Minutes of January 16, 2018
CALL TO ORDER: Chair Song called the meeting to order at 3:02 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 2:00 pm on Thursday, January 11, 2018.
ACCEPTANCE OF THE AGENDA:
Rotman, seconded by Poehlein to accept the agenda as presented.

CONSENT CALENDAR:
1. APPROVAL OF MINUTES: None.
NEW BUSINESS:
2. TAHQUITZ CANYON INVESTORS, LLC, OWNER, TO ESTABLISH A SIGN
PROGRAM FOR THE MULTI -TENANT COMMERCIAL COMPLEX THAT WILL
BE REDEVELOPED AS "THE SCENE PALM SPRINGS" LOCATED AT 601-
789 EAST TAHQUITZ CANYON WAY, ZONE REO OF SECTION 14 SPECIFIC
PLAN (CASE SP17-012). (DN)
Associate Planner Newell presented the proposed sign program as outlined in the staff
memorandum.

Member Rotman verified the size of the existing signs.
Member Lockyer requested information about the existing sign plan and questioned if
there are existing 3-story signs.
Chair Song verified the locations of the proposed monument signs.
SAM RASMUSSEN, owner, said they want to use the highest materials for the signage.
He indicated there was no unified signage program that was submitted for the center in
the past. Mr. Rasmussen discussed the proposed sign program and requested
consideration of signage.
Member McCoy verified specs for the illuminated signage (channel signs).
Member Rotman asked if there are existing tenants in the building and how people find
them. (Mr. Rasmussen said this is biggest problem; especially for the larger signs.) He
verified the reduction in the monument signage and illumination.
Chair Song requested information from the applicant on wayfinding signage; and
verified the number of signs for tenants and visibility of proposed signs.
Member Rotman asked about the use of directories from the garage. (Mr. Rasmussen
said those would come forward in the future.) He asked if wayfinding signage from
Tahquitz Canyon would be more useful. (Mr. Rasmussen said that would detract from
the building design.)
Member Poehlein verified the monument signs at the parking structure.
Member McCoy questioned the design of the tenant signs.
Chair Song asked why the fonts were different for the signature executive suites on wall
vs. monument signs. (Mr. Rasmussen replied that the monument sign is non -
illuminated front and the upper elevation sign is illuminated.)
Comments:
Member Lockyer said there is a massive amount of signs, not in scale with the
neighborhood. He said there is a more sensitive way to handle signage; lacks cohesive
quality and could use more study. He said it needs the elevation drawing showing all
signage.
Member Miller said signage is too large and bright- and too much color. It needs to be
more respective of Palm Springs.
Member Poehlein said the scale of proposed signage is too large; bank signage is

awkward; pole signage does not match aesthetics of other signage.
Member McCoy would like to see replacement of wood material on monument sign. He
said the use of "The Scene" & "Signature Exec. Suites" is duplicative and should make
use of branding the complex vs. tenant.
Member Rotman said he admires the applicant's attempts with the sign program. He
said the 3-story signs look like freeway signs; and suggested signage should be brought
down to pedestrian level at Tahquitz Canyon. He said it would be beneficial to see all
signage on single elevation or drawing.
Chair Song made the following comments:
• Needs a single elevation with all signage proposed;
• Separate retail component on Tahquitz Canyon and office signage on Alvarado;
• Too many names for the complex;
• Information needs to be cohesive;
• Reduce size of signage.
Member Lockyer said scale of signage needs to be reduced.
McCoy, seconded by Lockyer to continue to date uncertain.

3. REQUEST BY ROBERT BLACKIE ON BEHALF OF LENDLEASE, LLC, FOR A
MINOR ARCHITECTURAL APPROVAL FOR THE EXTERIOR PAINT
UPGRADE OF KFC RESTAURANT LOCATED AT 725 SOUTH PALM
CANYON DRIVE, ZONE C-2 (CASE 3.3417-MAA) (ER).
Principal Planner Robertson presented the proposed exterior paint upgrade for KFC as
outlined in the staff memorandum.
Member Rotman questioned how signage will be addressed.
Chair Song verified the color of fascia - (white or red).
Comments:
Chair Song said the red exotic color is too much. She suggested limiting the red to an
architectural element and the remainder could be white with a black base; the sloping
roof could be white with red posts.
Member Rotman said the red is overpowering and should not be on the tower. It should
be limited to certain elements and primary color should be white.
Member McCoy supports Chair Song's comments - too much red. He questioned if the

light fixture on the roof is permitted.
Member Poehlein said there is too much red; and agrees with the other comments.
Member Miller agreed there is too much red and would like to see signage at same time
to see how color and signage work together.
Chair Song would like to see the amount of red re -proportioned.
Member Lockyer said they need to look at the original approval and go back to the
original intent.
Lockyer, seconded by McCoy to redesign with AAC comments:
1. Review elements of architecture relative to the paint scheme.
2. Integrate signage/paint scheme.

4. REQUEST BY SUNSHINE LANDSCAPE, ON BEHALF OF THE PALM
SPRINGS WOMEN'S CLUB, FOR MINOR ARCHITECTURAL REVIEW
APPROVAL TO ALTER AN 8,740-SQUARE-FOOT LANDSCAPE AT 314
SOUTH CAHUILLA ROAD, ZONE R-3 (CASE NO. 3.3237). (NK)
Assistant Planner Kikuchi presented the proposal for altering the landscape as outlined
in the staff memorandum.
Chair Song verified the 2 types of decomposed granite and method of installation.
RICHARD CALHOUN, confirmed there is a stabilizer in the decomposed granite.
Chair Song asked when they found out about the City's landscape requirement. She
verified if this was a part of the buy-back program from the water district. (no)
Member McCoy verified edging around the beds -(plastic); and asked what the intent is
of the two colors of decomposed granite. He asked who selected the plant materials.
(Women's Club) He verified if the foundation plants are new. (yes, but replaced
existing)
Comments:
Member Lockyer. said this does not look like something they would approve. He has
concern with the corner cutback area.
Member Miller concurs with Member Lockyer; she supports condition #5 to increase

plant material.
Member Poehlein said decomposed granite is awkward with use of 2 types of
decomposed granite. Planting should be installed to prevent cutting across corner of
site.
Member McCoy suggested the use of a steel divider between the two types of
decomposed granite. He said the corner area needs review and does not think more
plants will help.
Member Rotman would like to eliminate the South West Brown decomposed granite.
He thinks the design is somewhat random.
Chair Song said there are issues with scale and composition.
Member Rotman suggested relocating some of the existing plants to create better
composition.
Rotman, seconded by Miller to continue.

5. REQUEST BY FRANCISCO AGUILAR DESIGN, ON BEHALF OF
CASTANEDA'S MEXICAN FOOD, FOR MINOR ARCHITECTURAL APPROVAL
TO ALTER EXTERIOR BUILDING WALL COLORS AND LANDSCAPE AT 432
SOUTH INDIAN CANYON DRIVE, ZONE LSC (SECTION 14 SPECIFIC PLAN
AREA). (CASE 3.0812 MAA) (NK)
Assistant Kikuchi presented the proposed exterior modifications as outlined in the staff
memorandum.
Member Rotman verified if the landscape plan is proposed or if it is existing. He verified
it will meet 50% landscape coverage. (less than 50%)
FRANCISCO AVILA and LUIS SANDOVAL, applicants, provided further details
regarding the landscape material.
Member McCoy said shading is a big concern; the patio and parking are bleak.
Member Lockyer said they need to see this again and needs to meet 50% planting
requirement.
Chair Song recommended painting the beams/corbels a wood color and use
bougainvillea to bring red color to site.
Member Poehlein said they could keep red on the eaves but re -paint the other

elements.
Member Miller does not think they can take away all the red,
Member Lockyer said he's okay with eliminating the red on the building but keeping the
red on the signage.
Member Poehlein said a compromise is in order, he suggested introduction of Palo
Verde to meet shade requirement.
Member McCoy said the sign gets lost against the red fascia.
Chair Song said she would like to see the application come back with a reduction of red
and conforming landscape.
Song, seconded by Lockyer to continue.

STAFF MEMBER COMMENTS:
• Appoint two members of the AAC to the new Ad Hoc Subcommittee of the
Downtown Park - {Sean Lockyer and John McCoy}
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:28 pm to the next regular meeting at 3:00 pm on February 5, 2018,
