ROLL CALL: Committee Members Present: Doczi, Jakway, Rotman, Miller, Chair Song Committee Members Excused: Lockyer, McCoy, Vice Chair Cassady Planning Commissioner Present: Peter Moruzzi Staff Present: Planning Director Fagg, Assistant Planner Kikuchi REPORT OF POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 2:00 pm on March 1, 2018. ACCEPTANCE OF THE AGENDA: Rotman, seconded by Jakway to accept the agenda as presented. APPROVAL OF MINUTES: FEBRUARY 20, 2018 Jakway, seconded by Doczi to approve as amended, AYES: Doczi, Jakway, Rotman, Miller, Chair Song ABSENT: Lockyer, McCoy, Vice Chair Cassady Architectural Advisory Committee Minutes March 5, 2018 City of Palm Springs UNFINISHED BUSINESS: 2. FRANCISCO AGUILAR DESIGN ON BEHALF OF CASTANEDA'S MEXICAN FOOD, FOR MINOR ARCHITECTURAL APPROVAL TO ALTER EXTERIOR BUILDING WALL COLORS AND LANDSCAPE AT 432 SOUTH INDIAN CANYON DRIVE, ZONE LSC (SECTION 14 SPECIFIC PLAN AREA) (CASE 3.0812 MAA). (NK) Assistant Planner Kikuchi presented the proposed exterior alterations and landscape as outlined in the staff memorandum. Member Rotman verified the base color of the building and planting of the bougainvillea. Member Jakway questioned if the AAC is reviewing signage. (No, will be under separate permit.) FRANCISCO AGUILAR, applicant, addressed questions from the Committee. Member Rotman asked about the type/size of pots for the bougainvillea plants. (36" wide, 18" - 24" high) RAY SANDOVAL, applicant, addressed questions from the Committee. AAC Comments: Member Rotman said it's a big improvement and supports the project. Member Doczi said that he supports the improvements made in the landscape plan; however, expressed concerns with: • Palo Verde at the end of drive-thru will grow too large and will require frequent pruning; a smaller tree may be more appropriate. • Boulders should be set appropriately. • Trees should be 36" box size. • Provide permanent irrigation for bougainvillea in pots. • Agave Parryi should be increased in size. • Ocotillo should be 6' - 8' height at installation. • Bougainvillea should be in 15 ga. espalier. Member Jakway questioned if there would be drainage issues on the pavement from watering of the bougainvillea. He noted since permanent irrigation will require breaking the concrete and it may be better to plant the bougainvillea in the ground. Mr. Jakway questioned if the Palo Verdes adjacent to the drive-thru will overhang in this area. Member Miller likes the color scheme; however, she noted concern with the 2 Architectural Advisory Committee Minutes March 5, 2018 City of Palm Springs implementation of the bougainvillea. Chair Song suggested taller pots for the bougainvillea (48" high) to allow the plant to grow higher and it will give more emphasis on the posts. The size and type of Bougainvillea will help also. Rotman, seconded by Jakway to recommend approval subject to: • Alternative tree types @ the drive-thru (4 trees). • More landscape material @ the entrance walkway. • Proper irrigation and taller pot design. AYES: Doczi, Jakway, Rotman, Miller, Chair Song ABSENT: Lockyer, McCoy, Vice Chair Cassady NEW BUSINESS: 3. 02 ARCHITECTURE ON BEHALF OF FRANCIS LA BRANCHE TO CONSTRUCT A SINGLE FAMILY RESIDENCE ON A VACANT HILLSIDE LOT LOCATED AT 977 WEST VIA OLIVERA, ZONE R-1-B, SECTION 3 (CASE 3.4071 MAJ). (DN) Associate Planner Newell presented the proposed hillside house as outlined in the staff memorandum. Member Jakway questioned the setback for mechanical equipment in the side yards. LANCE O'DONNELL, project architect, 02 Architecture, provided details on the site plan and architectural design. Mr. O'Donnell was available for questions from the Committee. Member Rotman requested information on the hydro seeding of the site. Chair Song questioned the design of the garage and entry. Member Jakway verified the clerestory windows. Member Doczi verified the berm structure on the north elevation of house and garage. Chair Song asked about the landscape courtyard between the house and garage. Member Doczi commented that additional landscape may be needed on the east elevation to screen from the neighbor. (Access point will be needed and base of wall will be augmented with rock. Member Rotman requested clarification on: • Location of the trash cans; (enclosure will be on north side of garage); • Block wall on east end of pool and pool barrier. Member Jakway questioned the design of the east retaining wall. Comments: Member Miller supports the design. Member Jakway said it's a great design and creative use of materials. He suggested the mechanical equipment is moved towards the driveway and away from the neighbors. Member Doczi said his only concern is the east side and would like to see additional plantings to soften this edge of the building. Member Rotman said he likes the design and it fits well into the neighborhood. Song, seconded by Jakway, to recommend approval to the Planning Commission subject to: • Security fencing at pool shall be reviewed by staff. • Include the location of trash enclosure in the plans. • Shifting of mechanical equipment. • Additional plantings on the east elevation. COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: None. ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs adjourned at 4:01 pm to their next regular meeting at 3:00 pm on Monday, March 19, 2018, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
