APPROVAL OF MINUTES: JANUARY 2, 2018 AND JANUARY 16, 2018 Rotman, seconded by Lockyer to approve minutes as presented. Minutes of January 2, 2018: AYES: Jakway, Lockyer, McCoy, Rotman, Cassady, Song ABSTAIN: Doczi Architectural Advisory Committee Minutes February 5, 2018 City of Palm Springs Minutes of January 16,.2018: AYES: Lockyer, McCoy, Rotman, Song ABSTAIN: Cassady, Doczi, Jakway UNFINISHED BUSINESS: 2. TAHQUITZ CANYON INVESTORS, LLC, OWNER, TO ESTABLISH A SIGN PROGRAM FOR THE MULTI -TENANT COMMERCIAL COMPLEX THAT WILL BE REDEVELOPED AS "THE SCENE PALM SPRINGS" LOCATED AT 601- 789 EAST TAHQUITZ CANYON WAY, ZONE REO OF SECTION 14 SPECIFIC PLAN (CASE SP17-012). (DN) Member Doczi recused himself due to being involved in design work on the project. Mr. Doczi left the Council Chamber at 3:04 pm. Associate Planner Newell presented an overview of the proposed sign program as outlined in the staff memorandum. Member Jakway verified if the sculpture on the corner of Tahquitz and Alvarado is being removed and questioned if it was installed by the Public Arts Commission. He'd like to ensure they don't lose it. (It was installed by property owner not the Public Arts.) Chair Song verified if the gooseneck lighting is an option and clarified recommendation #3. Member Rotman verified recommendation #1 and #2. SAM RASMUSSEN, owner, clarified the need for corporate identity even if there is limited visibility. Chair Song asked how the 18' long monument sign would fit on the site corners. (Mr. Rasmussen responded he is okay with a reduced size.) Member Jakway said he appreciates the developer listening and making changes. He prefers the original design of the pole sign and thinks the total length of Tahquitz merits the quantity of proposed signage. He would like to see a color palette for the tenant signage. Member McCoy said the upper fascia signs will not be visible; and appear as billboards. He said it's a bright project and thinks the signs should be turned off late at night. Member Lockyer thinks the background on the freestanding signs should be further Oa Architectural Advisory Committee Minutes February 5, 2018 City of Palm Springs defined and regulated. The upper fascia is too large and bright. Chair Song thinks the monument /freestanding signs should match the color of the building. The lighting on the pole sign should be LED wash and not goose neck- same with blade signs. Vice Chair Cassady concurred and noted concern with the pole sign design and its relation to the building design and consistency with desert palette. (The applicant said he will not use red/green/blue colors.) He agrees having the 3rd story signs turned off when the business is closed at night. Chair Song expressed concern with the length of the monument signs at the northeast corner- it may not fit. (The applicant said they can reduce the length.) Member Jakway questioned the procedure for approval of the tenant signs and noted that he has concerns with the changes to the colors. He's impressed that the applicant significantly reduced the amount of signage; prefers the previous pole sign design; and sign plan verbiage should not limit color palette for signage. Member McCoy said he appreciates the reduction of signage on the rear of the building; however, he's concerned with visibility of the 3rd story signage and that it will appear like a billboard. He commented that the sign illumination should be turned off after the complex closes; blade signs should not be internally illuminated; signage will be very bright and corner monument sign should be reduced in scale. Member Rotman said the changes are much improved and supports staffs conditions. He thinks the office signs should be limited to 60 sq. ft.; pole signs are not compatible with the architecture of the building; and the blade signs should only have internal illumination (similar to pole signs). Member Lockyer noted concern with the background colors for signage and the 3rd story signage and illumination. Chair Song said the background colors should match the field color of buildings and the goose neck light fixtures do not match anything on the building. Vice Chair Cassady concurs with the comments of the other AAC members. The pole signage should match the architecture and the 3rd story signage should be turned off at night. Member McCoy said the illumination of the monument sign should be the same for all the signs. Architectural Advisory Committee Minutes February 5, 2018 City of Palm Springs Jakway, seconded by McCoy to recommend approval to the City Council with staff recommendations and subject to: 1. Monument Signs at street corners to be reduced 30%, or applicant to return to AAC with layout detail and context of surrounding area for approval; 2. Monument Signs (all) — a. Background color of Monument Signs to match field color of the buildings; b. Type of lighting shall be consistent throughout; c. Color of sign fonts to match and be consistent throughout; 3. Pole sign — a. Redesigned to match architecture; b. Gooseneck light fixture to be removed, but illumination to remain an external splash/wash on sign face; lighting to be integral with frame instead of cantilever fixture; 4. Third floor signs — a. Each to be a maximum size of 60 square feet in size; b. If illuminated, halo -type lighting is required and signs to be programmed off from 10 pm until sunrise; 5. Light temperatures of all signs to be warmer tones (similar to 3,OOOK); 6. Limit Main (Wall) Signs on the buildings to not more than two per tenant. AYES: Jakway, McCoy, Rotman, Cassady, Song NOES: Lockyer RECUSE: Doczi Member Doczi re-entered the Council Chamber at 3:05 pm. NEW BUSINESS: 3. REALTY TRUST, PROPERTY MANAGER FOR THE JANE LUNDEN LIVING TRUST FOR A SIGN PROGRAM FOR THE MULTI -TENANT BUILDING LOCATED AT 363 SOUTH PALM CANYON DRIVE (CASE SP 17-008). (KL) Member McCoy recused himself due to a business -related conflict of interest. Associate Planner Lyon presented the proposed sign program. Member Rotman verified the size of tenant signs. Member Jakway questioned if there would be uniformity of wall signage and verified if the monument sign is illuminated. (no) JACK KING, applicant, provided details and was available for questions. Architectural Advisory Committee Minutes February 5, 2018 City of Palm Springs Member Rotman noted concern with the size of the monument sign. Member Lockyer also noted concern with the height of the monument size. Chair Song questioned if signage could be hung from the canopies instead of attached to the wall. (structural/maintenance issues prevent attaching to canopies) Member Jakway said there should be consistency of size and type of wall signs; and monument sign is too tall. Member Doczi said wall signage should be consistent. Member Rotman noted concern with placement of wall signs on building- thinks it should be lower. He asked if blade signs would be better. Member Lockyer concurred with the other comments and noted concern with the lack of control on the wall signs and scale of monument sign is too tail. Vice Chair Cassady said the height/scale of monument sign should be reduced and blade signs may be more appropriate than wall signs. Member Rotman questioned the width of pilasters in the front of building as a place of tenant signage. Member Jakway supports the use of plinths on either side of stairs for smaller monument signs instead of wall signage. Vice Chair Cassady suggested placing the monument signs in between the stairs on the plinth. Rotman, seconded by Lockyer to continue with the following recommendation: 1. Consider two (2) smaller monument signs in planter area (or adjacent to stairs instead of the wall signs. MATTHEW SIGNS INC, PROPOSING AN AMENDMENT TO AN EXISTING SIGN PROGRAM TO INCREASE HEIGHT FOR MAIN SIGNS FOR SUB - MAJOR TENANTS AT THE SPRINGS SHOPPING CENTER LOCATED AT 5200 EAST RAMON ROAD (CASE 5.0984 PD 291-A, SP 17-010 AMND). (KL) R Architectural Advisory Committee Minutes February 5, 2018 City of Palm Springs Associate Planner Lyon provided an overview on the proposed amendment to an existing sign program. Member Jakway verified the height of the proposed signage. Vice Chair Cassady verified what height would be allowed under the City's sign ordinance - (allows up to 12' but it's much larger than all other signage in the center). Chair Song verified staff recommendations. ANDIE REYES-PURPERO, Blair Signs, clarified that Burlington is a major tenant and not a sub -major tenant. She said they are in agreement with the City in the aesthetic of the current sign program and thinks what they are proposing fits better. She explained Burlington has the worst view from the Gene Autry street frontage. SCOTT BILBRAY, applicant, explained the sign is designed for the size of the elevation; it's aesthetically equal to Bed, Bath & Beyond and Ross Dress for Less stores. It would be great for the whole center not just Burlington store. Member Rotman verified positioning of the new sign vs. the existing sign. He asked what the mean height of the existing letters was. Chair Song verified changes to the existing signage. Member Jakway verified illumination of letters. Comments: Member Doczi thinks the proportion works better with the new sign. Member McCoy verified construction, illumination and brightness of sign. Vice Chair Cassady agrees with proportion of the new sign and size based on that this is a major tenant vs. a sub -major tenant. Member Lockyer said it looks fine as proposed Member Rotman concurred that the sign looks fine. Cassady, seconded by Lockyer to approve as submitted. STAFF MEMBER COMMENTS: None. ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs adjourned at 5:00 pm to the next regular meeting at 3:00 pm on Tuesday, February 20, 2018, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
