HomeMy WebLinkAbout2022-03-21- ARC MinutesARCHITECTURAL REVIEW COMMITTEE MINUTES 3200 East Tahquitz Canyon Way, Palm Springs, California 92262 (Meeting held Via Zoom) Minutes of March 21, 2022 CALL TO ORDER: Chair Jakway called the meeting to order at 5:31 p.m. ROLL CALL: Present: Doczi, Lockyer, McCoy, Poehlein, Thompson (alternate) Walsh, Vice Chair Rotman, Chair Jakway Planning Commissioner: None Staff Present: Assistant Director of Planning Newell, Planning Technician Bruno, Assistant Planner Perez REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall bulletin board (west side of Council Chamber) by 9:00 pm, Wednesday, March 16, 2022, and posted on the City's website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Rotman, seconded by Walsh to accept the agenda, as presented. AYES: DOCZI, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY PUBLIC COMMENTS: None. CONSENT CALENDAR: McCoy, seconded by Poehlein, to approve Items 1 and 2, as presented. AYES: DOCZI, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY 1. APPROVAL OF MINUTES: FEBRUARY 7, 2022 2. PREMIER GREENS, LLC, FOR EXTRAX DISPENSARY AND DELIVERY REQUESTING APPROVAL OF A SIGN PERMIT FOR ONE MAIN SIGN TO BE PLACED ON THE FACADE OF AN EXISTING COMMERCIAL BUILDING Architectural Review Committee Minutes March 21, 2022 City of Palm Springs LOCATED AT 1231 SOUTH GENE AUTRY TRAIL, ZONE M1 (CASE 22-007 SI). (RB) UNFINISHED BUSINESS: None. NEW BUSINESS: 3. MICHAEL BECKMAN, FOR A LAND USE PERMIT APPLICATION AND WAIVER FOR AN ENLARGED PARKLET WITH SHADE STRUCTURE LOCATED AT 800 NORTH PALM CANYON DRIVE, ZONE C-1 (CASE 21-091 LUP). (AP) Planner Perez presented the proposed project as outlined in the staff memorandum. MICHAEL BECKMAN, applicant, described how the parklet has helped the business during difficult times during the past two years. Mr. Beckman indicated the once the restaurant space, including inside and courtyard seating, is open the parklet would no longer be needed. Member Lockyer asked if the plant material is real or fake. Mr. Beckman responded it's a faux hedge and potted plants are real and drought resistant. Chair Jakway asked if the applicant would consider painting the subtle stencil that is currently on the building. Mr. Beckman said he would consider it, even though it would be an additional cost. Member Thompson asked if speakers were being used in the parklet and if those are permitted. Planner Perez responded that yes, there are speakers, and the Land Use Permit would be conditioned to comply with the noise ordinance. Member Doczi questioned if the posts are structurally capable of handling wind loads and if the fabric could be removed if needed. Staff noted these structures aren't typically being reviewed by the building department, but the project could be conditioned to have a building inspector review. Vice Chair Rotman thinks this is a nicer example of a parklet design but recommended the color match the building and the posts be reviewed for structural safety. He also suggested using the same hedge on the westerly edge where the parklet is removed. In response to staffs comment relating to the level of parklet being different than sidewalk, Chair Jakway said he does not have a problem with it because of the handrail and the access ramp is wide and gently sloped. Walsh, seconded by Lockyer to approve, subject to: 2 Architectural Review Committee Minutes March 21, 2022 City of Palm Springs 1. Base of surround to match building color; 2. Hedge to be used on westerly edge of parklet; 3. Staff to inspect posts for shade structure; 4. Applicant to consider adding stencil on the parklet wall directly below landscape hedge. AYES: DOCZI, LOCKYER, MCCOY, POEHLEIN, WALSH, ROTMAN, JAKWAY 4. FUZION FIVE, FOR A LAND USE PERMIT APPLICATION AND WAIVER FOR AN ENLARGED PARKLET LOCATED AT 285 SOUTH PALM CANYON DRIVE, ZONE CBD (CASE 21-094 LUP). (AP) Planner Perez described the proposed parklet design as outlined in the staff memorandum and presented conditions for ARC's consideration. Vice Chair Rotman questioned the material of the parklet deck, the proposed lattice detailing around planter and the use of rope lighting. MR. AND MRS. KHAMVONGSOUK, applicants, said they do not have a patio, and this allows them to provide outdoor dining. They described the parklet being flush with the sidewalk and the use of the wood railing helps to reduce the wind. The applicant stated that the flooring material is plywood painted black and described the red color of the railing as being used inside the restaurant. Vice Chair Rotman thinks the wood railing is acceptable but prefers clad with wood. He would like to see an alternate to the existing flooring and rope lighting. He suggested removing the lattice material inside the parklet. Member McCoy agrees with Mr. Rotman and noted that there is "puck" lighting that distracts drivers and should be removed. Member Lockyer agrees with Mr. Rotman and thinks a solid material is better than an open grill appearance along the street. He suggested maintaining the same material. Chair Jakway would like the outside should match the inside surface. Member Poehlein suggested the wall be a desert neutral color. Vice Chair Rotman made a motion to approve with changes and suggested the Committee discuss the decking material. The members discussed alternate options but ultimately decided not to require a changeout of the decking. Member Poehlein requested the motion include an alternate to flat surface on the exterior of the railing. 3 Architectural Review Committee Minutes March 21, 2022 City of Palm Springs Rotman, seconded by Poehlein to approve, subject to the following: 1. Outside wood to be clad and painted in a desert neutral color. 2. Remove rope lights and install alternate lights. 3. Remove lattice materials and use planter instead. 4. Exterior surface to be a bead board or something other than flat surface. COMMITTEE COMMENTS/REQUESTS: None STAFF MEMBER COMMENTS: Staff reported the ARC print packets would no longer be produced due to the City moving towards digital/online submittals. However, staff noted that if any committee member would like to pick up a print copy, they may do so on Thursday afternoons before the ARC meetings. Chair Jakway, Member McCoy and Member Walsh requested to pick up print packets. ADJOURNMENT: The Architectural Review Committee of the City of Palm Springs adjourned at 6:17 pm to the next regular meeting at 5:30 pm on Monday, April 4, 2022, 3200 East Tahquitz Canyon Way, Palm Springs.
