AYES: Cassady, Lockyer, Rotman, Jakway, Song ABSTAIN: Doczi, McCoy NEW BUSINESS: Architectural Advisory Committee Minutes City of Palm Springs December 3. 201 2. CANYON ESTATES HOMEOWNERS ASSOCIATION, FOR A MINOR ARCHITECTURAL APPLICATION FOR THE INSTALLATION OF DESERT LANDSCAPING EQUALING 16,426-SQUARE AT THE CANYON ESTATES COMMUNITY LOCATED AT 2323 SOUTH MEDRONA ROAD, ZONE R-1-C (CASE NO. 3.933 MAA). (GM) Associate Planner Mlaker presented the proposed desert landscape as outlined in the staff memorandum. Member Jakway verified if sidewalk is required on La Paz Way- (no, it's not required). Chair Song verified staffs recommendation pertaining to the decomposed granite. Member Doczi verified the transition between the turf and decomposed granite- (steel banding). SUZANNA CHEN, applicant, requested using fewer plant materials. Member McCoy questioned if they are open to adding more boulders and increasing the size. He verified that the steel edging will remain secure. Member Doczi recommended groupings as a means to reduce the plant material. CHRISTOPHER BROADWELL, applicant, discussed the purpose of the landscape. Member Doczi verified the extent of landscape area along La Paz Way. Member Lockyer requested information on the size of plants- (5 gallon plants, 9" barrel cactus). Vice Chair Jakway verified the decomposed granite specifications and colors. Chair Song also verified the decomposed colors; and reiterated that plant groupings reduce the materials. Comments: Member Doczi suggested using groupings with breaks in between and noted concern about using two different rock colors. Member Lockyer supports the change to using 1 ground cover color and reducing the number of plants and increasing the sizes. Member Cassady supports the recommended changes. 2 Architectural Advisory Committee Minutes City of Palm Springs December 3, 2018 Member McCoy said the Sierra and Madrona frontages are nicely done and would like to see the use of more boulders and larger size; and suggested consideration of decomposed granite on pathways. Member Rotman suggested a wider variety of boulder sizes. Vice Chair Jakway would like to see the use of one color for the decomposed granite/rock. He thinks the spacing of plants is too uniform; and suggested grouping the plants to reduce the number of plants. Chair Song said the inert material should be the same hue and it would eliminate the need for the steel banding and save costs. She suggested using groupings of plant materials and variations in boulder sizes. Doczi, seconded by Lockyer to approve and direct the applicant to work with staff on implementing AAC comments. AYES: Cassady, Doczi, Lockyer, McCoy, Rotman, Jakway, Song 3. KOAR PALM SPRINGS, LLC, FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A 94-UNIT, THREE (3) STORY CONDOMINIUM BUILDING AND 8,514-SQUARE FEET OF RETAIL SPACE WITHIN TWO (2) SEPARATE BUILDINGS LOCATED AT 1122 EAST TAHQUITZ CANYON WAY, ZONE REO, SECTION 14 (CASE 3.4105 MAJ). (GM) Member Rotman noted his abstention on this project. Associate Planner Mlaker presented the proposed three-story condominium building and retail space as outlined in the staff report. Member Jakway questioned what the future development is for parcel 4 LORNE OSTROW, applicant, Koar Palm Springs, provided background information and said they tried to design the project according to Planning Staff and have incorporated some retail use. He explained there will be a pet facility with a pet park; design is very elegant and will reflect Palm Springs. JERRY SHERMAN, architect, said one of the strong issues for this project is creating views; and provided details on the spoke concept (each wing has a view). He provided details on the architectural design, materials and building colors. PETE BOWERY, C2 Collaborative Landscape Architecture, landscape architect, 3 Architectural Advisory Committee Minutes City of Palm springs December 3, 2018 described the plant material, groundcover, shading trees, event lawn area, pool area and fitness area. Member McCoy thinks it's a good addition to the city. He suggested keeping the trees in front of the dog area/retail building on Tahquitz Canyon as proposed. He verified the trash collection; and use of artificial turf on the event lawn. Member Doczi said it's a nice presentation with the renderings. He questioned the thought behind using the main entry on Hermosa instead of Tahquitz Canyon. He questioned the two separate driveways and parking areas. Member Lockyer verified the landscape and paving materials. He verified the accuracy of the renderings, the design of the water element and the Corten screen material - (laser cut steel). He verified the materials of the retail building. Member Cassady questioned if the retail space will include a restaurant- (no, a restaurant will be in the main building). He verified the guest parking; and noted concern that more guest parking may be necessary. He questioned if thought was given to pathway to/from the dog park. Vice Chair Jakway said this will be a great addition to the community. He asked if any thought was given to connecting the retail buildings to the residential building. He verified the garage configuration. He noted concern about the stone veneer- and doesn't think it fits with the other materials. Chair Song noted concern with the narrowness of area between the building and pool on the northwest side of the building. She noted concern about the how the southwest corner responds to Tahquitz Canyon. She thinks the Corten steel element on the retail building needs to have more depth; and the building needs additional landscape area on the south side of the building. She said the driveway configuration is confusing with too many driveways on Hermosa. Comments: Member Doczi thinks it's a great project; he likes the amenities and the concept. However, he thinks 1/3 of the project needs to be re -studied in terms of the circulation, the drop-off and retail. He thinks it could have an improved streetscape and driveways. Member McCoy said the project may need more shading. He suggested watching the spacing of the Date Palms along the driveway (too close); and noted concern about too much landscape lighting. He also noted concern about the dog park area- the edge could use reworking. Member Lockyer likes the stone selection, but not the ashlar cut. He questioned if the Corten will stain the stucco exterior; and suggested looking at other materials. He 4 Architectural Advisory Committee Minutes City of Palm Springs December 3, 2018 noted concern with the retail building design- not related in form to the main building. He'd like to see the land scapelhardscape in more detail. Member Cassady concurs with most of the comments. He has no issue with the southeastern corner. He noted concern about the use of Corten steel; and thinks the circulation needs to be re -studied. Vice Chair Jakway expressed concern about 3 driveways on Hermosa. He thinks more guest parking is needed; and the parking garage needs more light/air- possibly use screens @ garage level; use of screens and stone should connect all 3 levels; retail building parapet too tall/heavy- he suggested dropping the height to give it more variation. Chair Song said there are circulation issues, issues with the center tower design and coordination with retail building. Jakway, seconded by Lockyer to continue and resubmit new plans. AYES: Cassady, Doczi, Lockyer, McCoy ABSTAIN: Rotman Member Rotman re-entered the Large Conference Room. A recess was taken at 5:03 pm. The meeting resumed at 5:12 pm. 4. GALLERY HOMES REQUESTING APPROVAL OF FINAL PDD PLANS FOR 50 SINGLE-FAMILY RESIDENTIAL UNITS IN PLANNING AREA 41B WITHIN PHASE 1 OF THE MIRALON DEVELOPMENT LOCATED AT 801 SUNRISE WAY, ZONE PDD 290, SECTION 35 (CASE 5.0982-PD 290 1 TTM 31848-1). (ER) Introduction by Planning Commission Subcommittee. Principal Planner Robertson presented background details on the comments and suggestions made by the AAC and Planning Commission subcommittee. RICK HAUSER, owner, Gallery Homes, provided details on his company and introduced his design team. COLIN LIU, Robert Hidey Architects, provided details on the elevations, architectural design, materials, various elements on different models, house layouts with amenities, simulated views of the plan elevations. Member Rotman referenced Plan 1 C (page 8), would like to see the eyebrow align with 5 Architectural Advisory Committee Minutes City of Palm Springs December 3, 2018 the top of the windows. Eyebrow over garage does not make sense. On page 11- the location of posts and relationship to yard and the front wall. On page 13, the canopy over the garage door does not make sense- he asked how far the canopy extends over the garage door- (18"); and on page 14, he does not like the vertical fiber cement and thinks it looks too busy. Member McCoy referenced page 10, he questioned how the fiber cement panels come together at the corner- (MITRE joint); and noted concern about the collection points for blowing sand in the corners of the building. Member Doczi thinks the landscape should address the side unit; gates to the side yard; and show two units side -by -side in the landscape plan. Planning Commission Subcommittee Member said the rear -yard landscape adjacent to the olive grove needs to be shown- portion that Miralon is providing. Member Lockyer said he's not clear on what they are looking at and is overwhelmed. Planning Commission Subcommittee Member Hudson thinks a more useful tool may be a streetscape with the trees- a street scene. He thinks what they are seeing right now does not do the design justice and is not a good visulation. Member Lockyer thinks generally it's going in the right direction; he questioned what type of CMU block on Plan 2B (page 11), not sure if the notches on the wall are necessary; slot detail on front wall not necessary; and eyebrow over garage- (page 8), the eyebrow to cover over the front gate. Member Rotman suggested using only two canopies on the front elevation- (page 11). Member Cassady referenced on pages 8 & 14, the horizontal lines do not align. Planning Commission Subcommittee Member Weremiuk said the driveways should be 18' minimum; and infinity wall may impede a car. Vice Chair Jakway said he does not see the location of A/C equipment; on page 7, round steel column is out of place and thinks it could be eliminated; on page 17, the off- set between 1-story and 2-story, eliminate the infinity wall at second floor in the back; and side -yards are very flat- they need modulation. Lockyer, seconded by McCoy to continue to allow the applicant to make revisions per comments: • Plot plan- location of each plan on the lot. • Landscape plan- streetscape with trees and including rear easement. 6 Architectural Advisory Committee Minutes City of Palm Springs December 3, 2018 AYES: Cassady, Doczi, Lockyer, McCoy, Rotman, Jakway, Song COMMITTEE MEMBER COMMENTS: None. STAFF MEMBER COMMENTS: • AAC meetings will be held in the Large Conference Room in 2019.
