CALL TO ORDER:
The Chair called the regular meeting to order at 5:30 p.m.
ROLL CALL:
Present: Vice Chair Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi.
Absent: Chair Hough
Staff Present: David Newell, Assistant Director of Planning Services; Sarah Yoon,
Historic Preservation Officer & Associate Planner; Nikki Gomez, Aviation
Planner.
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday,
March 28, 2024, and posted on the City’s website as required by established policies and
procedures.
ACCEPTANCE OF THE AGENDA:
Motion by Member Rosenow, seconded by Member Herr to accept the agenda as presented.
AYES: Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi.
NOES: None.
ABSENT: Hough.
PUBLIC COMMENT: None.
1. CONSENT CALENDAR:
1.A. APPROVAL OF MINUTES: March 5, 2024 HSPB MEETING.
RECOMMENDATION: Approve.
Motion by Member Moruzzi, seconded by Member Hansen to approve the minutes with
revisions to include discussion about the 2025 HSPB Symposium.
AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow
NOES: None.
ABSENT: Hough.
2. PUBLIC HEARINGS:

DESIGNATION OF “THE ALVAH AND TERESA HICKS RESIDENCE”
LOCATED AT 701 NORTH PATENCIO ROAD, CASE HSPB #155 (APN #505-
291-005) (SY).
RECOMMENDATION:
1. Open the public hearing and take testimony.
2. Close the public hearing and adopt Resolution HSPB #155 “A RESOLUTION
OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM
SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL
DESIGNATE “THE ALVAH AND TERESA HICKS RESIDENCE” AS A CLASS
2 HISTORIC SITE HSPB #155, SUBJECT TO CONDITIONS (APN 505-291-
005), AND A DETERMINATION PURSUANT TO CEQA THAT THIS ACTION
IS NOT A PROJECT.”
Historic Preservation Officer Sarah Yoon summarized the staff report.
Steven Keylon, President of the Palm Springs Preservation Foundation, spoke on behalf of the
applicant and answered questions of the committee.
Motion by Member Hansen, seconded by Member Herr to accept the staff recommendation and
adopt the resolution designating “The Alvah and Teresa Hicks Residence” as a Class 2 Historic
Site, HSPB #155, with conditions, including the change of the period of significance to 1926-
1939.
AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow
NOES: None.
ABSENT: Hough.

4. NEW BUSINESS: None.
BOARD MEMBER COMMENTS:
Per a request from Member Rosenow, Assistant Director Newell provided an update on the
Orchid Tree project.
Per a request of Member Nelson, Officer Yoon noted that there is no update regarding the Town
County Center at this time. Member Moruzzi requests an analysis for possible code violations
at this site, request for an update from the property owner.
Member Bachman asked about the availability of staff for subcommittee meeting. Assistant
Director Newell provided information and guidelines.

Vice Chair Nelson asked staff for tasks needed before the May 2024 meeting regarding the
data collection for an upcoming inventory analysis, so they can move forward with a
maintenance action plan.
STAFF COMMENTS:
Nikki Gomez, Aviation Planner, provided information regarding the renovation at Palm Springs
International Airport and answered questions of the committee.
Officer Yoon provided an update on the circle planters at the Visitor Center.
The airport team is conducting a participatory design workshop with the community regarding
restroom renovations at the airport; they have invited this board to have one representative
attend and participate in that discussion. Member Moruzzi will attend the meeting as the contact
for HSPB.
April 26, 2025 has been confirmed with the Convention Center for the 2025 Symposium.
Officer Yoon took questions of the committee regarding this board’s purview in the design of
the roundabout near the Bank of America building.
ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:53 p.m., to its regularly
scheduled meeting on Tuesday, May 7, 2024 at 5:30 PM, in-person in the Large Conference
Room at City Hall.
