HomeMy WebLinkAbout2023-04-04- HSPB MinutesHISTORIC SITE PRESERVATION BOARD CITY OF PALM SPRINGS, CALIFORNIA MINUTES Regular Meeting of April 4, 2023 (The subject meeting was conducted via teleconference pursuant to Assembly Bill 361) CALL TO ORDER: The Chair called the meeting to order at 5:30 P.M. ROLL CALL: Present: Chair Hough, Vice Chair Nelson, Members Hansen, Rosenow, Miller. Absent: None. Staff Present: Sarah Yoon – HPO / Associate Planner, Christopher Hadwin - Director of Planning Services. REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Thursday, March 30, 2023, and posted on the City’s website as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Rosenow, seconded by Member Nelson to accept the agenda as presented. AYES: Hough, Nelson, Hansen, Rosenow. NOES: None. ABSTAIN: None. ABSENT: Miller. PUBLIC COMMENT: (No speakers were present.) 1. CONSENT CALENDAR: Member Miller joined the meeting via Zoom. 1.A. APPROVAL OF THE MINUTES: March 7, 2023 HSPB MEETING RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of March 7, 2023. Motion by Member Nelson, seconded by Member Hansen to approve the minutes of March 7, 2023 as corrected. AYES: Hough, Hansen, Rosenow, Nelson, Miller. NOES: None. Historic Site Preservation Board Minutes April 4, 2023 Page 2 of 4 ABSTAIN: None. ABSENT: None. 2. PUBLIC HEARINGS: (None.) 2.A. AN APPLICATION BY THE CITY OF PALM SPRINGS REQUESTING HISTORIC DESIGNATION O THE “TAHQUITZ RESORT GOLF COURSE CLUBHOUSE” LOCATED AT 1885 LAWRENCE CROSSLEY ROAD, HSPB #149, SUBJECT TO CONDITIONS (APN #681-250-012) (SY). Staff member Yoon summarized the staff report. Chair Hough and Vice Chair Nelson asked if the landscaping around the building or the parking lot is considered part of the designation. Staff member Yoon clarified that the designation is limited to the building only. Chair Hough opened the public comment portion of the hearing for this item. Hugh Kaptur, the architect of the clubhouse, talked about his design process and intent of creating a building that did not have the mechanical equipment positioned on the roof since it would be a prominent view of the building from an airplane, and the sweeping roof form is tied to the arc of a golf swing. He also requested that the added entry structure be removed because it obscures the original design intent. Steve Keylon spoke in support of the Class 1 designation of the structure and concurs with Hugh Kaptur’s request to remove the entry structure. Ernest Cecena supports the preservation and designation of the clubhouse structure. There were no other public comments, Chair Hough closed the public hearing. Chair Hough and Member Rosenow stated their support for the historic designation of the building. Member Hansen thanked Chattel for the detailed historic resources report and expressed her support of the designation. She asked if a recommendation to remove the entry structure could be added as part of the nomination request. Planning Director Hadwin stated a recommendation could be incorporate into the presentation to City Council for consideration. Staff member Yoon clarified that the staff report and the resolution identify the entry structure as a non-contributing element. Member Miller and Vice Chair Nelson thanked the architect for attending the meeting and expressed their support for a Class 1 designation of the structure. Historic Site Preservation Board Minutes April 4, 2023 Page 3 of 4 Vice Chair Nelson suggested the architect’s vision for future alterations and historic details be included in the property records. Hugh Kaptur cautioned that planting material around the structure is not recommended or it should be low in profile so it does not cover significant design features of the building. Staff member Lyon clarified that the City has the full set of drawings for this building as part of the record. Motion by Member Hansen seconded by Member Nelson, to adopt the findings in the staff report and add two recommendations to the resolution that City Council designate the Tahquitz Resort Golf Course Clubhouse (HSPB #149) as a Class 1 historic site. The recommendations are as follows: 1. The timber and canvas structure on the main façade be removed and 2. the City consider working with the architect, Hugh Kaptur, on the removal of the canvas structure and any subsequent alterations to the building. AYES: Hough, Nelson, Rosenow, Miller, Hansen. NOES: None. ABSTAIN: None. ABSENT: None. 3. UNFINISHED BUSINESS: (None.) 4. NEW BUSINESS: (None.) 5. DISCUSSIONS: 5.A. 2023 PRESERVATION MATTERS SYMPOSIUM (Nelson.) Vice Chair Nelson reported on the committee’s progress related to presentation material, the brochures, and the organization of the tours for the Symposium that will be held at the Convention Center on April 29-30th. BOARD MEMBER COMMENTS: Vice Chair Nelson observed exterior alterations to a Class 4 site on Tahquitz Canyon and expressed his concern regarding the removal of original building material. Planning Director Hadwin stated that there is a permit review process in place for these sites. STAFF COMMENTS: Staff member Yoon informed the board that the CLG report was submitted in March. She also informed the board that an email would be sent out requesting a response about the HSPB awards. Planning Director Hadwin explained the provision provided in Assembly Bill 361 which allows a local jurisdiction to meet remotely. The board will be notified of any changes.
