CALL TO ORDER:
The Chair called the regular meeting to order at 5:30 p.m., and mentioned that May is
Preservation Month, thanking everyone for their dedication and work.
ROLL CALL:
Present: Chair Hough, Vice Chair Nelson, Rosenow, Hansen, Bachman, Herr,
Moruzzi.
Absent: None.
Staff Present: David Newell, Assistant Director of Planning Services, Sarah Yoon,
Historic Preservation Officer & Associate Planner
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday
May 2, 2024, and posted on the City’s website as required by established policies and
procedures.
ACCEPTANCE OF THE AGENDA:
The order of the Agenda was revised to have the inventory updates (Item #5) after the
Townsend presentation (Item #4A). Motion by Chair Hough, seconded by Member Moruzzi to
accept the agenda as amended.
AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi.
NOES: None.
ABSENT: None.
PUBLIC COMMENT: None.
1. CONSENT CALENDAR:
1.A. APPROVAL OF MINUTES: APRIL 2, 2024 HSPB MEETING.
RECOMMENDATION: Approved.
Motion by Member Hansen, seconded by Member Herr to approve the minutes as presented.
AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow.
NOES: None.
ABSTAIN: Hough.

2. PUBLIC HEARINGS:
2.A. APPLICATION BY THE OCOTILLO LODGE OWNERS’ ASSOCIATION (OLOA)
REPRESENTED BY CHATTEL, INC. FOR HISTORIC DISTRICT
DESIGNATION OF THE “OCOTILLO LODGE” LOCATED AT 1111 EAST
PALM CANYON DRIVE, CASE HSPB #154 / HD-11 (APNs 511-035-001
THROUGH 511-035-128) (SY).
Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board.
Alvin Nuval, Planner with Chattel, for the Applicant, spoke and answered questions of the
Board.
Condominium property owners, and a neighboring property owner, commented on the
application.
Motion by Member Hansen, seconded by Member Nelson to adopt the revised findings that
include references to the charts provided in the Historic Resources Report for character-defining
features and recommend that the City Council designate “The Ocotillo Lodge” (HSPB 154 / HD-
11) as a Historic District.
AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow.
NOES: None.
ABSENT: None.
2.B. APPLICATION BY TODD HAYS FOR THE HISTORIC DESIGNATION OF THE
“ALBERT FREY BEL VISTA HOME #3” LOCATED AT 1150 NORTH CALLE
ROLPH, CASE HSPB #156 (APN 507-124-011) (SY).
Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board.
Todd Hays, Owner, and Applicant, spoke and answered questions of the Board.
Motion by Member Rosenow, seconded by Member Moruzzi to adopt the staff findings as
presented, and recommend that the City Council designate the “Albert Frey Bel Vista Home #3”
(HSPB 156) as a Class 1 Historic Site.
AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow.
NOES: None.
ABSENT: None.

4.A. A REQUEST BY JANE TOWNSEND, LUGA SERKA LLC, FOR APPROVAL OF
A MAJOR ALTERATION OF A CLASS 3 SITE LOCATED AT 2805 ANZA
TRAIL (APN 510-140-013) HDEMO 2024-0005 (SY).
Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board.
Jane Townsend, Applicant, spoke and answered questions of the Board.
Motion by Member Hansen, seconded by Member Rosenow to take No Action, and allow the
processing of the proposed major alteration, and determine pursuant to CEQA that this action
is not a project.
AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow.
NOES: None.
ABSENT: None.
4.B. AN APPLICATION BY THE CITY OF PALM SPRINGS FOR POSSIBLE
HISTORIC DESIGNATION OF 1121 LINDA VISTA ROAD (HSPB # 157) (SY).
Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board.
Motion by Member Moruzzi, seconded by Member Hough to direct staff to schedule site visits
and a public hearing of the HSPB to consider the case.
AYES: Hough, Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow.
NOES: None.
ABSENT: None.
5. DISCUSSIONS:
WORK PLAN PRESENTATION – INVENTORY ANALYSIS (ER, JH, KB).
Member Rosenow and Member Bachman presented to the Board and answered questions.
WORK PLAN PRESENTATION – HISTORIC SURVEY & CITY-WIDE CONTEXT
STATEMENT, PART 1 (JH, KH, SY).
Staff member Yoon and Member Hansen presented to the Board and answered questions.
BOARD MEMBER COMMENTS:
Member Nelson mentioned comments from community members regarding the Class 3 eligible
status of the city library and questions about the lack of further review by the HSPB. Staff
member Yoon mentioned that a finalized project for the exterior of property would trigger the
HSPB review.

Member Moruzzi requested a subcommittee review of the Town and Country Center to evaluate
it and determine its current status. Staff member Yoon discussed work at that property and will
provide updates.
STAFF COMMENTS:
Staff member Yoon provided an update on the nomination applications submitted for board
positions; the Atikian property’s Class 2 site designation will be presented to the City Council
on May 23, 2024; and, the Country Club Estates was accepted as an historic district.
ADJOURNMENT: The Historic Site Preservation Board adjourned at 8:35 p.m. to its regularly
scheduled meeting on Tuesday, June 4, 2024 at 5:30 PM, in-person in the Large Conference
Room at City Hall.
