CALL TO ORDER: Chair Jakway called the meeting to order at 3:00 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 4:00 pm Thursday, July 11, 2019.
ACCEPTANCE OF THE AGENDA:
Members Doczi and McCoy noted their abstention on Item 2 (Pinnacle Palm Springs -
Lot 10).
Jakway, seconded by Poehlein, to accept the agenda as presented.

PUBLIC COMMENTS:
ERIC CHIEL, representing ONE PS, provided details on the publication- ONE PS Guide
to Neighborhoods and distributed a copy to the AAC members.

UNFINISHED BUSINESS:
2. PINNACLE PALM SPRINGS, LLC, FOR A MAJOR ARCHITECTURAL
APPLICATION FOR THE CONSTRUCTION OF A 4,527-SQUARE FOOT
HOUSE ON A HILLSIDE LOT LOCATED AT 1730 PINNACLE POINT (LOT 10),
ZONE PDD 79. (CASE 3.4099 MAJ) (GM)
Members McCoy and Doczi abstained on this project and left the Large Conference
Room at 3:02 pm.
Associate Planner Kikuchi gave a presentation on the proposed hillside house as
outlined in the staff report.
Member Walsh noted that the majority of the items have been addressed; however he
asked for clarification about shifting the building to the north. He verified the overhang
is allowed in the front yard setback and confirmed the height of building.
BRIAN FOSTER, applicant, provided an overview on the modifications made to the
project. He demonstrated the light fixture they will be using designed to eliminate light
glare.
Vice Chair Rotman noted the main stucco color looks too "minty" and suggested
reconsidering it.
Chair Jakway verified the colors; noting that the grey color has a hint of green.
Member Poehlein agrees the color is a little off; but other than that all the other issues
have been addressed.
Member Walsh said that there are many lots developed on this site that need an
exception to the building envelope but is aware that the lot dimensions are problematic.
He said there is a large amount of west -facing unprotected glass that will create a huge
amount of solar heat that won't be solved with architectural elements.
Vice Chair Rotman recommended the color change (green tint).
Chair Jakway noted that it's a challenge for the developer to take a hillside lot and
create a flat design. He said the projection of the side element to the left of the block
panel that comes out to the setback is not a usable architectural element and thinks it
adds to the style and character of the house. He has no problem supporting this

reduced set -back and supports the reduced setback at the garage so they can build -out
the front of the wall- and inset the door a little more than the 6" inset. He verified that
the height of parapet wall will shield the solar panels.
Public Comment:
JEMMA MARSHALL, part of architectural board for Pinnacle Point, stated that they are
looking at the overall development and not one house at a time. She said they are
concerned how much light is coming from the hill and the lighting plan is not available
until late in the process.
JOHN MCCOY, (speaking as a resident of Palm Springs) said this house imposes more
than a two-story house, in the way it's designed, with an 18 foot wall that faces the
neighborhood. He expressed concern with running water from the Swale that goes to
the retention pond.
BRIAN FOSTER, applicant, addressed the previous public testimony relating to the
lighting concerns; noting that they welcome the HOA and homeowners reach out to
them with their concerns and they will gladly incorporate them into the design.
Member Comments:
Member Walsh reiterated that the improvements have been from the previous review.
He said the only additional item is the overhang extension does not need to go to the
ground but to the garage door and it lacks solar shading.
Vice Chair Rotman would like to see future designs more sensitive to solar exposure
and the some concerns of the neighbors taken into consideration. He suggested
finding a way to design it in such a way that there is less impact.
Member Poehlein said their concerns were addressed; and noted that the exposure
from the living room is almost 40 feet back from the edge of the property line on the
west. He doesn't think there will be a massive amount of light bleed past the edge of
the site.
Chair Jakway thinks moving forward if there were more attention on future houses that
are designed in this development to be concerned and creative to control the solar to
the house. He's more concerned with the light going in than the lights going out
because the 40 foot setback makes the light bleed stop. He agrees with homeowners
comments about the light of houses will add an impact.
Member Walsh thinks there is a missing link between the functional addressing of solar
control and the elevations.
Poehlein, seconded by Jakway to recommend approval with changes:

1. Change the proposed stucco color and eliminate the green hue.
2. Add a cantilever overhang to the garage.

A recess was taken at 4:04 pm. The meeting resumed at 4:11 pm.
NEW BUSINESS:
3. CHRISTOPHER HOMES REQUESTING APPROVAL OF FINAL PLANNED
DEVELOPMENT PLANS FOR 70 SINGLE-FAMILY RESIDENTIAL UNITS
WITHIN PHASE 1 OF THE MIRALON DEVELOPMENT LOCATED AT 801
SUNRISE WAY, ZONE PDD 290, SECTION 35 (CASE 5.0982-PD 290 / TTM
31848-1). (ER)
Principal Planner Robertson presented the staff report on the proposed project as
outlined in the staff report.
Chair Jakway provided a brief update on the subcommittee meeting with the applicant.
Public Comment:
PATRICK MC CABE, Christopher Homes, provided details on elevation plotting, plan
variation, street scene, massing, and plant color palettes.
Member McCoy questioned if the subcommittee's concerns were met- (one of the
things that was addressed was the heavy massing above the garage doors and patio
covers.)
Member Doczi verified if the interior courtyards would be installed by the homeowners -
(yes). He questioned if any restrictions were made about material being placed on the
adjacent unit's wall- (pools will be installed as a standard feature with surrounding
concrete with a fence in between and is not zero lot -line. He suggested because of the
conditions in this area to increase plant material size from 1 gallon to 5 gallon and
change palm trees to the Native California fan palms.
Rotman, seconded by Poehlein to recommend approval with changes:
1. Plant material sizes shall be in 5 gallon.
2. Install Native California Fan Palms.

3. ELECTION OF OFFICERS —
Poehlein, seconded by McCoy to reappoint Jakway as Chair and Rotman as Vice
Chair.
