ROLL CALL: Committee Members Present: Doczi, McCoy, Poehlein, Walsh, Vice Chair Rotman, Chair Jakway Committee Members Absent: Lockyer Planning Commissioner Present: None Staff Present: Principal Planner Robertson, Engineering Associate Minjares, Associate Planner Mlaker REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 2:00 pm on Thursday, October 31, 2019. APPROVAL OF MINUTES: OCTOBER 7, 2019 Walsh, seconded by McCoy to approve minutes, as presented. AYES: DOCZI, MCCOY, WALSH, ROTMAN ABSENT: LOCKYER ABSTAIN: POEHLEIN, JAKWAY Architectural Advisory Committee Minutes November 4, 2019 City of Palm Springs UNFINISHED BUSINESS: None. NEW BUSINESS: 2. PS PROP CO HOLDING, LLC, FOR A MINOR ARCHITECTURAL APPLICATION TO AN EXISTING 12,000-SQUARE FOOT COMMERCIAL CENTER TO INCLUDE A FACADE REMODEL, LANDSCAPE IMPROVEMENTS, AND PARKING LOT RENOVATION OF THE SOSSA MARKET SHOPPING CENTER LOCATED AT 3700 EAST VISTA CHINO ROAD, ZONE M-1-P (CASE 3.3138 MAA). (GM) Associate Planner Mlaker provided the staff report highlighting the proposed renovation of the shopping center, new exterior facade, and updated landscape plan. No public comments. DAVE MADDEN, project architect, provided a project description and answered questions. Chair Jakway verified the sidewalk width in front of the in -line stores. He questioned if it is possible to move the center landscape island to gain more area along the street. He suggested removing the Rhus Lancea from the plant list and using the City Park across the street to guide the landscaping on the corner. He suggested re -thinking the serpentine wall along the street and placing the mechanical equipment on the roof screened. Vice Chair Rotman asked about the stucco type and color of the building. He suggested simplifying the architecture, adding eyebrows or some other shading to the front fagade and re -thinking the color selection to provide more contrast. Member Poehlein commented about the west facing fagade and solar control. He suggested simplifying the fagade. He would like to see locations for future signage as part of the AAC review and more contrast in colors. Member Doczi suggested enhancing the landscaping at the corners by adding boulders, rocks and plants to tie into the park across the street. Member Walsh suggested adding more depth to the front fagade to provide shading and simplifying the design. Member McCoy commented that trees planted near building would grow and block the signs or front entries. He suggested lowering the parking lot lighting under 4 K. Architectural Advisory Committee Minutes November 4, 2019 City of Palm Springs Chair Jakway, seconded by Vice Chair Rotman to recommend approval to the Planning Director with review by a subcommittee of revised plans addressing the following issues: • Simplify the building facade. • Revise landscaping at corners to add more interest, could introduce boulders and rocks, some mounding, signature plants. Use the park across the street as a guide. • Show possible sign locations on the building. • Place mechanical equipment on the roof. • Add solar shading on front facade. • Place pedestrian breaks in the parking lot planter area. • Re -think the wall along Vista Chino to provide breaks for interest. • Lower wattage of lights to 4K. • Building colors to be more contrasting so they don't fade together. • Remove Rhus Lancea from landscape plans.
