CALL TO ORDER: Chair Jakway called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm on Thursday, August 29, 2019.
ACCEPTANCE OF THE AGENDA: The agenda was accepted, as presented.

SQUARE FEET OF TURF TO DESERT LANDSCAPE AT 1201 BIRD CENTER
DRIVE, M-1-P ZONE, SECTION 7 (CASE NO. 3.3106 MAA). (NK)
Associate Planner Kikuchi gave a presentation on the proposed desert conversion as
outlined in the staff report.
Chair Jakway verified new lighting and signage is being proposed- (no, only landscape).
Member McCoy verified if the existing trees are remaining due to the desert conversion -
(yes).
Member Lockyer verified the original landscape plans were approved.
MEMBER COMMENTS:
Member Lockyer agreed with staff comments that the project looks under -planted and
lacks variety. He said plans are unclear- they do not include the number of trees,
variety and insufficient trees.
Member Walsh concurred with Member Lockyer.
Lockyer, seconded by McCoy to deny the proposed landscape with direction to
applicant to study the following:
1. Under -planted and insufficient variety of plants do not meet requirements of
Landscape Guidelines.
2. Shade and tree coverage does not meet guidelines.
3. Plans are unclear and incomplete.

5. THE BOURESTON COMPANIES, LESSEE, FOR A MAJOR ARCHITECTURAL
APPLICATION TO CONSTRUCT A 35,000-SQUARE FOOT MEDICAL OFFICE
BUILDING, PAD SITE FOR FUTURE BUILDING, AND OTHER RELATED ON -
AND OFF -SITE IMPROVEMENTS ON A 3.76-ACRE SITE LOCATED AT THE
NORTHWEST CORNER OF NORTH SUNRISE WAY AND EAST TAHQUITZ
CANYON WAY, NC ZONE OF SECTION 14 SPECIFIC PLAN (3.4132 MAJ &
TPM 37738). (DN)
Associate Planner Newell gave a presentation of the proposed medical office as
outlined in the staff report.
DAVID SMITH, project architect, said they can work with the meandering sidewalk to
improve the east elevation. He provided details on the elevations, bus shelter design,
lighting plan, parking and landscaping. He was available to answer questions from the
Committee.
AAC Comments:
Member Poehlein thinks the site plan is well done; but the bus shelter needs a
pedestrian connection to building. He suggested an eyebrow for shadow relief on the
east elevation without encroaching on the setback.
Member Lockyer encouraged more variety of plants and layering of heights throughout
the landscape. He suggested a different trash enclosure location where it's not the
focal point. He would like to see what type of stone is used on the building to the south.
He thinks the building is bland and minimal- and suggested more articulation and richer
materials used along the main fagade. He suggested connecting the staff patio to the
garden using landscape to create a more inviting break area.
Member Walsh suggested simplification and consistency with the elevations. He thinks
the landscape will be nice once the trees mature.
Member McCoy concurred with the comments about the architecture. He suggested
adding plantings between the curb and sidewalk on the Sunrise elevation and a warm
temperature for the lighting color.
Vice Chair Rotman commented that the bus stop needs pedestrian access to the
entrance. He thinks the height of the windows should be proportionate to the elevation.
He would like to know the rationale for the changes on the elevations and suggested
moving the trash location to a less prominent area.
Chair Jakway would like to see that the applicant works with the height of the building.
He suggested a variety of heights on the parapet wall to screen mechanical equipment.

He agreed adding a walkway (connection) from the bus stop to the building.
Lockyer, seconded by Rotman to deny with direction to the applicant to study the
following:
1. Pedestrian circulation — Pedestrian connection through the site needs to be
considered from bus stop on Tahquitz Canyon Way to office building entry.
2. Building elevations, generally —
a. Rhyme and reason of building materials/composition could be done more
successfully.
b. Stone material needs to be selected carefully, if used.
c. Scale and overall height seems too large for one-story building.
d. Mechanical screens on roof need to be adequate in height for type of
mechanical needed for this type of facility.
3. East (Sunrise) elevation —
a. Needs additional treatment/articulation.
b. Might consider using screening material and/or plant materials to soften
elevation.
4. Landscape materials —
a. Install palm trees in sidewalk along Tahquitz in accordance with Section
14 plan.
b. Landscape is un-layered; consider mid -height plant materials within
setback areas.
5. Trash enclosure — Relocate so it is not directly visible from Sunrise Way entry.
6. Employee break area near corner could be done more creatively; might consider
incorporating/expanding into landscape area.
7. Lighting — Use warm lighting color temperatures.
8. Committee concurred with staff report recommendations.

6. CHARLES COMPANY FOR AN AMENDMENT TO THE FINAL
DEVELOPMENT PLANS OF THE SPRINGS COMMERCIAL CENTER TO ADD
TWO NEW DRIVE -THROUGH RESTAURANT BUILDINGS TO THE
SHOPPING CENTER LOCATED AT 5200 RAMON ROAD, ZONE PDD 291,
SECTION 17 (CASE 5.0984-PD-291). (ER)
Associate Planner Mlaker presented the proposed two (2) new drive -through
restaurants as outlined in the staff report.
SARAH WITHARD, Charles Company, provided details on the parking circulation and
noted that new landscaping and irrigation system will be installed. She was available to
answer questions from the Committee.

Chair Jakway verified the building elevations are the actual ones or if they will change.
Vice Chair Rotman verified the landscape screening and trash enclosure location.
Member Walsh thinks the vehicular circulation does not address the corner use for the
two restaurants.
Comments:
Chair Jakway suggested removing 12 parking spaces on the south side of Building I
and adding more islands between the spaces.
Member McCoy expressed concern with vehicular access and traffic flow in this area.
Vice Chair Rotman would like to see the colors of the building. He noted concerns with
parking and suggested more enhanced paving.
Rotman, seconded by Poehlein to recommend approval of architecture of Buildings M &
N, with direction to applicant to return for further review on:
1. Landscape and site plan.
2. Submit elevation of exposed wall on Building I.
3. Address parking between buildings M & N.
