ROLL CALL: Present: Poehlein, Thompson, Walsh, Chair Jakway Excused Absence: Doczi, Vice Chair Rotman Absent: Lockyer, McCoy REPORT OF THE POSTING OF AGENDA: The agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 9:00 pm, Wednesday, April 13, 2022, and posted on the City's website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Walsh, seconded by Poehlein to accept the agenda, as presented. AYES: POEHLEIN, THOMPSON, WALSH, JAKWAY ABSENT: DOCZI, LOCKYER, MCCOY, ROTMAN PUBLIC COMMENTS: NONE CONSENT CALENDAR: Thompson, seconded by Walsh, to approve Items 1, 2 and 3, as part of the Consent Calendar. Architectural Review Committee Minutes April 19, 2022 City of Palm Springs 2. ATLAS SIGN FOR BEYOND HELLO DISPENSARY REQUESTING A SIGN APPLICATION, FOR THE INSTALLATION OF NEW SIGNAGE LOCATED AT 4765 EAST RAMON ROAD (CASE 22-021) (RB). Approved, as presented. 3. FRONT SIGNS FOR PINEAPPLE EXPRESS DISPENSARY SIGN APPLICATION, FOR THE INSTALLATION OF NEW SIGNAGE LOCATED AT 695 SOUTH WILLIAMS ROAD (CASE 22-018) (RB). Approved, as presented. UNFINISHED BUSINESS: NONE NEW BUSINESS: 4. ELEMENTAL ARCHITECTURE, FOR EXTERIOR MODIFICATIONS TO AN EXISTING COMMERCIAL BUILDING TO INCLUDE REPAINTING AND ROOFTOP STRUCTURES LOCATED AT 2481 NORTH PALM CANYON DRIVE (CASE 3.4320 MAA) (RB). Planning Technician Bruno provided an overview of the proposed exterior modifications as outlined in the staff memorandum. Member Walsh verified the proposed height is in compliance with the zoning requirement. Planner Richard Bruno responded, yes. Chair Jakway noted that he does not see handicap parking, trash enclosure and the property looks sub -standard in size; and questioned if the property is grandfathered in. Planner Bruno confirmed the parking count is grandfathered in and explained the parking count calculates with the change in use and the parking lot will be re -striped. Chair Jakway said he would like to see more details on elevations/plans pertaining to the: shade structure, wooden ceiling, stairway egress enough room for fire, southeast corner on parking lot, new rope lights, custom planters and bench and lighting on rooftop deck. Chair Jakway recommends this project be continued until more information is received from the applicant. Member Walsh inquired about the existing mural permit and the inclusion of a maintenance program for the mural on the north elevation of the building. (Planner Bruno responded that a mural maintenance schedule is a requirement and is included in the conditions of approval.) Mr. Walsh also expressed concern about adding a handicap parking space which may affect the parking. 2 Architectural Review Committee Minutes April 19, 2022 City of Palm Springs Chair Jakway noted the railing is only 2 ft. 7" tall and thinks it should be 42" tall. Member Thompsons-concurred with Chair Jakway and thinks the applicant should be in attendance to answer questions from the ARC. Jakway, seconded by Walsh to continue to allow the applicant to address the following details: 1. ADA accessible ramp; 2. Trash enclosure; 3. Plans to show detail of shade structure posts; 4. Detail of lighting under the shade structure; 5. Callout the roof stairway enclosure; 6. Callout the minimum 3 feet high railing height for second -floor patio.
