ROLL CALL: Committee Members Present: Lockyer, Poehlein, Thompson, Walsh, Vice Rotman, Chair Jakway Committee Members Absent: Doczi, McCoy Planning Commissioner Present: None Staff Present: Assistant Director of Planning Newell, Associate Planner Kikuchi, Associate Planner Lyon, Engineering Associate Minjares, Associate Planner Mlaker, Assistant Planner Perez REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 6:00 pm, Thursday, April 1, 2021, and posted on the City's website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Member Lockyer noted his abstention on Item 2 due to a business -related conflict of interest. Walsh, seconded by Rotman to accept the Agenda, as presented. APPROVAL OF MINUTES: FEBRUARY 1, 2021, FEBRUARY 16, 2021, MARCH 1, 2021 AND MARCH 8, 2021 MINUTES OF FEBRUARY 1, 2021: Chair Jakway requested a correction to page 4 to include his statements about concerns on exterior duct work was not approved (Item #3). MINUTES OF MARCH 1, 2021: Jakway abstained on the minutes due to an absence at the meeting. 2. (NK) Assistant Director Newell noted that this item has been removed from the agenda per the applicant's request and will be rescheduled on a future agenda. 2 Architectural Advisory Committee Minutes April 5, 2021 City of Palm Springs NEW BUSINESS: 6. CHRIS HECTOR, ON BEHALF OF JERRY G. JOHNSON, FOR A MINOR ARCHITECTURAL APPLICATION TO CONSTRUCT 990 SQUARE FEET OF ADDITIONS AND ALTER THE EXTERIOR OF AN EXISTING AUTO DEALERSHIP, PALM SPRINGS HYUNDAI, LOCATED AT 3919 EAST PALM CANYON DRIVE, ZONE C-2, SECTION 30 (CASE 3.3557 MAA). (NK) Planner Kikuchi presented the proposed project Vice Chair Rotman asked about current setbacks and the proposed front fagade addition. He asked about proposed screening material — will it be plaster or different material. CHRIS HECTOR, applicant, responded that the proposed design is the new design proposed for Hyundai dealerships across the country. He indicated that the existing mechanical screen on the roof is screened with painted metal screening and the two new mechanical units will be screened. Vice Chair Rotman clarified the color and details of the proposed sign and aluminum materials. Member Walsh questioned the front setback changes and the ability to maneuver vehicles in the new showroom addition. Member Thompson said the proposed remodel appears to improve the design of the building, noting the colors are more appropriate. He expressed concern about that by removing vehicles from parking lot it will add more vehicles to the frontage street. Chair Jakway said the project improves the building and there is less signage with the "Genesis" signage removed. He thinks opening up the building and adding more landscape makes sense. Thompson, seconded by Poehlein to approve as submitted. AYES: LOCKYER, POEHLEIN, THOMPSON, WALSH, ROTMAN, JAKWAY ABSENT: DOCZI, MCCOY 7. RYAN ALVAREZ, ON BEHALF OF WALMART, FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A FUEL STATION AND KIOSK BUILDING LOCATED AT 5601 EAST RAMON ROAD (CASE 3.4210- MAJ). (AP) Planner Perez presented project as outlined in the staff memorandum. 3 Architectural Advisory Committee Minutes April 5, 2021 City of Palm Springs Vice Chair Rotman questioned the height of the sign and why there is a minimum square footage. Chair Jakway asked if the underground fuel tanks are located under existing landscape. Member Walsh asked if engineering reviewed the site plan and circulation. (Planner Perez indicated that Engineering reviewed the project and recommended a right -turn only on the northerly exit. RYAN ALVAREZ, applicant, described the project. Vice Chair Rotman asked the applicant to clarify how the "Grab and Go" works. Mr. Alvarez said there's a kiosk window that would service the outdoor vending spaces. Vice Chair Rotman questioned the chain -link fence and slat design for the rear enclosure. Mr. Alvarez indicated the design would be consistent with the rest of the center, and would be open to recommendations from the Committee. Member Thompson asked if the canopy color could change to be consistent with the rest of the center. Chair Jakway said it appears anyone could walk into the rear enclosure or could walk up to the vending doors, and wondered if there's a better way to address pedestrian movement. JACOB GLAZE, applicant, said the fuel station is a new program in California, but three are fully built and a number of others are in design stages. Generally, the company hasn't had any security issues, but said there are some options available to modify the doors into more of a vending machine. Member Lockyer asked if the photometric plan was reviewed and in conformance with the lighting ordinance. Planner Perez responded that it was reviewed for conformance. Chair Jakway said chain -link fence needs to be replaced with something more aesthetically appealing material. He expressed concern with the lights emitting from the glass door coolers, and said the location of the underground fuel tanks is problematic due to the loss of landscape. He wants to ensure circulation is addressed with the vehicular access. Vice Chair Rotman agreed about the screening material — needs to tie-in with the building materials. He questioned the design of refrigerator doors on the exterior and the potential change -out with vending machines. Member Walsh expressed concern with vehicular access, but was relieved that engineering reviewed the layout. 4 Architectural Advisory Committee Minutes April 5, 2021 City of Palm Springs Chair Jakway said the landscape along Crossley Road needs to be bermed between the facility and street to screen vehicles and their lighting. Mr. Glaze responded that the team is amenable modifying the chain link material to match materials in shopping center. He didn't believe there could be additional landscape at rear due to distance of facility to street. He's willing to work with staff to add a glazing on interior lights to address on -site glare and include berm along Crossley. Vice Chair Rotman questioned if additional landscape could be installed at the northerly driveway. Mr. Glaze said that could be accomplished. Chair Jakway thinks the design could include an enclosure around the fence. Jakway, seconded by Rotman to continue for further study based on AAC comments: 1. Install a berm on Crossley Road; 2. Add landscape on north side; 3. Concepts for more security; 4. Change blues for other colors to match on -site; 5. Chain -link fence enclosure; 6. GRIT DEVELOPMENT, FOR A MINOR ARCHITECTURAL APPLICATION FOR THE CONSTRUCTION OF A NEW SEVEN (7') FOOT TALL WALL TO ENCLOSE AN EXISTING COURTYARD FOR THE CONSTRUCTION OF A POOL AREA AS PART OF AN ADAPTATIVE REUSE OF AN OFFICE/RETAIL BUILDING TO A SUITE HOTEL LOCATED AT 125 EAST TAHQUITZ CANYON WAY, ZONE CBD, SECTION 15 (CASE 3.2148 MAA). (GM) Planner Mlaker presented project as outlined in staff report and presented a revised exhibit submitted by the applicant showing revisions to the plans provided in the packet. Chair Jakway asked about the drop-off shown on the site plan. He also asked if there are changes to the windows for the rooms. Mr. Mlaker responded that the drop-off was removed and is no longer part of the application. MICHAEL KATSIBAS, applicant, described the background and reasoning for making changes to the building. He described the proposed options and the other upgrades that would be completed. 5 Architectural Advisory Committee Minutes April 5, 2021 City of Palm Springs Public Comment: DAN GORE, Oscar's Restaurant, said the business has been lively at the corner and is concerned about the future of the business. MICHAEL BRAUN, owner, said he will be meeting with the owner tomorrow to assist the business in relocating if possible. Member Lockyer said the second option (tile) is more aesthetically appealing, but recommends some additional planting space on the exterior. With the varying perforation of this design, he wasn't concerned with the overall height reaching seven feet. Member Thompson agreed there needs to be more undulation and openings, rather than a solid wall. Chair Jakway said the proposed designs don't relate to the existing building. He thinks option 3 relates better if they add Cantera window openings similar to the existing building. Vice Chair Rotman is not in favor of the first option design and is concerned with tile being broken over time with the second option. He thinks the third option is a missed opportunity and too traditional. He suggested a fourth option that includes more landscape buffer. Chair Jakway said a higher wall could make sense, if the appropriately designed with existing building design elements. Vice Chair Rotman said the building needs a traditional Spanish courtyard to provide a sense of entry instead of a pool area. Chair Jakway agreed that a courtyard space is appropriate instead of a pool space that closes off to the street. Member Walsh thinks the proposed wall does not relate to the streetscape. Member Poehlein agreed that it is detrimental to pedestrian traffic and suggested reducing the pool space and creating an entry. Walsh, seconded by Thompson to continue for further study based on comments. STAFF MEMBER COMMENTS: Assistant Director Newell stated the City is going through the implementation of an enterprise system and all development applications would be received electronically. The system is expected to go live in December 2020 or January 2021. As a result, it is expected that future AAC packets would be distributed electronically only (instead of printed copies).
