ROLL CALL: Committee Members Present: Doczi, Lockyer, McCoy, Poehlein, Walsh, Vice Chair Rotman, Chair Jakway Committee Members Excused: None. Planning Commission Present: Doug Hudson Staff Present: Planning Director Fagg, Associate Planner Mlaker, Principal Planner Robertson REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 4:00 pm on Thursday, January 31, 2019 ACCEPTANCE OF THE AGENDA: Rotman, seconded by Lockyer to accept the agenda as presented. KOAR PALM SPRINGS, LLC, FOR A MAJOR ARCHITECTURAL Architectural Advisory Committee Minutes February 4, 2019 City of Palm Springs APPLICATION FOR THE CONSTRUCTION OF A 94-UNIT, THREE (3) STORY CONDOMINIUM BUILDING AND 8,514-SQUARE FEET OF RETAIL SPACE WITHIN TWO (2) SEPARATE BUILDINGS LOCATED AT 1122 EAST TAHQUITZ CANYON WAY, ZONE REO, SECTION 14 (CASE 3.4105 MAJ). (GM) Vice Chair Rotman noted his abstention and would not be participating in the discussion and vote on this Item. Associate Planner Mlaker provided an update on the changes made to the proposed project as outlined in the staff memorandum. Member Walsh verified conformance with the height limit. Chair Jakway questioned if Andreas has been abandoned- (yes, it will be); and verified if parking will be required for the restaurant- (only if open to the public). JERRY SHERMAN, project architect, provided a PowerPoint presentation on the changes made to the project pertaining to elimination of the driveway and one of the buildings, Dog Park, circulation, landscaping and architectural stone wall. PETER MOWERY, CO2 Collaborative, landscape architect, addressed questions and comments from the AAC's previous review pertaining to the landscape design, lighting and water feature at the entry. Member Poehlein questioned the use of the parcel labeled for future development; and verified access from Hermosa to the retail building parking lot. Member Walsh verified the dog park use- (Loren Ostrow responded that it is an amenity for residents); construction type- (podium with wood construction above); and depth of deck structure. He questioned justification of the location of metal panels. Mr. Walsh noted concern with the lack of shading at the center tower and balcony furniture (glass railings). Member McCoy said that the dog park has greatly improved. He verified the specifications for the site lighting. He thinks the light may impact the residential units (top of fixture will be below floor line) and noted concern with the parking lot lighting along the Tahquitz Canyon frontage. Member Doczi expressed concern with the circulation plan; he thinks the guest parking is too far from the entrance. Member Lockyer verified the water feature at entrance and questioned if there is public 2 Architectural Advisory Committee Minutes February 4, 2019 City of Palm Springs access to the dog park- (no). He verified details of the wall at the dog park and questioned why the ashlar cut was chosen for the stone veneer. Mr. Lockyer verified if the Corten panels are sealed- (yes). Chair Jakway noted concern with the lack of natural light in the parking structure. He verified if fire trucks have truck access to the rear of the property. He questioned where the mechanical equipment will be placed- (behind the parapet on the retail building; the condensers will be on the roof). He asked how the trash will be removed- (in garage, will be pulled outside); he questioned the parcel line through the middle of the dog park - (map will be corrected); and verified if the water feature could be replaced with the planting. Member Poehlein noted concern with the location of the barbecues. Member Doczi questioned if it conforms to the landscape requirements of the Section 14 Plan- (will be conditioned). He has issues with the drop-off and circulation plan; and would like to see the driveway areas consolidated to reduce paving area. He would like to see a shade study on the pool area. Member Lockyer said that the entry area feels like a heat island- it needs shading, water -feature and needs landscaping. He expressed concern about the Corten steel dripping rust on the white stucco and would like to see the stone veneer come back to the AAC. He thinks the dog park feels like a prison yard and needs to be more open. Member McCoy thinks the lighting is still a concern and the palm tree spacing at the driveway is too close and will obstruct views. Member Poehlein noted issues with the circulation and thinks the pavement needs to be reduced. He noted concern about the Corten dripping on the stucco and suggested using powder coated steel instead. He suggested more barbecues be provided. Member Walsh thinks the screen placement seems arbitrary. He's concerned with the maintenance of the Corten steel, dog park fence and artwork at the water feature. Chair Jakway agrees with replacing the Corten steel with powder -coated metal. He thinks the stone should not be monochromatic and is comfortable with the architecture with minor changes. He thinks the dog park could possibly be behind the retail; and thinks the amenity package is amazing. He said the biggest concern is resolution of the circulation. Lockyer, seconded by McCoy to recommend approval to the Planning Commission with AAC comments: 1. Corten steel- change details or propose alternate material. Landscape at water feature at entrance. 4. Dog park/wall/fencing 5. Re -assess height and configuration of site lighting. 6. Provide additional barbecues for residents. 7. Trash access and pickup 8. STOUT BURGERS AND BEERS RESTAURANT, FOR A MINOR ARCHITECTURAL APPLICATION TO REVIEW OUTDOOR SEATING ENCLOSURE RAILINGS, WITH A LIGHTING AND MISTER SYSTEM FOR A NEW RESTAURANT WITHIN THE FIRST FLOOR OF THE ROWAN HOTEL LOCATED AT 100 WEST TAHQUITZ CANYON WAY, SUITE 130, ZONE CBD, SECTION 15 (CASE 3.4114 MAA). (GM) Associate Planner Mlaker presented the proposed restaurant as outlined in the staff memorandum. Member McCoy verified the details of the misting system. JEFF FELDMAN, applicant, provided details and was available for questions. Chair Jakway requested details on the vertical posts; he questioned why they extend higher than the horizontal bars. He asked if the misting system could be better integrated with the horizontal bars. STAN ASARO, Asaro Builders, responded that the misting can be embedded in the horizontal tubing. Member Walsh verified the lighting selection- (consistent with other lighting in the vicinity). He does not think the lighting goes with the building. McCoy, seconded by Poehlein to approve subject to: 1. Misting system shall be embedded in horizontal bars. 2. Height of vertical poles shall be even with horizontal bars. MICHAEL FLANNERY FOR A MINOR ARCHITECTURAL APPLICATION FOR EXTERIOR RENOVATIONS OF AN EXISTING TWO-STORY OFFICE 1 COMMERCIAL BUILDING LOCATED AT 750 NORTH PALM CANYON DRIVE, ZONE C-1111-3, SECTION 10 (CASE 3.3795-MAA). (ER) Member Lockyer noted a business related conflict of interest and would not be participating in the discussion and vote. Principal Planner Robertson presented the proposed exterior building renovations as outlined in the staff memorandum. Member McCoy questioned if the previous proposal had outdoor entertainment. Chair Jakway verified the AAC's scope of review. MIKE FLANNERY, applicant, said the property is adequately parked; and provided details on proposed changes. Vice Chair Rotman verified the finishes of the building and details of the patio cover. He questioned if the kitchen on the 2nd floor will be used by the restaurant on the first floor- (no). Member Poehlein said he would like to see a 3D rendering to understand how the massing works with the overhangs. Member Doczi asked where will the mechanical equipment be relocated from on the 2nd floor terrace- (up on the 2nd floor roof). He questioned if the new patio cover would impact the building to the south. Member Poehlein verified the construction and patio covered area. Comments: Member Doczi said he likes what's being proposed. However, he's concerned about the space/screening for the relocated mechanical equipment and how the patio cover interfaces with the patio. Member Walsh said he'd like to see a 3D images. Member Poehlein thinks the changes make the building more generic- he suggested the glass be set back to give it more depth. He's concerned that the outdoor dining area may be too dark. He's thinks the patio cover should have some openings to provide light; and likes removal of the parapet and railing. 5 Architectural Advisory Committee Minutes February 4, 2019 City of Palm Springs Member McCoy said it's difficult to understand the project without better renderings. He needs to see how it impacts all the structures and mechanical equipment. Vice Chair Rotman said he's concerned about the colors and would like to see colored and 3D renderings. Chair Jakway said he's concerned with the tinted windows and thinks the covered patio area looks oppressive. He said the two floors need to be cohesive in color and materials. McCoy, seconded by Poehlein to continue to allow the applicant to make the following changes: • 3D drawings • Roof plan (location of new equipment) • Material and details for metal fascia AYES: Doczi, McCoy, Poehlein, Walsh, Rotman, Jakway ABSTAIN: Lockyer COMMITTEE MEMBER COMMENTS: • Calendar invite for AAC meetings.
