CALL TO ORDER: Vice Chair Rotman called the meeting to order at 3:08 pm.
ROLL CALL:

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 6:00 pm on Thursday, February 13, 2020.

3. AT&T WIRELESS MOBILITY FOR A CONDITIONAL USE PERMIT TO
CONSTRUCT A WIRELESS COMMUNICATIONS FACILITY CONSISTING OF
A FIFTY-FOUR FOOT (54') TALL MONOPALM AND A VARIANCE TO
EXCEED THE MAXIMUM ANTENNA HEIGHT WITHIN THE INDIAN CANYONS
GOLF RESORT LOCATED AT 1097 EAST MURRAY CANYON DRIVE, ZONE
W (CASE NO. 5.1486 CUP). (AP)
Assistant Planner Perez presented the project as outlined in the staff memorandum.
Vice Chair Rotman asked about the distance from monopalm to existing palm trees.
MICHAEL BLACKWELL, applicant, explained the proposed project. He believes the
closest palm tree was approximately 10 feet away and others were clustered further
away.
Member McCoy asked about the proposed design and its long-term durability. The
applicant responded that the fan palms have a higher failure rate (detachment rate)
than date palms. However, it becomes the applicant's burden to maintain.
Planning Commissioner Song entered the council chamber at 3:25 pm.
Vice Chair Rotman asked about antenna direction and placement.
The applicant described why antennas were placed in the proposed arrays. He
described factors that interfere with signal.
Member Doczi asked if the lower palm tree interferes with the signal- (the applicant
responded that it generally would not.)
Member Doczi suggested adding more California Fan Palms at a lower height,
clustered closer to the proposed facility.
Member McCoy commented on other facilities in the City that are fan palms and
concern with loss of faux fan palms.
Vice Chair Rotman thinks the height is acceptable and agrees on adding more palms
around facility.

McCoy seconded by Doczi to approve per staff recommendation on design and:
1. Add 2 ā 4 Washingtonia Filiferas ranging in height between 20' ā 28'.

4. NEW CHURCH II, LLC FOR A MAJOR ARCHITECTURAL APPLICATION AND
CONDITIONAL USE PERMIT TO RENOVATE THE EXISTING HISTORIC
CHURCH AND ORCHID TREE BUNGALOWS FOR ADAPTIVE RE -USE AND
DEMOLISH PORTIONS OF THE SITE FOR THE CONSTRUCTION AND
OPERATION OF A HOTEL WITH ACCESSORY SPA, RESTAURANT AND
MEETING SPACE ON A 3.65-ACRE SITE LOCATED AT 222 S. CAHUILLA
ROAD, ZONE R-3, SECTION 15 (CASE 5.1345 CUP, HSPB 23, HSPB 72 &
3.0678 MAJ). (DN)
Principal Planner Newell explained overall project.
Member Walsh asked about the setbacks along Baristo and Belardo and parking
requirements.
Planner Newell noted 8' setback along Belardo and 0' setback on Baristo, and
explained parking exemptions for Class 1 historic sites.
Member McCoy asked about trash enclosure locations.
JAKE JESSON, applicant, explained the project and stated reasons for proposed
setback.
Member Doczi asked the applicant to explain the guest check -in and circulation.
(Applicant replied that valet parking is used with check -in occurring within the church
building.)
Member Walsh comments on solar control over doors/windows.
Member McCoy commented on the ficus plant location next to the sidewalk. He asked
the applicant to explain service lane and outdoor service areas.
Vice Chair Rotman asked if the windows could be incorporated on the east elevation of
the new 2-story hotel building. (Applicant said yes.)
Member Doczi asked if shade trees could be incorporated on Cahuilla bay parking
planters. (Applicant said yes.)

Member Walsh felt the project was thought-out. He's concerned about parking and
Belardo setback is also of concern.
Member Doczi agreed with Member Walsh. He thinks Building "N" setback is a
concern. Landscape might help solve problem. He suggested adding shade trees on
Cahuilla and hardscape details are needed.
Vice Chair Rotman agrees and most concerned about Building "N". He thinks 5 feet
additional setback and windows need to be added. He also recommends further
developing the back of house functions, and trash enclosure.
Walsh, seconded by Doczi to approve with following conditions:
1. Incorporate 3' setback on Baristo.
2. 5' added setback on Cahuilla.
3. Add solar control over glass areas on buildings.
4. Provide additional details on pool equipment, trash enclosures, all back of
house functions and hardscape.
5. Add shade trees on Cahuilla and more cutouts on Belardo along Building
«Nā
6. Building "N" to include fenestration along street.

COMMITTEE MEMBER COMMENTS: None.
STAFF MEMBER COMMENTS:
Planner Newell provided an update on filling Mr. Jakway's temporary vacancy
and informed the Committee of the upcoming workshop scheduled for 2/24 on
the General Plan Update.
ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs
adjourned at 4:48 pm to the next regular meeting at 5:30 pm on Monday, March 2,
2020, City Hall, Council Chamber, 3200 E. Tahquitz Canyon Way.
