Absent: None. Staff Present: David Newell, Assistant Director of Planning Services, Sarah Yoon, Historic Preservation Officer & Associate Planner REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday February 1, 2024, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Hansen, seconded by Member Moruzzi to accept the agenda as presented. AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi. NOES: None. PUBLIC COMMENT: None. 1.CONSENT CALENDAR: 1.A.APPROVAL OF MINUTES: DECEMBER 5, 2023 HSPB MEETING. RECOMMENDATION: Approve. Motion by Member Bachman, seconded by Vice Chair Nelson to approve the minutes with changes to page 3. AYES: Nelson, Hansen, Bachman, Herr, Moruzzi, Rosenow, Hough NOES: None. 2.PUBLIC HEARINGS: None. 3.UNFINISHED BUSINESS: None. 4.NEW BUSINESS: Historic Site Preservation Board Meeting Minutes February 6, 2024 Page 2 of 2 4.A A REQUEST BY KEN SIM AND KERRY CUNNINGHAM FOR APPROVAL OF A MINOR ALTERATION OF A CLASS 3 SITE LOCATED AT 1121 LINDA VISTA ROAD (APN #507-132-001) HDEMO 2023-0022 (SY) RECOMMENDATION: To stay the request for alteration for a period of 120 days and authorize the processing of a designation application to consider whether the building qualifies for a designation of a Class 1 or Class 2 historic resource. Pursuant to CEQA, this action is not a project. Staff member Yoon, Historic Preservation Officer, presented the staff report to the Board. Applicant Kerry Cunningham spoke and answered questions of the Board. Motion by Member Nelson, seconded by Member Moruzzi to stay the request for alteration for a period of up to 120 days and authorize the processing of a designation application to consider whether the building qualifies for a designation of a Class 1 or Class 2 historic resource. AYES: Hough, Nelson, Rosenow, Hansen, Bachman, Herr, Moruzzi. NOES: None. 5.DISCUSSIONS: None. BOARD MEMBER COMMENTS: Vice Chair inquired on the status of the landscape medians in front of the Visitor’s Center and the potential changes to the Fire Department’s use of historic Fire Station 1 downtown. STAFF COMMENTS: Staff member Yoon provided updates on the City receiving Mills Act applications again; the HSPB work plan; and the start of planning for next year’s symposium. She also responded to Vice Chair Nelson’s inquiries. ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:36 p.m. to its regularly scheduled meeting on Tuesday, March 5, 2024 at 5:30 PM, in-person in the Large Conference Room at City Hall.
