ACCEPTANCE OF THE AGENDA: Cassady, seconded by Song to accept the agenda as presented. AYES: Doczi, Jakway, McCoy, Rotman, Vice Chair Cassady, Chair Song ABSENT: Lockyer PUBLIC COMMENTS: DIETER CRAWFORD, Urbanpalmsprings.com, architect Paul R. Williams exhibits at Frances Stevens School, as part of Black History Month. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: FEBRUARY 5, 2018 Rotman, seconded by Cassady to approve, as presented. AYES: Doczi, Jakway, McCoy, Rotman, Vice Chair Cassady, Chair Song ABSENT: Lockyer Architectural Advisory Committee Minutes February 20, 2018 City of Palm Springs NEW BUSINESS: 2. INDIGO PROPERTIES PALM SPRINGS, LLC FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A 44,845- SQUARE FOOT AUTO DEALERSHIP BUILDING LOCATED ON AN EXISTING PAD SITE AT 3737 EAST PALM CANYON DRIVE, ZONE C-2, SECTION 2 (CASE 3.4074 MAJ). (GM) Associate Planner Mlaker presented the proposed project for construction of an auto dealership as outlined in the staff memorandum. Member Jakway verified if the car pads in the median strip were approved or installed without permits- (have been approved as part of the BMW dealership). Member Rotman questioned if the new photometric and landscape plan meets staffs conditions. (The photometric plan is sufficient and relying on comments from the AAC on the landscape plan.) Chair Song verified if the building footprint/setback was established under the BMW approval. CHRIS HECTOR, representing Indigo Auto Group, director of property development, introduced the development team and addressed questions regarding the wall facing the mobile home park, photometric plan and landscape plan. Member Doczi verified if the chain link fencing is a concern of staff- (the wall is not proposed to continue; the applicant will extend the wall). Member McCoy verified: • Will there be lighting that is not shown on the photometric plan? (small LED's over the doors); • Height of the parking light poles- (17' height, shorter than the BMW light poles); • Illumination of parking pads- Will shields be recessed on the west pad that is next to the residential? (He supports the use of Ligustrum trees but uncertain about meeting shade requirements.) Member Rotman verified the LED lighting and amount of recess for lighting- (1 112" deep). MELISSA REED, project architect, Porsche North America, responded that the LED lighting will not be visible during the day- it will have a halo effect at night. Member Rotman verified the output of lighting- (no specification yet). Architectural Advisory Committee Minutes February 20, 2018 City of Palm Springs Vice Chair Cassady verified there is no red paint in the panel reveal- (no). Chair Song noted concern with: • Narrow sidewalk on the east side of the building; • LED lighting on the west face of the building and impact to residential; • Size of cobble stone in landscape; • Access to circular display pads. Member Doczi noted concern with the sidewalk along the frontage street and verified if it could be removed. Member Rotman verified if any improvements are proposed to the wall along the west side of the property- (no). AAC Comments: Chair Song made the following comments: 1. Continue the block wall; 2. Show access to circular pad on west side; 3. Removal of sidewalk; 4. Eliminate LED lighting on west face; 5. Additional information on recess of LED lighting; 6. Use of additional cobbles as part of the landscape plan. Member Doczi verified and commented on: • Will mechanical equipment be screened from Southridge? • Are Ligustrum trees needed along the wall next to the service bay? • Vines would be appropriate along the west perimeter wall; • Spacing of plants- use 3/4" rock instead of decomposed granite; but other materials such as cobble stone are acceptable; Trees should be 36" box minimum. Member Jakway verified and commented on: • Wedge -shape landscape buffer in front; • Design of roof is important; • How much light will residents see from skylight? • Building is very boxy- are any setbacks possible? Member McCoy made the following comments: • Open to concept of cobble in landscape areas; • Remove sidewalk and convert to landscape; • Supports better finish on west wall; Architectural Advisory Committee Minutes February 20, 2018 City of Palm Springs • Likes the LED idea but tone down- turn off at night; • Defer shading to staff 1 AAC. Chair Song encouraged the applicant to make 2nd floor showroom to freeway scale. Vice Chair Cassady, seconded by McCoy to recommend approval subject to: 1. Incorporate AAC comments to Landscape Plan including revisions to wedge landscape buffer, LED Reveal and Roof Plan prior to issuance of Building permit. AYES: Doczi, Jakway, McCoy, Rotman, Vice Chair Cassady, Chair Song ABSENT: Lockyer COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: None.
