MINUTES
Regular Meeting of September 6, 2022
(The subject meeting was conducted via teleconference
pursuant to Assembly Bill 361)
CALL TO ORDER:
The Chair called the meeting to order at 5:35 P.M.
ROLL CALL:
Present: Chair Hough, Vice Chair Nelson, Members Hansen, Miller, Rosenow.
Absent: (none)
Staff Present: Ken Lyon. HPO / Principal Planner/, Christopher Hadwin, Director of
Planning Services.
REPORT OF THE POSTING OF AGENDA: The Agenda was available for public access at
the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 pm on Monday,
August 29, 2022, and posted on the City’s website as required by established policies and
procedures.
ACCEPTANCE OF THE AGENDA:
Motion by Rosenow, seconded by Nelson, to accept the agenda as presented.

RECOGNITION OF MEMBER’S SERVICE TO THE BOARD: Member Kiser and Member
Rose.
Members Kiser and Rose were recognized and thanked for their service to the HSPB and the
City of Palm Springs.
INTRODUCTION OF NEW DIRECTOR OF PLANNING SERVICES: Christopher Hadwin
Director Hadwin introduced himself and shared his background.

RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of July 5,
2022.
Motion by Miller, seconded by Hansen to approve the minutes of July 5, 2022 as corrected.

2. PUBLIC HEARINGS: (none.)
3. UNFINISHED BUSINESS:
3.A. AN APPLICATION BY THE VILLA ROMA HOMEOWNERS ASSOCIATION, FOR
HISTORIC DISTRICT DESIGNATION OF “THE VILLA ROMA GARDEN
HOMES” LOCATED AT 2500 SOUTH SIERRA MADRE, (MASTER APN #512-
120-070), CASE HSPB #140 (KL).
Staff Lyon summarized the board’s action is to adopt an alternative resolution reflecting its
findings and support of recommending designation of the Villa Roma Garden Homes by the
City Council.
Vice-chair Nelson reminded staff that he asked for the few surviving light fixtures to be added
to the list of contributing features.
Lyon asked the board to vote on adding the light fixtures and noted he would correct the
resolution as noted.
AYES: Miller, Nelson, Hansen, Hough.
NOES: None.
ABSENT: None.
ABSTAIN: Rosenow.
Motion by Hansen, seconded by Nelson to adopt Resolution HSPB #140: “A RESOLUTION
OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS,
CALIFORNIA, FINDING THAT THE VILLA ROMA GARDEN HOMES LOCATED AT 2500
SOUTH SIERRA MADRE DRIVE, (MASTER APN 512-120-070) QUALIFIES AS A HISTORIC
DISTRICT AND RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “THE VILLA
ROMA GARDEN HOMES” AS HISTORIC DISTRICT HSPB #140 / HD-10 SUBJECT TO
CONDITIONS.”

4. NEW BUSINESS:
4.A. ROBIN & HILTON HOWELL, OWNERS, REQUESTING APPROVAL OF A
CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO
“INVERNADA” A CLASS 1 HISTORIC SITE LOCATED AT 657 NORTH VIA
MIRALESTE (HSPB #56) (KL)
Staff member Lyon summarized the staff report.
Vice Chair Nelson asked for clarification on replacement of the roof (Lyon explained the
replacement roof will be new material patterned and laid to reflect the existing roof color and
tile arrangement.
Hilton Howell, owner further explained the scope of the project, noting the desire to retain the
enclosure of the west-facing loggia but replace the existing glazing with glazing and framing
harmonious with the existing home.
John Walsh, architect for the project and Bennet Puterbaugh, landscape architect clarified the
infrastructure and maintenance needs of the home and the landscape design decisions.
Vice Chair Nelson asked about the material for the proposed trellis (wood appearance, steel
structure where necessary for spans), and spa placement (placed because of desired functional
adjacency to the pool house by the owner). He asked about the location and integration of
Cypress in the landscape design and the symmetrical design of the formal cactus garden
(based on symmetry of the walkways and second floor stair.) He discussed his preference that
the loggia be returned to its original open condition.
Member Miller and Chair Hough expressed their support for the enclosure of the loggia.
Motion by Hansen seconded by Miller to accept the findings in the Staff Report and approve
the Certificate of Appropriateness including approval of the proposed new multi-pane glazing
enclosing the west-facing veranda (loggia) as shown in the application drawings subject to other
conditions of approval as noted in Exhibit “A”.

5. DISCUSSIONS:
5.A. 2022 PRESERVATION MATTERS SYMPOSIUM (Hough)
Symposium: Subcommittee for 2023 Preservation Matters is Hansen, and Nelson. Vice Chair
Nelson summarized the progress to date. The symposium theme will be water and tourism.
5.B. PRESENTATION: “Beginnings” (Lyon). Staff member Lyon presented a Powerpoint
on the origins of the Palm Springs Historic Preservation Ordinance and subsequent milestones.

BOARD MEMBER COMMENTS:
Vice Chair asked about status of the previous year’s work plan. (Lyon noted due to many
private applications and competing assignments, that he recommends the HSPB continue
working on the unfinished items from the previous year’s work plan). Nelson also expressed
concern about the airport “rebranding” effort and whether the HSPB would be involved with
review. (Lyon reported that he advised the airport administration that the building is a landmark
and changes to the front façade in particular require HSPB / HPO approval).

ADJOURNMENT: The Historic Site Preservation Board adjourned at 7:48 pm to its regularly
scheduled meeting on Tuesday, October 11, 2022 at 5:30 p.m., in the Large Conference Room
at City Hall.
