Absent: None. Staff Present: David Newell, Assistant Director of Planning Services, Sarah Yoon, Historic Preservation Officer & Associate Planner, Aaron Bergeson, Project Manager REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday May 30, 2024, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Rosenow, seconded by Vice Chair Nelson to accept the agenda. AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi. NOES: None. ABSENT: None. PUBLIC COMMENT: None. 1. CONSENT CALENDAR: 1.A. APPROVAL OF MINUTES: MAY 7, 2024 HSPB MEETING. RECOMMENDATION: Approved. Motion by Member Hansen, seconded by Member Herr to approve the minutes as amended to add the table to the designation resolution and a fix typo on page 4. PUBLIC HEARINGS: 2.A. APPLICATION BY THE CITY OF PALM SPRINGS FOR HISTORIC SITE DESIGNATION OF “THE HARRIET VAN HORN RESIDENCE” LOCATED AT 1121 LINDA VISTA ROAD, CASE HSPB #157 (APN 507-132-001) (SY). Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board. Property owner Ken Sim, owner, stated their support of the designation of this property. Motion by Member Hansen, seconded by Member Rosenow to adopt the findings and recommend that the City Council designate the “Harriet Van Horn Residence” (HSPB 157) as a Class 1 historic landmark site. AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow. NOES: None. ABSENT: None. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: 4.A. A REQUEST BY DENISE TORRES LIVING TRUST AND MELINDA WILSON LIVING TRUST FOR APPROVAL TO DEMOLISH A CLASS 4 SITE LOCATED AT 385 EAST RACQUET CLUB ROAD, AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 4 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN #501-101-003) (SY). Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board. Juan G. Perez, applicant representative, mentioned the inefficiency of fixing the property due to the cost of repairs. Motion by Member Moruzzi, seconded by Member Rosenow to take No Action, and allow the processing of the demolition, and determine pursuant to CEQA that this action is not a project. AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow. NOES: None. ABSENT: None. 4.B. A REQUEST BY THE CITY OF PALM SPRINGS FOR APPROVAL TO DEMOLISH A CLASS 4 SITE LOCATED AT 2774 NORTH VIA MIRALESTE (VICTORIA PARK) AND ASSOCIATED REVIEW FOR POTENTIAL RE- Historic Site Preservation Board Meeting Minutes June 4, 2024 Page 3 of 4 DESIGNATION OF A CLASS 4 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN 501-590-009) HDEMO 2024-0008 (SY). Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board. Aaron Bergeson, Public Works Project Manager for the City of Palm Springs, answered questions of the Board. Motion by Member Rosenow, seconded by Vice Chair Nelson to take No Action, and allow the processing of the demolition, and determine pursuant to CEQA that this action is not a project. AYES: Hough, Nelson, Herr, Rosenow. NOES: Hansen, Bachman, Moruzzi. ABSENT: None. 4.C. AN APPLICATION BY THE CITY OF PALM SPRINGS FOR POSSIBLE HISTORIC DESIGNATION OF 211 N. SUNRISE WAY (HSPB # 158) (SY). Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board. Motion by Chair Hough, seconded by Member Moruzzi to direct staff to schedule a public hearing of the HSPB to consider the case. AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow. NOES: None. ABSENT: None. 5. DISCUSSIONS: WORKPLAN PRESENTATION – HISTORIC SURVEYS AND CITY-WIDE CONTEXT STATEMENT, PART 2 Member Hansen and Staff member Yoon presented to the board and answered questions. BOARD MEMBER COMMENTS: Members Nelson and Moruzzi have been working on maintenance guidelines to present at a future meeting and they have requested a selection of properties that reflect the issues identified. Request that staff provide at the next meeting an update on the maintenance issues at Frances Stevens School/Park, along North Palm Canyon Drive and North Indian Canyon Drive. Staff member Yoon provided an update regarding the Town & Country Center, and the Department of Planning Services staff will be working with Code Compliance to do a walkthrough and address any concerns. Historic Site Preservation Board Meeting Minutes June 4, 2024 Page 4 of 4 Chair Hough noted that this is the end of her term, and her last meeting on the Board. She appreciates the work and professionalism of the staff and her Board colleagues. STAFF COMMENTS: Staff member Yoon thanked Chair Hough for her contributions to the Board. The restoration of the Bank of America building is now complete, and the staff had their final walkthrough. Reminder of a joint meeting of all city board members on June 17, 2024. Interviews are being conducted this week to fill the Board seat being vacated by Chair Hough. ADJOURNMENT: The Historic Site Preservation Board adjourned at 7:10 p.m. its regularly scheduled meeting on Tuesday, July 2, 2024 at 5:30 PM, in-person in the Large Conference Room at City Hall.
