ACCEPTANCE OF THE AGENDA: McCoy, seconded by Walsh to accept the agenda, as presented. AYES: DOCZI, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY PUBLIC COMMENTS: MARK GREENBERG, on behalf of Avalon Pain Solutions, was available for questions. CONSENT CALENDAR: 1. APPROVAL OF MINUTES: SEPTEMBER 16, 2019 Rotman, seconded by McCoy to approve minutes, as amended. AYES: MC COY, WALSH, ROTMAN, JAKWAY ABSTAIN: DOCZI, LOCKYER, POEHLEIN Architectural Advisory Committee Minutes October 21, 2019 City of Palm Springs UNFINISHED BUSINESS: 2. EDDIE EDWARDS, ON BEHALF OF WCR HOLDINGS, LLC (DBA AVALON PAIN SOLUTIONS, INC.), OWNER, PROPOSING ALTERATIONS TO "HARLOW HAVEN", A CLASS 1 HISTORIC SITE LOCATED AT 175 EAST EL ALAMEDA STREET (APN: 505-285-012) AND "THE CRAWFORD APARTMENTS" A CLASS 3 HISTORIC SITE AND CONTRIBUTOR TO THE LAS PALMAS BUSINESS HISTORIC DISTRICT ("LPBHD"), LOCATED AT 855 NORTH INDIAN CANYON DRIVE, ZONE R-3 (CASE 3.906 MAA). (KL) Associate Planner Lyon summarized the staff report and noted that the applicant revised the project to conform to the AAC conditions. MARIE SOULAND, Cohn & Associates, addressed questions from the AAC. SEAN CLARKE, landscape architect, addressed questions pertaining to the landscape. The AAC reviewed the landscape, site lighting and fixture type, location of AC condensers and screening and utility meter locations. The Committee confirmed that the applicant had incorporated the conditions imposed by the HSPB and those recommended by the AAC at its meeting of June 3, 2019. The AAC recommended a different pole type fixture that was more "Spanish" in its detailing and appearance. McCoy, seconded by Lockyer to approve the project with condition as follows: 1. Reconsider the light fixture (similar to wall sconce). AYES: DOCZI, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY NEW BUSINESS: 3. 02 ARCHITECTURE, ON BEHALF OF CAYUCOS COWBOYS, LLC, FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 3,695 SQUARE -FOOT SINGLE-FAMILY RESIDENCE (STAPLETON RESIDENCE) ON AN UNDEVELOPED HILLSIDE PARCEL LOCATED AT THE NORTHEAST CORNER OF NORTH LEONARD ROAD AND WEST VIA OLIVERA (LOT 20 — APN: 504-182-007), ZONE R-1-13 (CASE NO. 3.4136 MAJ). (NK) Associate Planner Kikuchi gave a presentation of the proposed hillside house as outlined in the staff memorandum. 2 Architectural Advisory Committee Minutes October 21, 2019 City of Palm Springs Chair Jakway: He questioned how the frontage was determined- (shortest lot -line). He verified if the pool equipment is within the setback requirement- (no). Member Walsh: He verified if one street side should be providing a 20' setback- (no, reverse corner lot is 25' setback). LANCE O'DONNELL, 02 Architecture, project architect, stated that the homeowners want a separate adult/children space. He said the design will optimize the view and includes a lower level with separate access and stack configuration. It will be a simple design with indoor and outdoor living space. He provided details on the color, materials, plant palette, privacy and wind protection (rear yard/pool area will be protected). Chair Jakway questioned if it connects to sewer line- (not serviced by the current sewer line exemption approval from City Council). Engineering Associate Minjares said that it is not going to be on a septic line (hillside requires a hydrology study). The Health Department review provided a recommendation for sewer treatment. Member Lockyer had questions or comments pertaining to the following aspects of the design: • Dividing paver- needs detention to direct water flow to Southeast corner of the lot; • Guest parking- (geo fabric and gravel); • Earth berm- (bedroom is buried); • Concentration of boulders near the pool and streets; • Decrease wind velocity on the north to southwest corner; • Fence around the pool- (pool enclosure with simple fence, • Retaining wall material- (block); • Eaves- (fascia will be painted); • Roof color- (off-white color and solar panels); Member McCoy questioned what type of lighting would be used- (sconces, sizeable eave for down fixtures, and 3" LED cans in the eaves next to windows). No lights will be used on the wood element. Member Doczi had questions about the parking area- (boulders provide screening for the adjacent property because neighboring property has a deck). Vice Chair Rotman verified where the trash bins are located- (under the over -hang, next K3 Architectural Advisory Committee Minutes October 21, 2019 City of Palm Springs to the garage; wind mitigation is proposed and will be screened). Chair Jakway questioned relocation of the pool equipment and privacy for the pool. (Mr. O'Donnell responded that pool equipment location is appropriate; same elevation as pool- no pumping from uphill). He said that the condensing unit is located in the side yard; mechanical room is downstairs and includes a heat pump. Public Comment: LEO EGAN, questioned if the color of the roof will be white and if there will be a reflection- (no). MARY ANN EGAN, verified if the trees are Palo Verde trees; and noted concern with the landscape blocking the view. Committee Discussion: Member Walsh questioned how the height is measured. Member Doczi recommended the following: 1. Add shrubs to the parking area adjacent to the parking area. 2. Instead of Mexican Fan Palm, select California Fan Palms. (It's okay to reduce the number because they provide thicker canopies.) 3. Palo Verdes, Museum hybrid are not encouraged- they grow faster and longer. These types of plants are commonly used but there are other varieties that have more interesting structural character. Mr. Poehlein recommended the pool equipment could be better inter -weaved into the landscape plan. Vice Chair Rotman recommended no boulders walls around the property and no continuous walls of boulders. Chair Jakway thinks the equipment enclosures should be random and light. He recommended a trash enclosure be provided to protect from the wind and bugs. Jakway, seconded by Doczi to recommend approval to Planning Commission subject to the following conditions: 1. Change the proposed roof color to tan. 2. Install additional shrubs in the guest parking area to provide screening and wind protection for the waste bins. 3. Install California Fan Palms (Washingtonia filfera) instead of Mexican Fan Palms (Washingtonia Robusta). 4. Incorporate the proposed equipment enclosures into the site design. STAFF MEMBER COMMENTS: • One AAC meeting will be held in the month of November.
