CALL TO ORDER:
The Chair called the regular meeting to order at 5:30 p.m.
ROLL CALL:
Present: Chair Hough, Vice Chair Nelson, Rosenow, Hansen, Bachman, Herr,
Moruzzi.
Absent: None.
Staff Present: David Newell, Assistant Director of Planning Services, Sarah Yoon,
Historic Preservation Officer & Associate Planner
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday
February 29, 2024, and posted on the City’s website as required by established policies and
procedures.
ACCEPTANCE OF THE AGENDA:
Motion by Member Rosenow, seconded by Member Herr to accept the agenda as presented.
AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi.
NOES: None.
PUBLIC COMMENT: None.
1. CONSENT CALENDAR:
1.A. APPROVAL OF MINUTES: FEBRUARY 6, 2024 HSPB MEETING.
RECOMMENDATION: Approve.
Motion by Member Moruzzi, seconded by Member Hansen to approve the minutes.
AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow, Hough
NOES: None.

4.A A REQUEST BY THE MEZRAHI TRUST FOR APPROVAL OF A MAJOR
ALTERATION OF A CLASS 3 SITE LOCATED AT 211 NORHT SUNRISE WAY
(APN #508-070-016) HDEMO 2024-0002 (SY)
RECOMMENDATION: To stay the request for alteration for a period of up to 120
days and authorize the processing of a designation application to consider
whether the building qualifies for a designation of a Class 1 or Class 2 historic
resource. Pursuant to CEQA, this action is not a project.
Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board.
Applicant Mr. Mezrahi spoke and answered questions of the Board.
Motion by Member Hansen, seconded by Member Moruzzi to stay the request for alteration for
a period of up to 120 days and authorize the processing of a designation application to consider
whether the building qualifies for a designation of a Class 1 or Class 2 historic resource.

5. DISCUSSIONS:
5.A HSPB Work Plan 2024
Motion by Member Rosenow to accept staff recommendations with amendment to the training
topics, seconded by Vice Chair Nelson.
AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi.
NOES: None.
5.B HPSB Preservation Matters Symposium
Dick Burkett and Debra Hovel, representing the Palm Springs Architectural Alliance, presented
a potential topic for the next HSPB Symposium regarding the Palm Springs School, 1935-1975.
Board decision on the topic: The Palm Springs School, 1935-1975.
Board decision on the date: April 5, 2025 (preferred), April 26, 2025 (second option).

ADJOURNMENT: The Historic Site Preservation Board adjourned at 7:00 p.m., to its regularly
scheduled meeting on Tuesday, April 2, 2024 at 5:30 PM, in-person in the Large Conference
Room at City Hall.
