ROLL CALL: Committee Members Present: Cassady, Doczi, Lockyer Mc Coy, Rotman, Vice Chair Jakway, Chair Song Committee Members Excused: None. Planning Commission Present: Doug Hudson Staff Present: Planning Director Fagg, Associate Planner Mlaker REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 12:00 pm on November 1, 2018. ACCEPTANCE OF THE AGENDA: Member Doczi noted his abstention on Item 3. Member McCoy noted his abstention on Item 2. Rotman, seconded by Cassady to accept the agenda, as noted. AYES: Cassady, Doczi, Lockyer, McCoy, Rotman, Jakway, Song PUBLIC COMMENTS: None. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: JUNE 18, 2018 Cassady, seconded by Jakway to approve minutes, as presented. AYES: Cassady, Jakway, Song ABSTAIN: Doczi, Lockyer, McCoy, Rotman NEW BUSINESS: Architectural Advisory Committee Minutes City of Palm Springs November 5, 2018 2. HOLLYWOOD ORANGE PROPERTIES, LLC, REPRESENTING GROCERY OUTLET FOR A MINOR ARCHITECTURAL APPLICATION FOR THE EXTERIOR REPAINT OF AN EXISTING RETAIL BUILDING AND NEW PARKING LOT LANDSCAPING; AND RELATED GROCERY STORE USE WITHIN THE CENTRAL BUSINESS DISTRICT LOCATED AT 350 SOUTH PALM CANYON DRIVE, ZONE CBD, SECTION 10 (CASE 5.1456 CUP). (GM) Member McCoy recused himself from this project and would not be participating in the discussion or vote, as he owns property within the notification radius. Associate Planner Mlaker presented the proposed grocery store repaint and landscaping as outlined in the staff memorandum. Member Doczi questioned if there is a required street tree on Palm Canyon and Indian Canyon. Member Cassady asked about the historical configuration of the build inglglazing. Chair Song questioned if the brick has been painted- (no). KATIE CHARD, representing Grocery Outlet, introduced the design team, spoke on the building colors, cart containment and trash collections. RICHARD BURROUGHS, project architect, addressed questions pertaining to the existing light fixtures. JACOB GLAZE, civil engineer, addressed questions pertaining to enhancement of entrance. Member Doczi questioned if any replacement of the decorative light fixtures was done - (no). He asked if there is a better way to define the walkway to the front door. Member Rotman asked what the rationale was of removing the storefront at the new front door. He questioned if it can be integrated into the existing storefront; and what will be placed behind the storefront windows- (graphics). He verified if the cart storage will be screened. Member Lockyer requested information on the location of the trash enclosure, cart storage and any other equipment on exterior. He expressed concern about the placement of the sign. Member McCoy questioned the use of graphics on storefront and noted concern about seeing the racks through the storefront window and would like to see more landscaping Architectural Advisory Committee Minutes City of Palm springs November 5, 2018 in the parking lot. He noted that the metal screen at the loading dock and trash enclosure gates are damaged. Chair Song questioned if the light poles would be retained- (will be replaced); and if the wall pack units would be removed- (yes). She thinks the color scheme should be cooler -toned colors and shading may be needed at the front entry. She questioned if the handicapped parking could be placed further apart for greater access to the front door. Comments: Member Doczi said he has concerns with the circulation, parking and entry. He thinks there are some opportunities to restudy the entry area and better define it- the corner that meets the adjacent building is a blank wall and ramp. He said on the north side of the building- the one-way parking may be better with a curved area at the end of the handicap parking aisles or is existing street wide enough to make it a two-way. This is a confusing area with a lot of hardscape and the north side of the building needs to be looked at in terms of site planning and design. He thinks there are opportunities for enhanced landscaping on both frontages and screening of cart area. Member Rotman thinks there are missed opportunities in terms of creating a sense of entrance and presence from Palm Canyon. He noted 16' sliding doors are off -center from the bay that looks like it's based on the dimension of the bargain promos and would like to see the entrance to it look like an entry. He'd like to see if they could maintain the storefront on both bays and integrate the entry; needs a decorative element in place of wall lights; enhance parking lot, and cart storage needs to be screened. Member Lockyer thinks the palms in the parking lot should be replaced. He suggested "no parking" along the west side of the building and adding landscape beds in front of the recessed stucco walls and relocate the handicap parking with use of landscaping to enhance the building. He wonders if the signage placement would be better in the recessed area on the west and east side of the building along the elongated arch instead of on the fascia/parapet. He'd like to see re -use of the existing storefront glazing and screen cart storage with landscaping. Member Cassady agreed with the previous comments and thinks the front entrance is a missed opportunity. He said the building is a bit underwhelming as it's reached its current state and suggested reconfiguring the parking lot and eliminating the angled parking spaces. He said by doing this it would remove the awkward drive lane on the north side of the building and would gain space and attract attention to the front main entrance. Vice Chair Jakway thinks there's an opportunity on the archways (Indian Canyon and north side) to put in metal trellis with espalier for plants; the colors are old fashioned 3 Architectural Advisory Committee Minutes City of Palm Springs November 5, 201 a and suggested working with grays to respond to adjacent buildings; and soften the parking by reconfiguring the parking especially along the north side. Chair Song thinks all the comments given today are doable in which the project will be greatly improved. She thinks a subcommittee could review the issues. Director Fagg reported that because they are not adding square footage to the building the code does not require them to modify their parking lot; however, we'd like to see enhancements in the current landscape. Lockyer, seconded by Cassady to approve subject to subcommittee review (Lockyer and Doczi) of the following: 1. Maintain the existing storefront on both of the bays on the west side of the building; and center entry door within that bay. 2. Re -consider the entry sequence that may involve moving some of the handicap spaces over and the treatment in front of the entryway. 3. Review screening material for the wall in front of the cart storage (opaque wall and consider landscaping). 4. Texas Ranger may not do as well along east frontage of building; re -think the plant materials. 5. Color scheme- use more cool tones and look at colors of adjacent buildings. 6. Landscape the entire west and east facade with archway trellis, if possible. AYES: Cassady, Doczi, Lockyer, Rotman, Jakway, Song ABSTAIN: McCoy Member McCoy re-entered the Council Chamber. 3. GARNET PROPERTIES 2014, LLC FOR AN AMENDMENT TO A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A TWO- STORY 103,600-SQUARE FOOT CANNABIS CULTIVATION AND DISPENSARY FACILITY CONSISTING OF FOUR (4) SEPARATE BUILDINGS LOCATED AT GARNET ROAD AND THE INTERSTATE 10 OFF -RAMP, ZONE M-1-P, SECTION 23 (CASE 3.4068 MAJ). (GM) Member Doczi recused himself from this project; and would not be participating in the discussion or vote and left for the remainder of the meeting. Associate Planner Mlaker presented the proposed project to construct a second floor at the cannabis cultivation and distribution building as outlined in the staff memorandum. Member Rotman verified the height of the building and parapet configuration. 4 Architectural Advisory Committee Minutes City of Palm Springs November 5, 2018 Member McCoy verified if there has been any significant change to the landscape plan and perimeter wall- (no). JIM CIOFFI, project architect, stated that this project is identical to the one that was previously approved; everything was just raised up. He provided details on the minor design changes to the building. Member Rotman verified the height of Building 4- (elevation needs to be corrected). Member Lockyer verified if alterations were made to landscape plans- (no). Chair Song questioned if the 20 extra spaces could be eliminated- (want to leave in place for flexibility of leasing). Cassady, seconded by Rotman to approve, as submitted. AYES: Cassady, Lockyer, McCoy, Rotman, Jakway, Song ABSTAIN: Doczi COMMITTEE MEMBER COMMENTS: • Request that AAC/RSPB to be involved when historic signs are planned to be removed. STAFF MEMBER COMMENTS: • Appoint two AAC Members to serve on Ad Hoc Design Subcommittee to simplify AAC process for larger projects on an as needed basis (Rotman and Jakway). • Review of AAC Process by Planning Commission and AAC. • No additional meetings this month. ADJOURNMENT: The Architectural Advisory Committee adjourned at 4:45 pm to the next regular meeting at 3:00 pm, Monday, December 3, 2018, Council Chamber, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
