ROLL CALL: Committee Members Present: Doczi, McCoy, Poehlein, Walsh, Vice Chair Rotman, Chair Jakway Committee Members Excused: Lockyer Planning Commission Present: Maria Song Staff Present: Principal Planner Newell, Engineering Associate Minjares, Associate Planner Mlaker, Principal Planner Robertson REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 pm on Wednesday, January 29, 2020. APPROVAL OF MINUTES: JANUARY 21, 2020 Rotman, seconded by Doczi to approve minutes, as amended. AYES: DOCZI, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY ABSENT: LOCKYER Architectural Advisory Committee Minutes February 3, 2020 City of Palm Springs UNFINISHED BUSINESS: NONE. NEW BUSINESS: 2. CROWN CASTLE (AT&T WIRELESS) FOR A CONDITIONAL USE PERMIT TO CONSTRUCT A WIRELESS COMMUNICATIONS FACILITY CONSISTING OF A FIFTY-FIVE FOOT TALL MONOPOLE AND A VARIANCE TO EXCEED THE MAXIMUM ANTENNA HEIGHT WITHIN THE RIM ROCK SHOPPING CENTER LOCATED AT 4711 EAST PALM CANYON DRIVE, ZONE CDN, SECTION 30, (CASE NO. 5.1227 CUP). (GM) Associate Planner Mlaker presented the project. Chair Jakway asked about the rear storefronts and customers accessing businesses. Associate Planner Mlaker responded that there is no customer accessing adjacent storefronts. Member Doczi asked about equipment within the enclosure. Associate Planner Mlaker responded the equipment is existing and would involve change -outs of equipment. Member Walsh asked for clarification on requested height. PUBLIC COMMENTS: RACHEL DAVIDSON, applicant, described the project and need for proposed antenna height. Member Doczi asked how adding palm fronds increases overall height. (The applicant responded the fronds add 5 feet overall.) Member Comments: Chair Jakway discussed difficulties with the height at 45' vs. 55'- where less poles would be needed throughout the city. Member McCoy said he is not concerned with the height; given the location at the rear of the center and the proposed color blending. Chair Jakway agrees with Member McCoy and noted if the complex was built to the maximum permitted height, the Variance would not be necessary. McCoy, seconded by Doczi to approve, as presented. GABRIEL LUJAN ON BEHALF OF OG ARABIAN NIGHTS FOR A MINOR ARCHITECTURAL APPLICATION TO RENOVATE AN EXISTING 2,466- SQUARE FOOT TWO-STORY COMMERCIAL BUILDING FOR A CANNABIS LOUNGE LOCATED AT 232 NORTH PALM CANYON DRIVE, ZONE CBD, SECTION 15 (CASE 3.4150). (ER) Principal Planner Robertson presented the project. Member Rotman questioned if the paint sample was provided; and verified that the awnings would be replaced. Principal Planner Robertson replied that they intend to match the roof tile and the applicant will respond to awning revisions. Member Poehlein asked about signage. Principal Planner Robertson responded that signage would return separately. Member Doczi questioned why there is no door between the lounge area and exterior. (The applicant will address.) Chair Jakway asked about parking compliance. Principal Planner responded the applicant will be paying in -lieu parking fees per City Council. PUBLIC COMMENTS: GABRIEL LUJAN, applicant, described the proposed project. Vice Chair Rotman asked about the awnings. (The applicant said the awnings would be replaced.) Member McCoy said the existing lights are excessive and need to be reduced. He verified if the applicant could screen the existing mechanical equipment that is shown on page 2 of the staff memo. (Applicant said they would.) Chair Jakway asked if the interior wall could be located aligned with the extended wall. (Applicant responded yes.) Walsh, seconded by Rotman to approve subject to staff review of: 1. Remove exterior excess lighting and remove conduit. 2. Screen roof equipment on northerly roof. 3. Color sample submitted for approval. 4. Align art gallery wall with exterior storefront wall. FOR A MINOR ARCHITECTURAL APPLICATION TO RENOVATE AN EXISTING 3,191- SQUARE FOOT INDUSTRIAL BUILDING FOR A CANNABIS LOUNGE AND DISPENSARY FACILITY LOCATED AT 508 INDUSTRIAL WAY, ZONE CM, SECTION 23 (CASE 3.1112-MAA). (ER) Principal Planner Robertson presented the project. Chair Jakway asked for clarification on the building addition. Principal Planner Robertson showed the addition towards the rear on the site plan. Member Poehlein asked about the use of outdoor space on the east side of the building. Member McCoy also had questions about the same area and an exterior door. Principal Planner Robertson said the applicant would respond and clarify. Chair Jakway asked if they would be reviewing signage. (Principal Planner Robertson responded no- it will be reviewed separately.) PUBLIC COMMENT: MIKE STORING, applicant, explained the overall project. Chair Jakway asked for clarification on the roof details/mechanical equipment. Applicant said they would screen equipment on three sides. Member McCoy asked about security cameras and lighting. Applicant responded that lighting will be installed above doorways. Member McCoy suggested using warm lighting colors, such as 2,700/3,000 Kelvin. Member Poehlein commented on the parking stall striping being inconsistent with how the project is being described. Applicant said the parking area will be improved and re - striped, and they will correct the plan to accurately reflect the proposed changes. Public comments was closed. Member Doczi suggested improving the parking stall with enhanced pavers and removing the wheel stops. Member Walsh noted concern with parking encroachment and size of skylights. He noted Texture III (T-111) would be problematic in the sun. FAI Architectural Advisory Committee Minutes February 3, 2020 City of Palm Springs Member McCoy agrees with Member Doczi on the pavers. He is concerned about the odor and door location. Vice Chair Rotman agrees with Commissioner Walsh on proposed materials. He thinks the placement of rooftop units need to be consistent with building elevations and use of mechanical screening. Chair Jakway noted concern with proposed materials and their maintenance long-term in the desert environment. He is also concerned with the skylight visibility from the street. He appreciates the overall improvements but is concerned with long-term viability. Principal Planner Robertson suggested approving with conditions so that project can continue to the City Council. Rotman, seconded by Doczi to approve subject to subcommittee review of comments. SIMON CRE SUMMIT III, LLC, REPRESENTING 7-ELEVEN CORPORATION FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A 3,071-SQUARE FOOT CONVENIENCE STORE AND FUELING STATION LOCATED AT 2444 NORTH PALM CANYON DRIVE, ZONE C-1, SECTION 3 (CASE 3.4148 MAJ & 5.1498 CUP). (GM) Member Doczi recused himself due to the conflict of interest. Associate Planner Mlaker presented the project. Member Walsh asked if the project complied with the height and other development standards. Associate Planner responded yes. PUBLIC COMMENT: DONNA METZGER, applicant, said the reason for the proposed building height was to screen the rooftop mechanical. Chair Jakway questioned if the existing spaces serving Del Taco could be converted to a landscape islands. Applicant responded no because it is on Del Taco's property and the existing lease prohibits such changes. 5 Architectural Advisory Committee Minutes February 3, 2020 City of Palm Springs Chair Jakway requested if additional landscape buffer would be provided along Palm Canyon. Member McCoy asked about the landscape at street corner. Tom Doczi representing the applicant, responded that there was a request to enhance that corner. Chair Jakway asked about the earthen beam and proposed wall. Mr. Doczi clarified that the wall would be 4 feet high from the parking area side. Vice Chair Rotman asked if the building was approved by corporate. (Applicant responded that they got an exception for the canopy but the building complies with corporate's requirements.) Chair Jakway said the canopy rendering looks different from the elevation. Public comment was closed. Member Doczi left the room. Member Walsh noted details would be important on the success of architecture. He commented that the circulation is of concern. Member McCoy said he liked the landscape proposal, but is not in favor of the bike rack at the street corner. He suggested locating it elsewhere on -site. He is interested in additional details on the canopy light fixtures and backside of building fixtures to ensure they are compatible with residential. Vice Chair Rotman said he is concerned with the amount of concrete for the project- it's too much. He agrees that the bike rack location is a concern and building height should be reduced. Member Poehlein noted concern with visibility of the rooftop mechanical but agrees the overall height could be reduced. He suggested the applicant address the canopy drainage and provide fixture details. He also suggested increasing the landscape buffer on Palm Canyon and frontage. Vice Chair Rotman agrees with staff on providing shading elements on west elevation. Member McCoy commented on canopy fixture types historically in Palm Springs gas stations, nothing they should be integrated architecturally. Chair Jakway agrees with providing a larger canopy on the west elevation of the building.
