASE 3.0010 MAA). (GM)
Associate Planner Mlaker presented the proposed building repaint as outlined in the
staff memorandum.
Vice Chair Cassady questioned why this property is coming for review before the
Architectural Advisory Committee.
Member Rotman verified the existing stone material and stucco texture.
STEVE HUFFMAN, applicant, said they purchased this building about a month ago with
the intent of bringing it to life. He provided details on the color schemes and existing
architectural elements of the building.
JUDY DEERTRACK, discussed the tenant group and requested future review of the
project includes landscaping/irrigation and the new sign. Ms. Deertrack questioned if
the color palette is compatible with the desert surroundings.
Member Rotman asked the applicant how open they are to revising the color scheme.
Vice Chair Cassady verified if the eaves and railing will not be painted. (no, repair work
only)
Member Jakway said the new color scheme freshens up the project. He commented
that the variety of accent colors on the doors and the softer colors on the stucco break
down the massing of the buildings.
The majority of the AAC Members concurred with Member Jakway's comments.
Member Doczi concurred and thinks this color scheme is more compatible with the
Dakota project than what currently exists.
Lockyer, seconded by Cassady to approve as submitted.

3. BRETT WOODS, OWNER, FOR A MAJOR ARCHITECTURAL REVIEW FOR
THE CONSTRUCTION OF A 3,800-SQUARE FOOT SINGLE-FAMILY HOUSE
ON A HILLSIDE LOT LOCATED AT 2212 WINTER SUN DRIVE, ZONE ESA-
SP PLANNING AREA 4, LOT 3, DESERT PALISADES SPECIFIC PLAN,
SECTION 3 (CASE 3.4078 MAJ). (GM)

Associate Planner Mlaker presented the proposed hillside single-family house as
outlined in the staff memorandum.
Member Jakway verified if there is a homeowners association in place to review this
project. (HOA is not active)
BRETT WOODS, applicant, provided details on working with the natural grade of the
site, boulders, type of materials and was available to answer questions from the
Committee.
Member Jakway questioned if the arroyo is an active wash- (one arroyo may have
water during flood events) and if wildlife will be able to access the area under the
house.
Member Rotman questioned what type of material will be used for the trellis. (Corten
steel)
Member Doczi requested clarification on the easement located on the west side of the
site.
Member McCoy requested clarification on the plant palette and verified that it conforms
to the Desert Palisades palette- (yes).
Member Lockyer asked about the type of roof material and color- (not white).
Chair Song commented that the trees are very linear and thinks in this setting it should
be more random. Ms. Song questioned if consideration was given to placing the house
perpendicular to the street- (orientation of the house emphasizes the views and also
blocking some of the heat of the sun); she asked about the corner wall around the pool
and questioned if that could be balanced with boulders- (massing outcropping of
boulders will shield wall).
Member Jakway questioned the structural support for the roof and weathering/staining
of Corten steel wall.
Member Lockyer verified the height of pool enclosure wall.
Member Jakway questioned if pool wall has to be five feet from the outside surface
area.
Comments:
Member Doczi noted concern with the orientation of the home and would like to see a
reconfiguration or additional screening for the driveway area. He understands the
linearity of the Palo Verde trees; however, he thinks there should be a master
streetscape plan for the development so there can be continuity and conformance as

houses are built.
Member Jakway agreed with the pool comments and requested verification that it is not
in violation of codes; plantings are appropriate and noted concern with the linear format
of trees and thinks they should be more naturalized.
Member Lockyer thinks it would be nice to keep the pool wall as low as possible. He
said roof color is a concern and should not be white; and the alignment of trees is out of
character with the development and should be more naturalized.
Member Jakway said it's a beautiful project and much attention has been given to
details. He has a couple of issues with the siting- the main glass wall of the great room
is facing onto the neighbor's lot (#2). He thinks there may be a problem when a house
is built on lot #2 and does not think there is an argument that it's blocking his view. He
questioned the dimensions of the pool equipment.
Member Rotman noted concern with the landscape plantings/trees blocking views on
Lot 4 and with the height of pool wall.
Vice Chair Cassady concurred with the previous comments but he is okay with the
placement of the trees. He hopes the applicant will be able to resolve the pool wall
height.
Chair Song concurred with all of the comments and outlined the AAC's concerns.
Cassady, seconded by Lockyer to approve with changes:
1. Haddscape area is too large and needs screening from car
headlights.
2. Pool enclosure design with the fence.
3. Trees in orthogonal arrangement should be more naturalized.
4. Roof color shall be earth tones.

*Note: Direction to Planning Commission to further investigate into privacy issues that
may result.
4. GARNET PROPERTIES 2014, LLC FOR A MAJOR ARCHITECTURAL
APPLICATION FOR THE CONSTRUCTION OF A 63,650-SQUARE FOOT
CANNABIS CULTIVATION AND DISPENSARY FACILITY CONSISTING OF
FOUR (4) SEPARATE BUILDINGS LOCATED AT GARNET ROAD AND THE
INTERSTATE 10 OFF -RAMP, ZONE M-1-P, SECTION 23 (CASE 3.4068 MAJ).

Associate Planner Mlaker presented the proposed facility as outlined in the staff
memorandum.
Member Doczi questioned if parking will be provided for each lot- (reciprocal
easement).
Member Rotman verified if the parking meets the standards for shad ingliandscaping.
Member Doczi requested clarification on the drainage channel that runs through the
site.
Member Lockyer verified this is tilt -up construction- (yes).
JIM CIOFFI, applicant (project architect), provided details on the parking requirements,
easements, landscaping and shading in this area.
Member Jakway likes the simplicity of the buildings; he asked if the mechanical
screening will have a matte finish.
Member Rotman questioned if there will be a gate at the entry driveway for Building 1A-
(will leave open and will be gated further back).
Member McCoy verified the percentage of glazing vs. stucco in the openings. He
expressed concern with survival of the landscape.
Chair Song asked for clarification on:
• Profile of the drainage channel- (an open earthen channel);
• Configuration of the streetscape;
• Suggested use of boulders;
• Could horizontal awnings be added to the buildings to signify entry?
• Will the project be built in phases?
• Will the site work be completed?
Comments:
Member Jakway likes the simplicity and suggested restudying the metal for the
mechanical equipment over the entry of the dispensary.
Member Doczi recommended re -locating the trees along the drainage channel to other
areas.
Member McCoy agrees with other comments and would like to see landscape geared
towards longevity of the project.
Member Lockyer agreed with re -locating the trees along the drainage channel.

Jakway, seconded by Lockyer to approve with changes:
1. Horizontal awnings on entry.
2. Mechanical equipment screening.
3. Relocate trees along the drainage channel- re -use or convert to other
materials such as boulders.
