CALL TO ORDER: Vice Chair Jakway called the meeting to order at 3:02 pm.

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 12:00 pm on Wednesday, January 16, 2019.

NEW BUSINESS:
3. THE MESQUITE CANYON ESTATES HOMEOWNERS ASSOCIATION
REQUESTING APPROVAL TO REMOVE ROUGHLY 41,000 SQUARE FEET
OF TURF AND REPLACE IT WITH A DROUGHT TOLERANT LANDSCAPE
DESIGN IN THE COMMON AREA PARKWAY ALONG MESQUITE DRIVE
BETWEEN SOUTH CERRITOS DRIVE AND SOUTH FARRELL DRIVE, (CASE
3.0219 MAA). (KL)

Associate Planner Lyon presented the proposed drought tolerant landscape project as
outlined in the staff memorandum.
Member Lockyer expressed concern with the scale of drawings and the fact that no
buildings are shown- (there is a perimeter wall). He'd like to see plans to scale and
show adjacent walls and buildings.
Member Poehlein questioned if the hedges will be removed- (no, they will remain).
Member McCoy questioned if the trees are being saved- (yes).
Chair Jakway questioned if the hedges on street side will remain- (applicant to clarify);
and asked if the existing trees will be pruned/shaped.
LESLIE KLEIN, Mesquite Canyon Estates HOA, stated they applied for a DWA grant;
and they would be doing the work in two phases.
PAUL ORTEGA, landscape designer, responded that the hedging on the property
owners' side of the wall provides privacy. He explained the south side (public facing)
meanders and is made up concrete block in part and wrought iron fencing. He said
other plantings are proposed where hedging is proposed to be removed.
Member McCoy requested legible plans; and questioned if the pine trees would be
removed and what will fill in the gaps. He noted concern about the longevity plan for
the mature trees- (could replace with Mexican Fan Palms, not pine trees). He asked if
they are willing to cluster plants as recommended by staff- (yes, will be on site).
Member Walsh questioned if the root guards will be in place to protect the sidewalk -
(will not be replacing major trees, not needed); and noted that pruning of existing trees
and behind the wall would clean it up.
Member Poehlein questioned if there is a mitigation plan for watering of existing trees -
(irrigation plan includes deep well water); and asked if the perimeter wall needs
refurbishing as landscaping is replaced.
Vice Chair Rotman questioned the timing of the phasing- (Feb. 15th for Phase 1; and
Phase II is not part of the grant and will happen over a couple of years).
Comments:
Member Walsh supports staffs recommendation.
Member Poehlein concurs with staffs recommendation.

Member McCoy supports Phase 1; however, is concerned about Phase II.
Vice Chair Rotman supports staffs recommendations and would like to have Phase If
come back for review.
Member Lockyer agrees with Member Rotman in having Phase II come back in a larger
scale to include walls and fences on the plans.
Chair Jakway said that he's comfortable with Phase I; but would like to see a
resubmittal of Phase II showing delineation of the block walls vs. wrought iron fencing
and retention of hedging materials.
Lockyer, seconded by Rotman to approve Phase I with staffs recommendation and
Phase II to return for AAC review with comments provided.

4. GALLERY HOMES REQUESTING APPROVAL OF FINAL PDD PLANS FOR
50 SINGLE-FAMILY RESIDENTIAL UNITS IN PLANNING AREA 4C WITHIN
PHASE 1 OF THE MIRALON DEVELOPMENT LOCATED AT 801 SUNRISE
WAY, ZONE PDD 290, SECTION 35 (CASE 5.0982-PD 290 1 TTM 31848-
1). (ER)
Principal Planner Robertson presented the proposed request for Final PDD plans for 50
single-family residential units within Phase I of the Miralon Development as outlined in
the staff memorandum.
RICK HAUSER, applicant, introduced the design team and was available for questions
ERIN HIDEY, project architect, provided details on the modifications to the project
pertaining to HVAC locations and overhangs, color schemes, mitered corners, roof
plans, elevations, accent material, reduction of awnings and front and rear street scene.
NICKY WOO, C2 Collaborative, landscape architect, provided details on the landscape
material, street trees, box sizes, block walls, hardscape and key design elements.
Member McCoy verified the street trees and street front landscape.
Member Rotman verified the groundcover materials.
Member Walsh verified the locations of the mailboxes- (Freehold Communities will be
placing the mailboxes).

Member Poehlein verified that the streetscape trees will be consistent throughout the
entire development- (yes).
Member Lockyer questioned the hardscape materials in the front yard area.
Member Lockyer verified the corner details- (will be mitered at corners) and how fiber
cement is attached.
Vice Chair Rotman verified the details of the corner window on Plan 1A; and the fiber
cement inset on Plan 4A.
Member Walsh noted concern about shading glass; verified the parapet heights and
screening; and questioned changes to the "infinity walls".
Vice Chair Rotman commended the applicant on the changes; and asked to re -look at
the stucco vs. fiber cement on Plan 1C and 3C.
Member Lockyer asked about the street scene and how front walls relate.
Chair Jakway appreciates the changes made by the applicant. He referenced page 22,
and suggested raising the window header to match the sliding glass doors. He
referenced page 24 and 32 and thinks there are too many reglets and suggested taking
some out.
Comments:
Vice Chair Rotman supports the changes and would like to see some of the comments
from today incorporated in the project.
McCoy, seconded by Lockyer to approve with changes:
1. Resolve front elevation on Plans 1 C and 3C relative to how stucco and fiber
cement panels meet.
2. Page 22, raise header of window to match sliding glass door heights.
3. Reduce and simplify reglets on side elevations (page 24 and page 32)

STAFF MEMBER COMMENTS:
• Regularly scheduled AAC meetings will be held in the Large Conference Room.
• Joint training session with Planning Commission tentatively scheduled for Feb.
27th.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 5:07 pm to the next regular meeting at 3:00 pm on February 4, 2019, City
