CALL TO ORDER: Chair Jakway called the meeting to order at 3:07 pm.

REPORT OF THE POSTING OF AGENDA: The Agenda was available for public
access at the City Hall bulletin board (west side of Council Chamber) and the Planning
Department counter by 6:00 pm on Wednesday, January 15, 2020.

3. PONO ACQUISITION PARTNERS, LLC, (DBA: PALM SPRINGS SURF CLUB)
REQUESTING REVIEW OF REVISED LANDSCAPE PLAN AND BUILDING
ARCHITECTURE DETAILS ASSOCIATED WITH THE REHABILITATION OF
AN EXISTING WATER PARK LOCATED AT 1500 SOUTH GENE AUTRY
TRAIL, ZONE M-1 (PD 168), SECTION 9 (CASE 5.0356 CUP). (GM)
Associate Planner Mlaker presented the project.
ERIC MUÑOZ, applicant, described changes since previous meeting.
Member Poehlein entered Council Chamber at 3:22 pm.
Member Doczi noted changes to the landscape materials as being more appropriate to
desert climate. He commented that the palm tree spacing along the entry drive could
be problematic. The applicant should take a look at the spacing of palms and consider
some other plant material to screen storage building to the north.
Member Lockyer questioned the Yucca plant. He appreciates the changes that have
been made since the last review.
Member Walsh thinks all the revisions to the landscape have resulted in a better
package.
Lockyer, seconded by Doczi to approve subject to applicant addressing the Committee
member comments on landscaping (palm tree spacing and plant selection).

2. PINNACLE PALM SPRINGS, LLC, FOR A MAJOR ARCHITECTURAL
APPLICATION FOR THE CONSTRUCTION OF A 3,383-SQUARE FOOT
HOUSE ON A HILLSIDE LOT LOCATED AT 1731 PINNACLE POINT (LOT 3),
ZONE PDD 79 (CASE 3.4149 MAJ). (GM)
Member’s Doczi and McCoy recused themselves from the project and left the dais.
Associate Planner Mlaker presented the project.
Member Lockyer asked about staff’s review of the grading plan.

Vice Chair Rotman asked to see the material and color board.
BRIAN FOSTER, applicant, described the project.
JOHN MCCOY, speaking as a member of the public and neighbor, does not think the
plans match the conditions of the site. He pointed-out the landscape rock is shown as
gray and was not previously accepted in the past. He said the infinity edge pool is of
concern to the neighbors. Boulder representation is unclear and lighting information is
still needed. He is concerned about the light and glow from the windows- brightness
should be mitigated coming from windows.
BRIAN FOSTER, applicant rebuttal, said that he has been addressing these issues. He
stated that they might reduce the glass if required by Title 24.
Member Lockyer asked the applicant to address inconsistency between the rendering
and the other plans. The applicant responded that the grading plan is correct.
Member Lockyer asked about the lighting.
Vice Chair Rotman asked the applicant about the interior lighting.
Member Walsh expressed concern of the house design towards the street- it looks
geometrically chaotic. He said the large house is on a modest site.
Member Poehlein agreed about the entry design and thinks the applicant should screen
the infinity pool from surroundings to extend feasible with boulders.
Member Lockyer suggested the applicant revise plans to be consistent. He said the
applicant should re-naturalize the slope and thinks the floor plan is odd. He said the
colors and landscape were acceptable.
Vice Chair Rotman agrees with staff on the front landscape and with the other members
on the entry design- perhaps additional plants could screen interior spaces from the
street.
Lockyer, seconded by Poehlein to approve, subject to subcommittee review applicant
response to AAC comments.

Members Doczi and McCoy returned to the dais at 4:05 pm.
NEW BUSINESS:
4. KEITH SPRINGER FOR A MAJOR ARCHITECTURAL APPLICATION TO
REMODEL AN EXISTING COMMERCIAL BUILDING, INCLUDING A 1,250-
SQUARE-FOOT ADDITION, LOCATED AT 290 WEST SAN RAFAEL PLACE,
ZONE M-1, SECTION 34 (CASE 3.3904 MAJ). (DN)
Principal Planner Newell presented the project.
Member Lockyer asked about the street condition.
JOHN DEENIHAN, architect, explained the design of the building.
No public comment.
Member Poehlein asked about signage. The applicant responded there is none yet.
Member McCoy asked the applicant to explain the lighting. Applicant said sconces on
front and wall packs at rear are proposed.
Vice Chair Rotman asked about the proximity of wall sconce and down spout. Applicant
confirmed that it is close. Vice Chair Rotman asked about signage and questioned is
they have considered removing the roof. Applicant responded cost factors were of
concern.
Member Comments:
Member McCoy said he is concerned with the lighting, upward light of sconces and
quantity of wall packs.
Member Poehlein said that he is not a supportive of the cornice detail and noted the
stonewall looks arbitrary. He questioned if the stone element could be moved to the
center of the front facade. He said the overall design seems too traditional.
Member Doczi suggested review of the desert spoon location near the tight places.
Member Walsh said stone element should be moved to the center.
Vice Chair Rotman agrees with the façade changes and lighting concerns. He thinks
the cornice detail could end above the northerly addition and would be an acceptable
design solution.

Lockyer, seconded by Poehlein to approve subject to AAC comments on the building
design and the following:
1. Lower wall pack and reduce quantity.
2. Add landscape lighting.
3. Review lighting for conformance to City’s outdoor Lighting Ordinance.

Member Doczi asked about the window signage. Applicant responded there is no
signage.

SIGNAGE, BUILDING REPAINT, LANDSCAPING, AND ADDITION OF NEW
PARKING LOT LOCATED AT 2739 NORTH PALM CANYON DRIVE, ZONE C-
1 (CASE 3.2610 MAA & 7.1583 AMM). (GM)
Associate Planner Mlaker presented the project.
Member Lockyer asked about the parking and landscaping.
CHRIS HESTER, applicant, explained the project.
No public comment.
Member Doczi asked about the use of pavers and concrete in the parking lot. The
applicant said that they would use existing concrete and restripe; and add pavers to

new parking area.
Member Poehlein asked why access from Hwy. 111 is not proposed. Associate Planner
Mlaker responded that there are difficulties with the existing bus stop and timeframe for
approval with Caltrans.
Member Lockyer suggested adding a shade tree on the south side of parking lot. The
applicant said they could accommodate one.
Member McCoy asked about project lighting.
Vice Chair Rotman suggesting adding directional signage to the parking lot.
Member McCoy agrees to increase the landscape. He would like to see a lighting plan.
Member Doczi would like to see landscape increased on both sides of property and
reduce the width of the drive aisle.
Lockyer, seconded by Walsh to approve subject to AAC comments.

Member Doczi recommended ensuring the parking area is screened with landscaping.

• Principal Planner Newell discussed new start time of 5:30 pm and asked if that
was of concern to any members. No concerns expressed. He asked Members
to notify him within the next week or two if there are concerns.
ADJOURNMENT: The Architectural Advisory Committee adjourned at 5:10 pm to the
next regular meeting at 3:00 pm on Monday, February 3, 2020, Large Conference
Room, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
