HomeMy WebLinkAbout2023-06-06- HSPB MinutesHISTORIC SITE PRESERVATION BOARD CITY OF PALM SPRINGS, CALIFORNIA MINUTES Regular Meeting of June 6, 2023 (The subject meeting was conducted via teleconference pursuant to Assembly Bill 361) CALL TO ORDER: The Chair called the meeting to order at 5:30 P.M. ROLL CALL: Present: Chair Hough, Vice Chair Nelson, Members Hansen, Rosenow, Miller. Absent: None. Staff Present: David Newell – Assistant Director of Planning Services, Sarah Yoon – HPO / Associate Planner. REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday, June 1, 2023, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Rosenow, seconded by Member Miller to accept the agenda as presented. AYES: Hough, Nelson, Hansen, Rosenow, Miller. NOES: None. ABSTAIN: None. ABSENT: None. PUBLIC COMMENT: Sidney Williams spoke in support of the amendment to the Aluminaire House approval which included the removal of the existing concrete wall and the installation of the proposed fence. 1. CONSENT CALENDAR: 1.A. APPROVAL OF THE MINUTES: May 2, 2023 HSPB MEETING RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of May 2, 2023. Motion by Member Nelson, seconded by Member Hansen to approve the minutes of May 2, 2023. Historic Site Preservation Board Minutes June 6, 2023 Page 2 of 4 AYES: Hough, Hansen, Rosenow, Nelson, Miller. NOES: None. ABSTAIN: None. ABSENT: None. 2. PUBLIC HEARINGS: 2.A. APPLICATION BY THE CITY OF PALM SPRINGS FOR POSSIBLE HISTORIC DESIGNATION OF KORAKIA PENSIONE (HOTEL) LOCATED AT 257 SOUTH PATENCIO ROAD, (APN #513-132-005) HSPB #138 (SY) RECOMMENDATION: Continue public hearing to regular HSPB meeting of July 5, 2023. Motion by Member Miller, seconded by Member Hansen to continue the public hearing to the regular HSPB meeting of July 5, 2023. AYES: Hough, Nelson, Rosenow, Miller, Hansen. NOES: None. ABSTAIN: None. ABSENT: None. 3. UNFINISHED BUSINESS: (None.) Chair Hough recused herself from the next item due to a conflict of interest. 4. NEW BUSINESS: 4.A. THE PALM SPRINGS ART MUSEUM INC, REPRESENTED BY SANBORN ARCHITECTURE GROUP INC. REQUESTING APPROVAL TO AMEND THE CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO “THE ALUMINAIRE HOUSE PROJECT” A CLASS 1 HISTORIC SITE LOCATED AT 101 NORTH MUSEUM DRIVE, (APN #513-110-034) HSPB #35 / CASE 3.330 (SY) Staff member Yoon described the proposed request to remove the existing perimeter wall around the south parking lot, and the installation of a new fence. Staff recommended the HSPB re-evaluate the perimeter wall as a character-defining feature and allow the installation of a new fence around the Aluminare House project. Leo Marmol, a member of the board of trustees for the Art Museum, described the details of the request and stated the revised location of the fence would be five feet from the property line. Member Hansen asked about the board’s internal process for design changes and requested clarification of the proposed wall height. Vice Chair Nelson asked if the existing concrete wall is five feet from the property line. Historic Site Preservation Board Minutes June 6, 2023 Page 3 of 4 Leo Marmol explained that the proposed new fence will be five feet from the property wall but the current wall is less that five feet from the property line. Member Miller asked about the color and sheen of the new steel fencing. Allen Sanborn, representing the Applicant, clarified that the color is a muted silver-grey with a matte finish. Member Hansen asked when the original application was heard by the HSPB, and stated her support of the proposed request. Staff member Yoon said the application was heard by the HSPB in August 2021 but there was a separate sub-committee established for this project. Vice Chair Nelson asked if the parking requirements would be met for the museum and recommended the applicant communicate with the appropriate City Departments to see if the benches could be painted to better integrate with the Aluminaire House project. Staff member Yoon stated that there are specific parking requirement for the Art Museum that are met, and an effort will be made to initiate a discussion about the possibility to paint the existing benches that are part of the Heritage Trail. RECOMMENDATION: HSPB re-evaluate the existing perimeter wall around the south parking lot as a character-defining feature to the Palm Springs Art Museum and conditionally approve the proposed perimeter fence design. Motion by Member Hansen, seconded by Member Nelson to approve the amended resolution with an added Condition of Approval by Member Miller: the proposed fence shall be a matte finish. AYES: Nelson, Rosenow, Miller, Hansen. NOES: None. ABSTAIN: Hough. ABSENT: None. Chair Hough returned to the meeting at 6:03 pm. 5. DISCUSSIONS: (none.) BOARD MEMBER COMMENTS: Chair Hough requested staff organize a follow-up meeting to discuss the 2023 Preservation Matters Symposium with the subcommittee. Vice Chair Nelson observed a large number of trees being proposed for the Aluminaire House project and was concerned about the deferred maintenance seen at the La Plaza. He also mentioned clean-up work is being done at the Town and Country Center on the south side of the building, and the ongoing restoration process at the Bank of America Building related to the structural joists in the roof. Staff member Yoon and Member Rosenow stated that the call for applications has gone out, and interviews are scheduled for June 27th. STAFF COMMENTS: Staff member Yoon updated the HSPB of City Council’s recent action on May 25th to designate the Security First National Bank and the Tahquitz Resort Golf Course Clubhouse as Class 1 Historic Landmark Sites. Additionally, Staff member Yoon provided a brief update on the ongoing restoration work at the Bank of America building which includes the replacement of the curtain wall system, exterior repaint, and the replacement/repair of the wooden roof trusses. ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:14 p.m. to its regularly scheduled meeting on Wednesday, July 5, 2023 at 5:30 p.m., virtual meeting on Zoom.
