HomeMy WebLinkAbout2023-05-02- HSPB MinutesHISTORIC SITE PRESERVATION BOARD CITY OF PALM SPRINGS, CALIFORNIA MINUTES Regular Meeting of May 2, 2023 (The subject meeting was conducted via teleconference pursuant to Assembly Bill 361) CALL TO ORDER: The Chair called the meeting to order at 5:30 P.M. ROLL CALL: Present: Chair Hough, Vice Chair Nelson, Members Hansen, Rosenow, Miller. Absent: None. Staff Present: David Newell – Assistant Director of Planning Services, Sarah Yoon – HPO / Associate Planner. REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday, April 27, 2023, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Rosenow, seconded by Member Miller to accept the agenda as presented. AYES: Hough, Nelson, Hansen, Rosenow, Miller. NOES: None. ABSTAIN: None. ABSENT: None. PUBLIC COMMENT: (None.) 1. CONSENT CALENDAR: 1.A. APPROVAL OF THE MINUTES: April 4, 2023 HSPB MEETING RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of April 4, 2023. Member Hansen asked if it was correct to indicate Member Miller as absent when he arrived after roll call. She also wished to clarify the motion language on page 3 to include the removal of the timber and canvas structure. Motion by Member Nelson, seconded by Member Hansen to approve the minutes of April 4, 2023 as corrected. Historic Site Preservation Board Minutes May 2, 2023 Page 2 of 3 AYES: Hough, Hansen, Rosenow, Nelson, Miller. NOES: None. ABSTAIN: None. ABSENT: None. 2. PUBLIC HEARINGS: (None.) 3. UNFINISHED BUSINESS: (None.) 4. NEW BUSINESS: 4.A. REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 4 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE INITIATED BY AN APPLICATION BY CAROLYN DAWN, REQUESTING APPROVAL TO DEMOLISH THE DWELLING LOCATED AT 1150 VIA MONTE VISTA, (APN #507-231-002) CASE 3.4369 (SY). Staff member Yoon summarized the staff report, and recommended HSPB take no action and allow the applicant to proceed with demolition. Motion by Member Rosenow, seconded by Member Miller, to take no action and allow the processing of a building permit for demolition. AYES: Hough, Nelson, Rosenow, Miller, Hansen. NOES: None. ABSTAIN: None. ABSENT: None. 5. DISCUSSIONS: 5.A. 2023 PRESERVATION MATTERS SYMPOSIUM (Hough, Nelson, Hansen.) Chair Hough expressed her gratitude to the event sub-committee, City staff, the production team, homeowners, and various other preservation groups within the community for a successful symposium. Vice Chair Nelson thanked all the members of the board and staff involved in the event and mentioned the positive feedback he received from the community regarding the event and the topic of water and tourism. Member Hansen acknowledged the amount of hard work it takes to host an event like this and is looking forward to the debriefing event and what will be in store for next year. Member Rosenow was impressed with the amount of local knowledge in this community. Member Miller commented on the value of the event by providing an overview of the valley’s relationship with water as well as the unique history of Palm Springs.
