CALL TO ORDER: Chair Jakway called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 5:00 pm on September 12, 2019.
ACCEPTANCE OF THE AGENDA:

UNFINISHED BUSINESS:
1. THE BOURESTON COMPANIES, LESSEE, FOR A MAJOR ARCHITECTURAL
APPLICATION TO CONSTRUCT A 35,000-SQUARE FOOT MEDICAL OFFICE
BUILDING, PAD SITE FOR FUTURE BUILDING, AND OTHER RELATED ON -
AND OFF -SITE IMPROVEMENTS ON A 3.76-ACRE SITE LOCATED AT THE

Associate Planner Mlaker provided an update on the revisions made to the project as
outlined in the staff memorandum.
Vice Chair Rotman questioned if the previous drawings are available to compare with
the modified version- (staff will provide drawings).
Chair Jakway verified if the power lines would be required to be underground and
location of bus stops.
DAVID SMITH, West Group Designs, applicant, provided details on the modifications
including pedestrian circulation, bus stop, elevations, building articulation and
landscaping.
No public comments.
A recess was taken at 3:24 pm. The meeting resumed at 3:30 pm.
AAC Comments:
Member Walsh thinks it is an excellent site plan and hits the mark. He said the revised
elevations are an improvement compared to the previous rendering. He said the
functionality of the building is there and supports the project.
Vice Chair Rotman concurred with Member Walsh.
Chair Jakway requested consideration of a more contemporary stone.
Rotman, seconded by McCoy to recommend approval to Planning Commission.

NEW BUSINESS:
2. REQUEST BY DAVID NAVARRO OF CONSERVE LANDCARE, ON BEHALF
OF SUNRISE EAST HOMEOWNERS ASSOCIATION, INC., FOR MINOR
ARCHITECTURAL REVIEW APPROVAL FOR THE CONVERSION OF 20,000
SQUARE FEET OF TURF TO DESERT LANDSCAPE AT THE SUNRISE EAST
CONDOMINIUM COMPLEX LOCATED AT 2251 EAST MESQUITE AVENUE,
PD-38, SECTION 24 (CASE NO. 3.1313). (NK)

Associate Planner Kikuchi gave a presentation of the proposed desert conversion as
outlined in the staff memorandum.
Vice Chair Rotman asked for verification of the distance from the curb to the property
line on the corner staff has a concern with the cutback area.
Member McCoy verified that staff recommends adding more trees and that no existing
trees would be removed- (yes).
Chair Jakway questioned if the corner cutback needs to be in effect at the driveway
where people are leaving the complex.
DAVID NAVARRO, representing Sunrise East HOA, said the design focuses on an arid
landscape. He said the biggest concern the HOA has is having plant material block the
street since it is a very busy street.
AAC Comments:
Member McCoy said the plants are beautiful but has a concern that the Agave
Tequilana is big and sharp. He recommended planting it at its full size so it will not
intrude on curb or sidewalk. He also pointed -out that the Sticks on Fire on the corner in
question grow to be very large- (they will consider a plant substitute that stays low).
Chair Jakway appreciates adding trees to the corner cutback and removing the lower
plant material so that people can see because it is a very busy street. He questioned if
the corner tree could be moved toward the walls of the project- (yes).
McCoy, seconded by Walsh to approve with added conditions:
1. Include shade trees in plant palette; staff shall review the new trees.
2. Staff shall review proposed plants (Agave Tequilana) and placement.
3. Relocate the proposed Mimosa and Mediterranean Fan Palms out of the
corner cutback area.
4. Provide visibility in corner cutback area.

3. REQUEST BY ANA ESCALANTE, AIA, ON BEHALF OF DONALD KICK, FOR
A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 2,513
SQUARE -FOOT SINGLE-FAMILY RESIDENCE ON AN UNDEVELOPED
HILLSIDE PARCEL LOCATED AT 2100 TUSCAN ROAD, ZONE R-1-B,
SECTION 3 (CASE NO. 3.2978 MAJ). (NK)
Associate Planner Kikuchi presented the proposed hillside single-family residence as

outlined in the staff memorandum.
Member Walsh requested clarification on the vacation process and access to the
property.
ANA ESCALANTE, project architect, provided details on the building architecture,
elevations, structural and concrete beams and types of materials.
Member McCoy verified the turf area and tree inside courtyard. He suggested
reconsideration of the Pepper tree because it is very messy. He noted the upward and
downward lighting and verified if it could be eliminated- (yes). He suggested MR16
lighting.
Chair Jakway questioned if the louvers are moveable and type of material. He
questioned if guardrail will be installed outside the sliding glass doors to the pool deck.
He questioned if thought was given to the driveway continuing as a circular drive. He
verified details on the height of the walls and the standing seam panels.
AAC Comments:
Member McCoy's said it is a beautiful house and it is nice to see something of this
scale. He concurred with the comment pertaining to the driveway.
Member Walsh said it is a wonderful scale and instant tidiness to the floorplan. He
thinks they have done well dealing with the site that has a 10-foot fall on the corner and
fits great into the neighborhood.
Vice Chair Rotman thinks it is a wonderful home.
Chair Jakway thinks it is an instant classic. He questioned if more landscaping will be
needed near Jacuzzi to provide more privacy.
Vice Chair Rotman questioned about safety, requirements for fencing around the
Jacuzzi- (will be reconsidered). He would like to see the resolution to the fencing and
space around the pool for maintenance.
Rotman, seconded by McCoy to recommend approval to the Planning Commission and
return with changes as follows:
1. Fencing and access issues around the pool.

A recess was taken at 4:40 pm. The meeting resumed at 4:53 pm.
4. PALM CANYON RESORT (VERIZON WIRELESS) FOR A CONDITIONAL USE
PERMIT TO INSTALL A WIRELESS COMMUNICATIONS FACILITY
CONSISTING OF THREE (3) 9'-6" TALL SCREENS TO CONCEAL PANEL
ANTENNAS ON THE ROOF TOP OF AN EXISTING TIME SHARE BUILDING
LOCATED AT THE PALM CANYON RESORT AND SPA AT 2800 SOUTH
PALM CANYON DRIVE, ZONE R-3 (CASE NO. 5.1471 CUP). (GM)
Associate Planner Mlaker presented the proposed wireless antenna as outlined in the
staff memorandum.
Member Walsh questioned if the units are condominiums or holiday resort- (time-share
units). He verified the antennas would not be visible on Palm Canyon- (yes, only on
secondary streets). He asked for clarification on the antenna screening.
Vice Chair Rotman questioned if a visibility study could be done to determine the height
of the antennas.
Chair Jakway verified the height of the building.
RACHEL DAVIS, on behalf of Verizon Wireless, said they originally looked at the golf
course area and different locations. She provided details pertaining to the location of
the antennas, design and equipment screening. Ms. Davis was available for questions.
Vice Chair Rotman verified that the height of the antennas are determined by the
location on the roof. He questioned if there are plans for co -locators to be added to the
antennas.
Member McCoy questioned if the antennas could be done with shorter and wider
antennas- (it has to be this height for this type of antenna for the most efficient signal).
AAC Comments:
Member McCoy is having a hard time with the proportion and placement of the
antennas. They are extremely visible all the way around and thinks it needs more work.
Vice Chair Rotman would like to see the arched pediment removed, he does not think it
proportionally fits the building. He would like to see the reticular elements incorporated
onto the design. He would like to see a visibility study to try to bring down the height of
the antennas.
Member Walsh thinks the scale is not proportionate to the building.

Chair Jakway thinks the equipment enclosures should be wider to improve the
architecture and the arched pediment should be removed. He spoke in favor of a
visibility study.
Member McCoy said he resides in this part of town and would like to have better
cellular service.
Rotman, seconded by McCoy to deny the application and restudy the screening and
consider a visibility study.
