ROLL CALL: Committee Members Present: Doczi, Lockyer, McCoy, Poehlein, Walsh, Vice Chair Rotman, Chair Jakway Committee Members Excused: Thompson (Alternate) Planning Commission Present: Weremiuk Staff Present: Assistant Planning Director Newell, Associate Planner Kikuchi, Engineering Associate Minjares, Associate Planner Mlaker REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 6:00 pm on Thursday, April 15, 2021, and posted on the City's website as required by established policies and procedures. CONSENT CALENDAR: NONE UNFINISHED BUSINESS: 2. CHISICK, ON BEHALF OF OC COAST, INC., FOR A MINOR ARCHITECTURAL APPLICATION TO ALTER THE EXTERIOR OF AN EXISTING CANNABIS FACILITY, HIGHTEND, LOCATED AT 3395 NORTH INDIAN CANYON DRIVE, SUITE A, ZONE C-M, SECTION 34 (CASE 3.1292 MAA). (NK) Architectural Advisory Committee Minutes April 19, 2021 City of Palm Springs Planner Kikuchi Noriko presented proposed revisions since previous review of the project, as outlined in the staff memorandum. Vice Chair Rotman verified the City's requirements for bicycle racks on commercial projects. (Staff has determined that bike racks are not required for this project.) Member Doczi recalled the previous discussion involved adding planting to the site and wondered if that would still be done. (Ms. Kikuchi responded that this was discussed with the owner and noted they'll need to install landscape as previously approved or submit for new landscape plans for any changes.) Chair Jakway asked about the City's requirements for temporary signs. (Ms. Kikuchi explained that the temporary signs will be investigated by staff.) ANDY KAVER, legal representation for applicant, said the project has been revised based on the comments received previously. He indicated the landlord will address the landscape and the wooden strips are awaiting the Committee's recommendation. Member McCoy asked how the light fixtures will be mounted on building and said that exterior conduit is not preferable. Member McCoy made suggestions on timeframes for lighting above the window and on the building exteriors. Chair Jakway described the condition of the parking lot and the curb/sidewalk transition lacking any barriers and asked if they intend to correct this issue. Mr. Kaver responded that he wasn't aware of the issue. (Engineering Associate Minjares reported that a requirement was imposed to build the handicap ramp and with a continuous sidewalk. All public improvements have been made.) Member Lockyer questioned if additional landscape could be extended around the sidewalk, suggested additional and larger -size trees, and commented on further enhancing that landscape spaces. Member Doczi recommended adding well -lit entries, screening for cars and improvement of adjacent sidewalk spaces. Vice Chair Rotman suggested new light fixtures all be at same level/height, and thinks that the two horizontal wood elements add composition to the building, but thought they could be improved. Members Lockyer and Poehlein agreed that horizontal elements provide an enhancement to the building; however, they would like to see the design improved. Jakway, seconded by Lockyer to approve, subject to the following conditions: 1. All lights be same level and no exposed conduit. Barrier (curb or bollards) be added between parking lot and sidewalk. Add landscape along southern border of parking lot. AYES: DOCIZ, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY NEW BUSINESS: 3. STUDIO AR&D ARCHITECTS, ON BEHALF OF GREEN ROOM PALM SPRINGS, LLC, FOR MINOR ARCHITECTURAL REVIEW TO ALTER THE EXTERIOR OF AN EXISTING COMMERCIAL BUILDING AND INSTALL A NEW SIGN FOR A NEW CANNABIS DISPENSARY FACILITY, EMERALD & SAGE, AT 2155 NORTH PALM CANYON DRIVE, ZONE C-1, SECTION 3 (CASE 3.3444 MAA & 20-025 SI). (NK) Member Lockyer recused himself due to a business related conflict. He turned his microphone and video off. Noriko presented the project as outlined in the staff memorandum. Member Walsh questioned if the overhang was done via an encroachment agreement and the extent the changes will affect the previous approval. Ms. Kikuchi responded that the right-of-way is Caltrans and will require approval of that agency. Vice Chair Rotman asked why the parking was considered non -conforming; is it due to the angle? Ms. Kikuchi described the deviations and said the applicant has agreed to make changes to improve the nonconforming issues. Mr. Rotman said the signage appears to be illuminated and clarified an error in the staff memo. He asked if the monument sign marble was submitted for review. Ms. Kikuchi confirmed there was an error relative to signage lighting in the report, and noted the detail was not provided yet. NICK LAFARO, applicant, described the project and proposed materials on the exterior of the building. Member Doczi appreciated the design of the project, but expressed concern with the front door orientation relative to the prevailing winds. Mr. Lafaro said they may be able to add some landscaping to address this concern. Chair Jakway asked about pedestrian access from the sidewalk and design of the windows and verified if there would be vertical metal mullions. Mr. Lafaro said they plan on not having vertical mullions in the glazing if possible and would depend on Title 24 requirements. 3 Architectural Advisory Committee Minutes April 19, 2021 City of Palm Springs Chair Jakway questioned if the height of the overhang element could be shortened and still provide a roof parapet further setback. Mr. Lafaro said they would look at that possibility. Vice Chair Rotman asked if lighting is proposed in existing or proposed canopy; and questioned the use of the proposed patio space. Mr. Lafaro said no lighting existing or proposed, and indicated the business owner wanted to use the space for small gatherings. Engineering Associate Minjares noted that any changes along Palm Canyon in right-of- way, including airspace, will require Caltrans review. Vice Chair Rotman said the project is great improvement to the building, and thinks pedestrian access from Palm Canyon sidewalk is needed, along with bicycle racks for patrons. He thinks the applicant could work through the staff issues. Member Poehlein agreed and is in favor of the design motif on the building. Rotman, seconded by McCoy to approve, with the following added conditions: 1. Applicant shall work with staff on light fixtures, roof mechanical equipment screening, landscaping and parking. 2. Pedestrian access from Palm Canyon sidewalk to be provided. 3. Bicycle racks for patrons to be provided. AYES: DOCIZ, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY ABSTAIN: LOCKYER Member Lockyer returned to the meeting by turning on his video and microphone. 4. NATIONAL SIGN & MARKETING REPRESENTING PILOT FLYING J FOR A SIGN PROGRAM TO ESTABLISH SIGN CRITERIA FOR THE MULTI - TENANTED FUELING STATION LOCATED AT 6605 NORTH INDIAN CANYON DRIVE, HC ZONE. (CASE SP 21-001). (GM) Glenn Mlaker presented project as outlined in the staff memorandum. Vice Chair Rotman questioned the proposed sign (identified on page 2 as Sign "I"). He asked how the signage would interact with the exteriors of the building. Chair Jakway asked if the existing mansard roofs will be removed, including the fueling canopy. STEVE ROSENBLOOM, applicant, National Sign & Marketing Corporation, clarified that Sign "I" was a new sign. 0 Architectural Advisory Committee Minutes April 19, 2021 City of Palm Springs Chair Jakway asked if the advertisement sign is a graphic vinyl. Mr. Rosenbloom confirmed it was vinyl graphic and said that is the industry -preferred standard, as it allows for easy maintenance. Mr. Walsh questioned if the canopy signage was considered. Vice Chair Rotman asked the applicant to explain the design intent with the proposed monument sign. Mr. Rosenbloom said trucks were missing the primary entrance with the new exit from the 1-10, and was proposed to improve traffic flow to the site. Member Walsh agreed with the staff recommendation on removal of the wall advertisement (sign "E"). Member McCoy asked about temporary signs in the windows and how they'd be evaluated under the sign program. Mr. Mlaker said those signs were not part of the proposed sign package and would need to be removed. Vice Chair Rotman noted that some windows were being removed as part of the exterior remodel. Vice Chair Rotman was concerned with the underlying building design if the large graphic was not approved. The Committee discussed possibly doing two 50 sq. ft. signs. Member Doczi suggested moving the "Quality is our Recipe" sign below the "Wendy's" sign since it relates to that tenant. Mr. Rosenbloom said the Quality if our Recipe sign is integral to the design of the architecture. Mr. Rotman thinks the proposed location was acceptable given the design of the sign. Chair Jakway was not in favor of the new sign at the SW corner of the site and does not think it's necessary. Member McCoy and Vice Chair Rotman were in agreement and felt a smaller sign option would be appropriate. Jakway, seconded by Doczi to continue for further study on: 1. Re -study of pylon sign at SW corner of property. 2. No window signs, unless sign program is amended. 3. Re -study Sign "I" and consider two smaller signs of no more than 50 sq. ft. each. *The Committee recommends removal of the mansard roof from the canopy. STAFF MEMBER COMMENTS: • City Council approval of modifications to the Architectural Review Ordinance on April 8, 2021, will be become effective in two months. Staff will provide an overview of the changes at the next meeting. ADJOURNMENT: The Architectural Advisory Committee of the City of Palm Springs adjourned at 7:30 pm to the next regular meeting on Monday, May 3, 2021, 3200 East Tahquitz Canyon Way, Palm Springs.
