CALL TO ORDER: Vice Chair Rotman called the meeting to order at 5:30 pm.

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 5:00 pm on Thursday, February 27, 2020.

NEW BUSINESS:
2. PS COUNTRY CLUB, LLC FOR A FINAL DEVELOPMENT PLAN FOR PHASE
1A OF THE SERENA PARK PROJECT, PD-366, INVOLVING THE
CONSTRUCTION OF 17 OF THE 386 HOMES, HALF OF THE PUBLIC PARK,
BOTH PROJECT ENTRIES AND RELATED WALLS, LANDSCAPE AND
STREET IMPROVEMENTS LOCATED NORTH OF THE INTERSECTION OF
WHITEWATER CLUB DRIVE AND VERONA ROAD (CASE 5.1327 PD-366
FINAL PD PHASE 1). (DN)
Principal Planner Newell presented an overview on the proposed project as outlined in
the staff memorandum.
Member McCoy asked about the proposed lighting.
Member Lockyer asked for clarification on the park fence.
Member Doczi asked about the wall along Golden Sands.
Member Walsh verified that only elevation changes were removed.
Public Comment:
ERIC TAYLOR, applicant, provided a presentation of the project.
DIANA GRACE, adjacent resident, concerned with landscape along Golden Sands at
Four Seasons entry. She thinks it's too dense.
MARK SHERMAN, adjacent resident, stated that his home is on the corner of San
Rafael and Golden Sands. He said the landscape is too dense at the entry of Four
Seasons and thinks 5-gallon plants will grow very large as they age.
DONNA BUCKINGER, Phase III of Palm Springs Country Club Condominiums, would
like to see more plans of interface with Palm Springs Country Club.
ERIC TAYLOR, rebutted that the City wants more plants but Four Seasons is asking for
less. He is happy to work with everyone to address their concerns.
Member Doczi asked the landscape architect to explain the park design.
BOB BOMBARDIER, landscape architect, described the design concepts with clusters
of landscape and other design details.

ERIC TAYLOR, explained phasing of park and its amenities, size, etc.
Member McCoy asked why there's chain -link along the east edge of the park.
(Applicant responded that it prevents trespassing and graffiti.)
Member McCoy asked about the street trees and street lighting. (Applicant described
the planting between the wall and street; and indicated that there is no street lighting.)
Member Walsh asked about the roof colors and Title 24. (Applicant responded that
such analysis has not been done yet.)
Vice Chair Rotman asked the applicant to describe the visitor experience, the Radburn
section and parking i.e. Plan 2a would be difficult to locate main entry from street.
Vice Chair Rotman asked if the applicant is willing to re -look at the elevations.
(Applicant responded yes.)
Public Comment was closed.
Member Poehlein said the public park space seems odd. He questioned if it would
make sense to add other amenities. He agrees that the elevations are busy.
Member Doczi agrees about the park. He would like to see seating and other amenities
and arrange trees to mitigate the wind. He said further development is needed in the
park areas; and suggested dramatic land forms could be done.
Member Lockyer noted concern with the park space design. He said landscape entries
are underwhelming- dry rock bed design doesn't make sense, street landscape feels
baron in 50' wide lot areas. He thinks the details are needed on the project walls. He's
concerned with some designs of the homes and roof design, etc.
Member McCoy referred to Sheet 28 and front landscape design; noting concern with
the lack of vertical materials. He said the applicant needs to review the small plant
selections (1 gallon) and consider larger materials. He also has concern with the home
designs.
Member Walsh noted concern with usability of the park. He would like to see the
overall park space to evaluate this phase. He said floor plans need to be improved for
usability. The elevations need to be improved.
Vice Chair Rotman said the floor plans need to be re -thought based on visitor parking.
The architecture needs work; noting that it feels dated (i.e. glass block). He said he
needs overall concept of park space to evaluate this phase and cross -sections of park.
He would like to see a subcommittee of AAC and Planning Commission to review the

landscape and architecture.
Rotman, seconded by Lockyer to deny as presented with direction to address
comments from AAC.

COMMITTEE MEMBER COMMENTS:
• Member Lockyer asked about improvements on Racquet Club, west of Palm
Canyon Drive. Vice Chair Rotman responded that these were done as a
temporary traffic calming measure.
• Member Poehlein said he just completed a renovation of the Kirk Douglas
house.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 7:27 pm to the next regular meeting at 5:30 pm on Monday, March 16,
2020, Large Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm
Springs.
