CONSENT CALENDAR: 1. APPROVAL OF MINUTES: MARCH 5, 2018 Member Jakway, seconded by Rotman to approve minutes as amended. AYES: Doczi, Jakway, Rotman, Song ABSENT: Lockyer ABSTAIN: McCoy, Cassady, Poehlein Architectural Advisory Committee Minutes April 2, 2018 City of Palm springs UNFINISHED BUSINESS: 2. SUNSHINE LANDSCAPE, ON BEHALF OF THE PALM SPRINGS WOMEN'S CLUB, FOR MINOR ARCHITECTURAL REVIEW APPROVAL TO ALTER AN 8,740-SQUARE-FOOT LANDSCAPE LOCATED AT 314 SOUTH CAHUILLA ROAD, ZONE R-3 (CASE NO. 3.3237). (NK) Assistant Planner Kikuchi presented the proposed landscape alterations as outlined in the staff memorandum. RICHARD CALQUHOUN, Sunshine Landscape, was available for questions from the Committee. Member McCoy questioned removal of the darker decomposed granite that delineated walkway and revisions to the plant placement in the new plan. Member Rotman questioned why there weren't more significant changes to the plan since the last time it came to the AAC. (The applicant said they tried to respond to the recommendations of the Committee.) Chair Song questioned if additional landscape would be added at the south front of the property and verified if they understood the conditions proposed by staff. Member Rotman said he is disappointed in the revisions and thinks what's lacking is the overall landscape design. They originally commented that it looked very random with no depth and feels very flat, He said it's a very significant building that should have a landscape plan that reflects that; he also noted that one of the other comments was that it does not meet the 50% plant coverage. Member McCoy agrees with the 50% plant coverage comment; noting that this is a historic building and landscape should reflect it's prominence. He suggested keeping the dual color decomposed granite with the bender board and pulling the palm tree back from the corner. Member Doczi agreed with staffs comments, the layout/composition does not compliment the architecture of the building. He cannot support the landscape as proposed. Member Jakway said the design looks scattered and does not have groupings. He stated that the rocks should be in larger groupings and supports the darker color decomposed granite and bender board, fewer plant varieties and more quantities. Chair Song said she is having difficulty working with the design as installed instead of having a plan developed by a landscape architect. Ms. Song commented that the Women's Club should be able to have landscape designer or architect to comment on 2 Architectural Advisory Committee Minutes April 2, 2018 City of Palm Springs plan. Doczi, seconded by Jakway to approve subject to conditions and Subcommittee (McCoy and Doczi) to work with Planning Staff to implement recommendations of AAC (as identified in notes). AYES: Doczi, Jakway, McCoy, Rotman, Poehlein, Cassady, Song ABSENT: Lockyer NEW BUSINESS: 3. JOHNNY WAS RETAILER ON BEHALF OF DTPS B-2, LLC FOR MINOR ARCHITECTURAL APPLICATION TO PAINT A DECORATIVE GRAPHIC ON THE STOREFRONT STUCCO SURROUND LOCATED AT 175 NORTH PALM CANYON DRIVE, SUITE 115, ZONE CBD (CASE 3.3606 MAA). (DN) Member Doczi recused himself due to a business related conflict of interest and would not be participating in the discussion or vote on this project. He left the Council Chamber at 3:44 pm. Associate Planner Newell presented the proposed revised storefront design for the existing retailer as outlined in the staff memorandum. EMILY YANG, representing David Magid Design Studio, provided details on the decorative graphic and was available for questions from the Committee. Chair Song verified the locations of graphics. (The applicant verified it could continue into the store, but the merchandise is already in place.) Member Rotman clarified how deep the graphic will go into the store. Vice Chair Cassady verified that the color of the stucco will not be changed. (no) He clarified if the intensity of the graphic could be reduced. (yes) Member Poehlein thinks it's appropriate for the store brand but is concerned about consistency with other storefronts. Member Jakway thinks the white surrounds are very strong architectural elements; and noted concern with setting precedence. He commented the graphic could possibly go on transom windows. Member McCoy noted concern with changing the design of the building. He supports the use of graphic on transom windows or could support on returns but not on the face or perimeter. 3 Architectural Advisory Committee Minutes April 2, 2018 City of Palm springs Member Rotman agreed with the other comments and noted concern with setting a precedent which compromises the consistency of the building. Vice Chair Cassady concurs with the other comments. He likes the graphic and could support it on the return and continuing into the store or on a transom window. Chair Song supports the graphic continuing into the store. McCoy, seconded by Cassady to approve subject to: • Reject the design as proposed; • Allow the graphic on the transom windows or on the interior returns extending into the store. AYES: Jakway, McCoy, Rotman, Poehlein, Cassady, Song ABSENT: Lockyer ABSTAIN: Doczi Member Doczi re-entered the Council Chamber at 4:00 pm 4. VIP MOTORCARS REQUESTING AN AMENDMENT TO AN EXISTING SIGN DISTRICT TO ADD ONE 33-SQUARE FOOT SIGN AT THE MERCEDES-BENZ DEALERSHIP LOCATED AT 4095 EAST PALM CANYON DRIVE, ZONE C-2 (CASE 18-001 SD); AND Associate Planner Mlaker presented the proposed sign district amendment for Mercedes-Benz and Porsche dealership as outlined in the staff memorandum. Member Jakway verified the existing square footage on the signage. Member Rotman clarified the existing signage. Vice Chair Cassady questioned if there are other sign districts and if there are exceptions from the sign ordinance. JERRY JOHNSON, VIP Motor Cars LTD, (applicant), provided background information and requested consideration of the proposed sign. Member Rotman questioned the proportions of the AMG logo and design Member Jakway commented that the building looks cluttered and suggested the scale be increased to match the size of the "Mercedes' sign. Chair Song questioned the size and dimensions of the "Mercedes" sign. Vice Chair Cassady commented on the relationship of the signs to the columns on 4 Architectural Advisory Committee Minutes April 2, 2018 City of Palm springs which they are attached. Member Rotman verified the difference in height of the two (2) signs (AMG & Mercedes Benz sign). He questioned if the sign box could be increase so that the two signs are the same height. Cassady, seconded by McCoy to approve as submitted. AYES: Doczi, McCoy, Poehlein, Cassady, Song NOES: Jakway, Rotman ABSENT: Lockyer INDIGO AUTO GROUP REQUESTING AN AMENDMENT TO AN EXISTING SIGN DISTRICT TO ADD FIVE (5) SIGNS TO A PROPOSED NEW AUTO DEALERSHIP BUILDING LOCATED AT 3737 EAST PALM CANYON DRIVE, ZONE C-2 (CASE 18-002 SD). (GM) CHRIS HECTOR, Indigo Auto Group, representing Porsche Dealership, provided details and was available for questions from the Committee. Member Rotman questioned the details of the "service" sign; and asked if the conditions of approval imposed by the Planning Commission would impact the location of signs. (pedestrian sidewalk) Member Jakway clarified the sign mounted on the building. Member Rotman questioned details of the sign mounted building. Member McCoy verified the LED illumination (internal), service sign is not illuminated. Member Jakway thinks it's a very sophisticated sign program and likes it. He questioned the placement of the sign and alignment with the vertical panels. Member Doczi concurred with Member Jakway and thinks the wall sign is an integral part of the architecture. AMENDMENT OF THE ARCHITECTURAL ADVISORY COMMITTEE RULES OF PROCEDURE. (FF) Architectural Advisory Committee Minutes April 2, 2018 City of Palm Springs Planning Director Fagg provided details on the amendment to the AAC's Rules of Procedure. Member Jakway commented on corrections to page 6 and 8. Member Rotman noted a correction on page 7. Cassady, seconded by Rotman to approve with changes.
