Minutes of October 17, 2022
CALL TO ORDER:
Chair Jakway called the meeting to order at 5:30 pm.
ROLL CALL:
Present: Doczi, Poehlein, Thompson, Walsh, Chair Jakway
Excused Absence: Lockyer, McCoy and Vice Chair Rotman
Planning Commissioner: None
Staff Present: Principal Planner Robertson, Assistant Planner Perez
REPORT OF THE POSTING OF AGENDA:
The agenda was available for public access at the City Hall bulletin board (west side of
Council Chamber) by 9:00 pm, Thursday, October 13, 2022, and posted on the City's
website as required by established policies and procedures.

HILLSIDE LOT LOCATED AT 777 WEST PANORAMA ROAD (CASE 3.4347-

UNFINISHED BUSINESS:
2. WALMART, LLC, FOR A MAJOR ARCHITECTURAL APPLICATION FOR THE
DEVELOPMENT OF A FUEL STATION AND CONVENIENCE STORE
LOCATED AT 5601 EAST RAMON ROAD, ZONE M-1 (CASE 3.4210 MAJ).

Assistant Planner Perez presented the proposed fuel station within the Destination
Ramon Shopping Center, as outlined in the staff report. Ms. Perez indicated the
applicant addressed comments and concerns by the ARC at their last meeting including
changes to the landscape plan, building colors, addition of stone columns and removal
of the blue sign logo.
Member Doczi questioned if there's a property line or parcel for the remainder of the
land south to proposed building. Ms. Perez responded that it's all one parcel and are
proposing to develop on half of the parcel.
Public Comment:
RYAN ALVAREZ, applicant, provided a recap on the revisions made in response to the
Committee's concerns including changes to the architectural elements, landscaping
around the entire proposed store and additional details to the landscape plan. Mr.
Alvarez was available for questions.
In response to Member Doczi's question pertaining to the remaining parcel of land, Mr.
Alvarez responded that the remaining portion of land is Wal-Mart owned and there are
no proposed additions to that remaining portion of the parcel.
In response to Chair Jakway's question about the fenced area on the southern portion
along Sunny Dunes Road, Mr. Alvarez responded the fenced -in area is for safety
purposes enclosing the hydrology basin and water quality basin for the entire shopping
center.
In response to Member Doczi's question about envisioning any plans to utilize the
access connection or through parking lot to develop the vacant land, Mr. Alvarez
responded that he's not aware of any plans, but could definitely see access points
utilizing the sidewalk adjacent to their building.
Chair Jakway clarified the hydrology retention basin is located on a second parcel south

Member Thompson verified if the trash enclosure had changed and the type of material
for swinging doors. Planner Perez confirmed the trash enclosure remained the same.
Member Thompson wanted to ensure the access gates are solid (no chain -link) and
blend -in with the building. The project architect responded that the idea was to have it
blend -in with the service building and the access gates can be similar to what's
proposed for the mechanical enclosure.
Discussion:
Chair Jakway said it's an amazing improvement and thinks the design team really
listened to the ARC's concerns and made significant improvements to the project. The
only thing he suggested was to consider adding something to the surface of the vacant
lot as dust control measure.
The Members concurred the changes to the store -front and landscaping are a great
improvement to the project.
Walsh, seconded by Doczi to approve project, as submitted.

COMMITTEE MEMBER COMMENTS:
• Member Doczi said the project they just reviewed was a major improvement with
the design changes and was pleased to see the ARC's input incorporated into
the project.
STAFF MEMBER COMMENTS:
• Status update on Miralon Development, Bode Development and Thompson
Hotel.
ADJOURNMENT:
The Architectural Review Committee of the City of Palm Springs adjourned at 5:52 pm
to the next regular meeting at 5:30 pm on Monday, November 7, 2022, 3200 East
Tahquitz Canyon Way, Palm Springs.
